SUBJECT: Adult Care Residence of Boynton Beach, Inc. (fka Praxis)
Conditional Use (expansion) - #COUS 94-001
Please place the above-referenced request on the City Commission
agenda for April 19, 1994 under Public Hearings.
DESCRIPTION: This is a request for an amended conditional use
approval to construct a 1,747 square foot addition, including an
increase in density by three beds, to a capacity of 35 beds plus
one respite bed, at the existing adult congregate living facility
(ACLF) at 1613 S.W. 3rd Street. The property is zoned R-3, Multi-
family Residential. The addition will also house new
administrative office space, a medical treatment room, and a
visitation room. No new parking spaces are required or proposed.
A Community Design Plan appeal is also being requested in
connection with the expansion and is scheduled for action by the
City Commission at the April 19, 1994 meeting (see separate
Planning and Zoning Department Memorandum No. 94-101).
A Board of Adjustment variance was recently granted for rear
setback relief to allow the propos~d location of the addition. The
applicant's withdrawal at the April 12, 1994, Planning and
Development Board meeting of an accompanying street abandonment
request for a portion of s. W. 3rd Street has no effect on the
conditional use request, in that acquiring additional land is not
necessary to support the density requested. The density requested
is the maximum allowed by the R-3 zoning district and the
comprehensive plan. The expansion of the conditional use (ACLF) is
compatible with the R-3 zoned, multi-family housing to the south
and will have no adverse effect on the City park (Little League
Park) to the east.
RECOMMENDATION: The Planning and Development Board unanimously
recommended approval of this conditional use, subject to staff
comments (Planning and Zoning Department memorandum, dated April 7,
1994 and Engineering Department Memorandum No. 94-080). The Board
further recommended that existing exotic plant species be removed
(Australian Pines at the southwest corner of the property) and
substitution of the proposed Acacia trees for a native tree species
of comparable size.
