Master Plan Modification
Motorola has requested a modification to their PID that would
allow them to subdivide the property, alter the locations of the
existing roads for the development, and allow a daycare use in
the PID.
These changes were reviewed by the City Commission at its meeting
of March 2, 1993 and determined to be minor modifications.
The subdivision is needed to allow a daycare center to be built
on the site close to Motorola.
The changes in the existing roads are needed to accommodate the
site for the daycare center.
The original PID called for manufacturing uses on the site and
daycare is not mentioned. The allowable square footage on site
would not be affected and, because of the size of the Motorola
facility and the number of employees, daycare is an acceptable
use on the site.
The Technical Review Committee reviewed these changes at its
meeting of February 11, 1993 and had no major comments regarding
these changes.
This item has been scheduled for Planning and Development Board
review and final approval on March 9, 1993.

Dear Mr. Cutro:
Please accept this correspondence and attached documentation as a formal request
on behalf of the Motorola Corporation to modify the existing Master Site Plan
for their property at the intersection of Congress Avenue and Northeast 22nd
Avenue within Boynton Beach, Florida. --
This Master Plan Modification is requested to accommodate the following
revisions:
The sale of approximately 1.86 acres oF property at the Northeast
corner of the Motorola Site for purposes of accommodating the
development of a Day Care Center. This property sale will serve to
establish two parcels of property within the existing P.I.D.
As. part of this submission we respectfully request that you
Faithfully review the acceptability of treating the Day Care Center
as an allowable use within the P.I.D.
Motorola feels that to accomodate the Day Care parcel
provisions should be implemented:
that the following
o The realignment of the existing, on site, employee parking lot access
driveway and'water retention drainage equalizing outfall.
o The provision of a de-acceleration lane on Northeast 22nci Avenue
providing access to the existing employee parking lot.
While the Day Care Center will not be owned or developed by the Motorola
Corporation, the property sale and Day Care development is intended to offer an
important service to Motorola employees as well as the public.

You will note in reviewing the tabular data within the attached Master Site Plan
(as revised) that the traffic impact of the Day Care Center will be absorbed
within the capacity of theD.R.I, for the approved Master Plan. This is proposed
to be accommodated byreducing the future Master Plan allowable building capacity
by a 13,554 square feet area of office area and 19,368 square feet of industrial
space. The attached letter prepared by Mr. Schwartz, of the Traffic Engineering
Corporation, outlines the analysis by which we propose to create a neutral
traffic impact within the P.I.D.

At your request, I have evaluated the traffic generation potential of the Motorola Plant
located on Congress Avenue in the City of Boynton Beach, Florida. The calculations
presented herein focus specifically on the impacts of adding a day care facility to the
plant site. They compare the traffic generation potential of the day care facility with
uses already approved for the site.
Proposed Day Care Faciljly '
Based on information you provided, the size of the day care facility proposed for the
Motorola Plant is 12,627 square feet. The characteristics of the Motorola day care
facility are intended to follow traditional day care operation except that approximately
70 percent of the patrons are expected to be Motorola employees. This fact greatly
reduces the net traffic generation of the site.
According to Section 10.8, Fair Share Road Impact Fee of the Palm Beach County
Unified Land Development Code, a typical day care center generates 79.26 average
daily trips per thousand square feet (ksf). Therefore, the following calculations
represent the expected traffic generation from the Motorola day care facility.
12,627 square feet @ 79.26 daily trips per ksf = 1',001 trips
30 percent non-employee traffic -- 300 trips
less 10percent pass-by capture = 30 trips
Net external traffic impact = 270 trips
Note that the 10 percent pass-by factor allowed by Section 10.8 of the Code has been
applied only to non-employee trips associated with the day care center.

Approved Use8
Based on the Application for Development Approval of the Motorola Development of
Regional Impact dated October 1, 1979, the following land uses were approved:
· '100,000 square feet of manufacturing, storage and distribution.
· 425,000 square feet administration and engineering.
This is compared to the existing site which includes the following building sizes.
· 254,608 square feet of manufacturing, storage and distribution.
· 252,056 square feet of administrative and engineering.
It is assumed in order to maJntaln the DRI approval for the Motorola site that certain
approved trip generation levels would be reduced in order to accommodate the new net
trips from the day care center. Therefore, based on traffic generation rates from Section
10.8 of the Code, the following trade-off alternatives are possible:
If all trips are taken from the office use, then
270 trlps/9.96 trips per ksf -- 27,108 square feet.
If all trips are taken from the manufacturing use,
(an industrial rate is used), then
270 trips/6.97 trips per ksf = 38,737 square feet.
If the trips are taken equally from the two uses then,
135 trlps/9.96 trips per ksf -~ 13,554 square feet.
135 trips/6.97 trips per ksf -- 19,368 square feet.
These three alternatives are indicative of a multitude of other alternatives for reducing
the amount of square footage approved to accommodate the increased traffic generated
from the day care center.

has reviewed the proposed modification to the Motorola P.I.D. and
offer the following staff comments:
1) Provide the City of Boynton Beach, Florida with a properly
executed Cross Access agreement necessary to provide continued
access to Kidstop II parking facility.
2) Platting is not required at this time as this is the first split
of the real property into two individual parcels, however, the
Motorola P.I.D. will have a remainder of one more property
subdivision before the entire site shall be required to be platted.

Master Plan Modification - Motorola PID
Motorola, located at the southeast corner of Congress Avenue and
Gateway Boulevard, has requested a PID modification to allow the
subdivision of the property the addition of a day care center and
road realignments to the PID.
As required by the City Code of Ordinances, this request must first
be reviewed by the City Commission to determine if it is a major or
minor modification and then forwarded to the Planning and
Development Board for a final review.
The Technical Review Committee reviewed this request and their
comments are attached.
We believe that this modification is minor in nature and would ask
that the City Commission forward this request to the Planning and
Development Board for final review.
This item has been scheduled for City Commission review on March 2,
1993.
