Boynton
Nurseries, a Florida general partnership, owner of the
following tract of land as hereinafter described, has filed
a Petition for Annexation to the City of Boynton Beach,
Florida, directed to the City of Boynton Beach, Florida, and
to the City Commission pursuant to Article I, Section 7 (32)
of the Charter of the City and Section 171.044, Florida
Statutes; and
WHEREAS, said tract of land lying and being within Palm
Beach County is contiguous to the existing City 1 imi ts of
the City of Boynton Beach, Florida and will, upon its
annexation, constitute a reasonably compact addition to the
City territory; and
WHEREAS, the proposed use of said land and Land Use
Designation have been determined to be consistent with the
future land uses of the City of Boynton Beach.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION
OF THE CITY OF BOYNTON BEACH, FLORIDA:
Section 1:
Pursuant to Article I, Section 7(32) of
the Charter of the City of Boynton Beach, Florida and
Section 171.044, Florida Statutes, the following described
unincorporated and contiguous tract of land situated and
lying and being in the County of Palm Beach, Florida, to
wit:
The South one-half (SI/2) of the
Southwest quarter (SWI/4) of the
Northeast quarter (NEI/4); the Southeast
quarter (SE 1/4) of Northeast quarter
(NEI/4) and the South one-half (SI/2) of
the Northeast quarter (NEI/4) of
Northeast quarter (NEI/4), all in
Section 13, Township 45 South, Range 42
East, Palm Beach County, Florida.
Together with that portion of the
Worth Drainage District Canal L-21,
abuts the South property line of
subject parcel of land.

such land so annexed shall be and become part of the city
with the same force and effect as though the same had been

reflect the annexation of said tract of

particularly described in Section 1 of this Ordinance.
Section 3:
That by Ordinance adopted simultaneously
herewith, the proper zoning designation and Land Use
category is being determined.
Section 4:
All ordinances or parts of ordinances in
conflict herewith are hereby repealed.
Section 5:
Should any section or provision of this
Ordinance or any portion thereof be declared by a court of
competent jurisdiction to be invalid, such decision shall
not affect the remainder of this Ordinance.
Section 6:
This Ordinance shall not be passed until
the same has been advertised for four (4) consecutive weeks
in a newspaper of general circulation in the City of Boynton
Beach, Florida, as required by the City Charter and Section
171.044, Florida Statutes.
Section 7:
This Ordinance shall become effective
immediately upon its final passage.
Section 8:
Specific authority is hereby given to
codify this Ordinance.
Section 9:
This Ordinance, after adoption, shall be
filed with the Clerk of the Circuit Court of Palm Beach
County, Florida, and with the Department of State.

came to power in a dictatorial
country by showing his ability to
manage ruthlessly in positions of
increasing importance. When the
man successfully shoved his way to
the top dictatorial post, he found
his country in economic ruin.
If the new dictator CQuld not
deliver more to his own people, he
flirted with upheaval and removal.
To appease his people, he had to
make bold peace initiatives with
his traditional enemies. He also
eased repressive policies at home
and in countries controlled by his
nation.
His enemies seemed delighted
with these new policies and his
satellite countries quickly illustrat-
ed democratizing tendencies. The
nation's enemies reduced their
arms, did business with their for-
mer enemy, and the ruler's country
got a new economic lease on life.
But one day, the ruler went back to
his old ways, drawing upon secret
arms and troop reserves, bolstered
by a stronger economy. The world's
peace was at jeopardy, and the
ruler's enemies had been lulled by
the peace overtures.
The moral of the fable is to
beware of the alleged transforma-
tion of the Soviet bear into a lamb.
Europeans more than Americans
should be well-schooled in this ad-
age because their history illus-
trates so well the dangers of rose-
colored visions about pe~e. After
the end of the Thirty Years War in
central Europe in 1648, a Silesian
poet spoke for the dreamers:
"Full thirty years and more
we've known,
"Bloodshed and plague and riot;
"What bliss if now there should
ensue
"Thirty rich years of quiet."
But European leaders were far
more realistic; in fact, they em-
ployed the concept of balance of
power, ensuring that no one coun-
try gain ascendency so as to imper-
il the others. A system of alliances
arose to ensure Europe's stability
- and when it worked as intended,
peace reigned. When the system
broke down, as it did on the eve of
the world wars, conflict waS- the
sobering reality. - .
For 40 years there has been no
Hot War between the West -and the

catalogs and even grocery-store tabloids.
Using state-of-the-art spying equipment, a
stranger miles away can hear inside your home;
spouses can secretly track the movements of
their husbands or wives in the family car or
"bug" the couple's bedroom.
Employers can listen to the phone conversa-
tions of every worker on the job. The ability of
average citizens to "bug" each other actually
exceeds that of law-enforcement officials, who
can conduct survelliance only under strict court
procedures.
The number of bugging victims is hard to
pinpoint since individuals often don't know they
are being victimized, and violators aren't talk-
ing. But the sale of telephone-intercepting
equipment and other hi-tech survelliance de-
vices has grown into a multimillion-dollar in-
dustry and has even spawned a profitable off-
shoot in anti-bugging devices and servic~ :to
electronically "sweep" homes apd offices. .
Many of the products are sold, advertised,
mailed and used in violation of federal and state
wiretap regulations, which continue to lag be-
hind rapidly advancing technology.
Dozens of electronics companies are ~cir-
cumventing the law, aided unwittingly by. the
U.S. Postal Service and other express-delivery
services. ' .
Protection against the devices exists in Sec-
tion 2512 of Title 18 of the U.S. Code:. ."

Dear Mayor Moore:
The Department has completed its review of the proposed
comprehensive plan amendment for the City of Boynton Beach, which
was submitted on December 28, 1990. copies of the proposed
amendment have been distributed to appropriate state, regional
and local agencies for their review and their comments are
enclosed.
The Department has no objections, recommendations or
comments, pursuant to Rule 9J-ll.010, Florida Administrative
Code. Upon receipt of this letter, the City of Boynton Beach has
60 days in which to adopt the proposed amendment, adopt the
amendments with changes, or not adopt the amendment. The process
for adoption of amendments to local comprehensive plans is
outlined in s.163.3l84, Florida statutes, and Rule 9J-ll.Oll,
Florida Administrative Code.
within five working days of the date of adoption, the City
of Boynton Beach must submit the following to the Department:
Five copies of the adopted comprehensive plan amendments;
A copy of additional changes not previously reviewed;
A listing of findings by the local governing body, if any,

The above amendments and documentation are required for
the Department to conduct the compliance review, make a
compliance determination and issue the appropriate notice of
intent.
As a deviation from the requirement above, you are
requested to provide one of the five copies of the adopted
amendments directly to the Executive Director of the Treasure
Coast Regional Planning Council. The regional planning councils
have been asked to review adopted amendments to determine local
comprehensive plan consistency with the Comprehensive Regional
Policy Plan. Please forward these documents to the regional
planning council concurrent with your transmittal to the
Department. Your cooperation is appreciated in this matter.
If you would like the Department to participate in the
public hearing for amendment adoption, such request should be
received by the Department, certified mail, at least 14 days
prior to the scheduled hearing date.
