APPLICATION NAUTICA Kilday & Associates have a desire to modify the shape of lot 90 located in Nautica. The lot is platted and vacant. On the detail drawings of the various lot types lot 90 is labeled a one sided floater "Z" lot. A floater z lot is a lot that one side of the building does not touch a lot line and the building has a 10 foot setback from the adjacent property line. A floater lot does not have a z shape on the floater side of the lot. They want to change the shape of the floater lot line on the south side of lot 90 from a straight lot line to a z shape. The new shape will match the shape of the other "Z" lots in the project. The change in shape will also change the size of the lot. The south side of lot 90 abuts the rear of lots 121 a "z" back to back lot and 122 a "Z" corner lot. The proposed change will also change the size and shape of lots 121 and 122. The south setbacks for lot 90 will be changed from a floater to a "Z" lake lot and the remaining setbacks will remain the same as approved. The setbacks for lots 121 and 122 will remain as originally approved. Kilday has indicated that the frontage and area of lot 90, 121 and 122 will not fall below the minimum as approved. In summary they are requesting the south building, pool and screen enclosure setback for lot 90 to be reduced from 10 feet to 0 feet, and the south jacuzzi setback to be reduced from 12 feet to 3 feet. The new lot 90 would be identified as a "Lake Lot" rather than a "One Sided Floater Lot". The changes would create the following minimum distances between the s ide of the structures on "Z 11 lot 90 and the rear of the structures on "Z" lots 121 & 122: from 20 feet to 10 feet (building to building or pool to pool or pool to building), from 15 feet to 5 feet (screen enclosure to building or screen enclosure to screen enclosure) and from 19 feet to 10 feet (jacuzzi to jacuzzi). The proposed three lot conditions exist in 5 other location on the master plan. The eXisting lot configuration exists in 3 other locations on the master plan. My recommendation is to allow the changes to be made administratively and that the change in lot lines be processed through Eng. Div. with the surveyor providing P&Z surveys showing the frontage and area of the lots involved meeting the approved specifications including the three foot zero lot line drainage and maintenance easement. The change will effect lot 301 {back to back}, 302 (back to back corner) and lot 303 (one sided floater)]. The lots are located in phase II and are not platted. The request is to change lot 303 from a "One Sided Floater" to a "Back to Back" lot. The situation is similar to the Nautica request, however, the proposed change will not resemble any other "Z" lot configuration depicted on the master plan and there are 3 other three "Z" lot configurations that resemble the one that they are proposing to change. Within the "Zero" setback lots there are 6 three lot configurations that have setbacks similar to the proposed changes. In summary they are requesting the north building and screen enclosure side setback for lot 303 to be reduced from 10 feet to 0 feet and the north pool and jacuzzi side setback to be reduced from 12 feet to 3 feet. The new lot 303 would be identified as a "Back to Back Lot" rather than a "One Sided Floater Lot". The changes would create the following minimum distances between the side of the structures on "Z" lot 303 and the rear of the structures on "Z" lots 301 & 302: from 25 feet to 15 feet (building to building), from 18 feet to 8 feet (screen enclosure to building or screen enclosure to screen enclosure) and from 22 feet to 13 feet (pool to pool and jacuzzi to jacuzzi). The six, "Zero" lot, 3 lot configurations create the following minimum setbacks between buildings, screen enclosures, pools and jacuzzies: 15 feet (building to building), 5 feet (screen enclosure to building or screen enclosure to screen enclosure), 7 feet (pool or jacuzzi to bUilding) and 10 feet (pool or jacuzzi to pool or jacuzzi). My recommendation is to process the request as a master plan modification to the "Z" lot setbacks.
