Dear Michael:
On August 17, 1993, the City Commission of BOYnton Beach, Florida
approved the attached written order for the above referenced site
plan.
This approval entitles you to develop the property as shown on the
approved plans subject to the comments attached to your written
order. If you wish to modify the plan prior to submission of your
building plan, please contact the Planning and Zoning Department.
Modifications during the building permit process will be handled as
part of that process. The approval of the Site Plan remains in
effect for one year until 8/17/94. If an extension is needed,
please forward your request to the Planning and Zoning Department
30 days prior to the expiration date.
We have attached a list of submittal documents from the Building
Department to assist you in assembling your building permit
package. We have also attached copies of the comments that must be
met in the building permit submittal.
We would like to thank you for building in Boynton Beach. If you
have any questions please do not hesitate to call me.

In response to Mr. Morton's memo I comment as follows:
A. Engineering department memo 93-210 (a copy of which is attached) has 16 comments.
Mr. Morton's memo agrees to comply with comments 1-3, 5-7, 9-13, and 15 inclusive.
These must be complied with prior to or at the time of building permit submittal.
B. Comment NO.4 (power lines) can be addressed by a note on the plans or actual
relocation prior to a building permit submittal. Just saying they will be relocated in a
memo will not satisfy comment NO.4.
C. Comment NO.8 & 14 (curbing & drainage) can be addressed substantially as indicated
by Mr. Morton's memo. However, curbing is considered essential for this western edge
of the parking lot and access roadway to prevent automobiles and delivery trucks from
accidently driving into the 8 foot deep retention pond. I suggest area inlets or some type
of erosion control system in addition to the flumes proposed to handle the drainage and
eliminate side slope erosion. Before a permit can be approved the calculations and
dedications mentioned in Mr. Morton's memo must be approved by the City.
D. Comment No. 16 (updated Master Plan) should be addressed before a building permit can
be issued for the site. This Master Plan must go to TRC members for sign off unless the
Planning & Zoning department indicates otherwise.
In summary, I generally agree with Mr. Morton's assessment of Engineering Staff comments, with
the clarifications noted above. These are a lot of comments to be resolved prior to permitting.
I strongly advise Mr. Morton's engineer to submit construction plans after the site plan is revised
to reflect all of the comments to avoid costly and time consuming construction plan revisions while
resolving staff comments. However, the choice is Mr. Morton's and we cannot compel him to
submit a revised site plan prior to preparation of construction plans for a building permit.

Please be advised that since the August 10, 1993 Planning and
Development Board Meeting, the Utilities Department has reached
an alternative to condition #6 of their original memorandum
relative to the above-referenced request (see attached Utility
Department Memorandum #93-325). This alternative is outlined in
their attached supplemental Memorandum #93-357.
Therefore, with respect to utilities only, it is recommended that
the above-referenced site plan be approved subject to Utilities
Department Memorandum #93-357 and comments 1-5 of Utilities
Department Memorandum #93-325.

SUBJECT: Acme Plastic at Woolbright Place PCD
Our attached memo no. 93-325 specified in item 6 that the building
permit for Acme Plastic would not be issued until the off-site
gravity sewer is in operation and accepted by the City. Mr. Mike
Morton, representing Woolbright Place, has offered to give the City
a Letter of Credit guaranteeing that the off-site gravity sewer is
completed in a timely manner, if the building permit is granted
shortly after site plan approval.
This Department is willing to allow issuance of the building permit
only when the following two conditions have been satisfied:
1) The aforementioned Letter of Credit is accepted by the
City Commission, and
2) The Palm Beach County Heal th Uni t issues a permi t to
construct the off-site gravity sewer line.
Fai 1 ure on the part of Mr. Morton to ful fi 11 ei ther of these
obligations will cause us to insist on witholding of the building
permit for Acme Plastics until sewage service to their site can be
demonstrated.
Please include this memo in your presentation to the City
Commission, to become a condition of approval.
Any additional questions on this matter may be referred to Peter

Staff has reviewed the above referenced project and offer the
following comments:
1. The location of the new water meter is to be near the
existing water main within the existing utility
easement.
2. Specify the size of the water service and water meter.
3. Add note to plan, "City of Boynton Beach To Operate and
Maintain Mainline Sewers Only" (sheet 1 of 1, Project
No. 3276).
4. Sanitary sewer lateral to access existing system into
existing manhole by means of core bore at an invert
approximately 2/10 of a foot above existing down stream
invert elevation.
5. Sanitary sewer service to have cleanouts every 75' per
Plumbing Code.
6. The sanitary sewer shown is a dry line sewer which is
not connected to our system. Building permit will not
be issued until such time as this gravity sewer system-
is in operation and accepted by the City of Boynton
Beach.
This plan can proceed forward through the review process
conditioned on the above comments. The plans will again be
reviewed by staff at the time of building permit for compliance
with all City Codes and Specifications.

The District is currently processing the attached application. Section
403.911, Florida Statutes, as amended by the 1984 session of the Florida
Legislature, requires that the District notify the local gove~ent within 10
days of receipt of an application for a dredge and fill permit.
The local government has 14 days from the time it receives the notification
for a short-form application and 60 days from the time it receives the
notification for a standard-form application to file objections to the
application. Furthermore, the local government may participate as a party to the
procedure and may request a hearing pursuant to Section 120.57, Florida
Statutes, within 14 days after receiving notice of the District's intent. If the
local government does not file objections within the designated time period or
request an intent letter, the District will assume that the local government does
not wish to receive a notice of intent.
Objections should be mailed to Mr. Rob Robbins at the above address and
should reference the applicant's name and application number as referenced above.
