Dear Sirs:
On August 17, 1993, the City Commission of Boynton Beach, Florida
approved the attached written order for the above referenced site
plan modifications and parking lot variances.
These approvals entitle you to develop the property at 2929 South
Seacrest Boulevard as shown on the approved plans subject to the
comments attached to your written orders. If you wish to modify
the plan prior to submission of your building plan, please contact
the Planning and Zoning Department. Modifications during the
building permit process will be handled as part of that process.
The approval of the Site Plan remains in effect for one year until
8/17/94. If an extension is needed please forward your request to
the Planning and Zoning department 30 days prior to the expiration
date.
We have attached a list of submittal documents from the Building
Department to assist you in assembling your building permit
package. We have also attached copies of the comments that must be
met in the building permit submittal.
We would like to thank you for building in Boynton Beach. If you

Review
This matter came before the City Commission of the City of
Boynton Beach, Florida on Tuesday, August 17, 1993.
The Board
having heard the recommendation of city administrative staff finds
the following:
1. The improvements to the site include building additions
of just over 1,000 square feet and improvements to the parking area
around the church.
2. The granting of relief of sought by applicant will not
confer on the applicant any special privilege, and is in harmony
with the intent and purpose of the city's ordinances and is not
injurious to surrounding properties.
4. The proposed site improvements regarding the new driveway
and extension of parking area create an acceptable traffic
circulation pattern for the project.
5. The landscape improvements meet the standards of the
Landscape Code.
6. The one thousand forty-seven square foot addition to the
narthex aligns with the design and color of the existing sanctuary.
7. The portico and covered walkway blend into the existing
features of the facility.
ACCORDINGLY, IT IS ORDERED that the applicant's Petition

Ascension Lutheran Church Site Plan
Roy S~mon, architect for Ascension Lutheran Church, has requested
a site plan review of the church located at 2929 South Seacrest
Boulevard. The improvements to the site include building
add~tions of just over 1000 square feet and improvements to the
parking area around the church.
This site plan has been reviewed by various departments and the
few remaining comments are attached to the staff report. Staff
recommended that the site plan be forwarded to the Planning and
Development Board.
At its meeting of August 10, 1993 the Planning and Development
Board reviewed this site plan and forwarded it to the City
Commission with a recommendation for approval s:.lbject to the
condit~ons in the staff report. The Board also added a condition
that staff review the drainage plan at time of building permit
and, if possible, mitigate flooding to the west if caused by this
property.
This site plan has been scheduled for final review before the
City Commission on August 17, 1993.

e. Relocate freestanding sign to apprOXimately fifty
(50) feet north of the new driveway.
II. Addition to Existing structures -
a. Add one thousand forty-seven (1047) square feet to
the south site of the existing sanctuary.
b. construct an entrance portico west of the sanctuary
that abuts the parking area.
c. Install a covered walkway between the sanctuary and
the fellowship hall.
The proposed site improvements regarding the new driveway and
extension of parking area create an acceptable traffic circulation
pattern for the project. The landscape improvements meet the
standards of the Landscape Code: The one thousand forty-seven
(1047) square foot addition to the narthex aligns with the deslgn
and Go1or of the exis~ing sanctuary. The portico and covered
walkway blend into the existing features of the facility. There are
no improvements proposed for the existing structure indentified ~n
~h~ site plan as fellowship hall, administration and classrooms.
Review of Departmental Comments: Please fJ.nd attached the comments

1. The detailed site engineering drawings will not be exempt from
the parking lot requirements per City cod~. We concur with the

2. The response from Palm Beach County is acceptable at this time.
3. Proposed drainage concept appears adequate.
4. We still require calcuations supporting the adequacy of the
stopping sight distance.

5. The driveway variance was intended to be for ultimate buildout,
not required as a Phase I item, and was to cover the existing
driveway at SE 28th Avenue. This variance request is not
required at this time, but could be considered if so desired by
the applicant.

I have reviewed the above referenced plans and herein submit that
the only comment which will be addressed at time of permit submission
involves the parking facility and pedestrial walkway lighting.
Attached for your review and consideration is a copy of Mr. Simon's
June 28, 1993 letter wherein under item '1 states that a photometric
grid will be provided this office, reference existing levels of
illumination and should they fall below minimum City standards, the
agent for the property owner agrees to have the lighting system
modified to conform with current code, therefore, I have no objection
to this plan moving forward to the reviewing boards conditioned upon
item '1 of Mr. Simon's letter which shall be made part of the Planning
& Development Board's record, via this memorandum.

In response to your comments regarding the site lighting and the
stabilized sod parking areas, I submit the following.
Stabilized Sod Parking:
When the present church facility and parking lot
improvements were constructed in 1983-84, the
stabilized sod parking spaces were indicated on the
drawings as "sod on 2" of topsoil on 6" shellrock base"
and approved by Tom Clark on 3/28/83. It is presumed
that it was constructed with the City's approval. In
the event that the existing stabilized sod parking
areas are found not to meet City standards, the owner
will upgrade those areas to be in compliance.

Site Lighting:
According to the electrical engineer's drawings of the
existing parking lot lighting, the photometric diagram
indicates that the lighting for the existing parking
lot meets or exceeds the code of 1 foot-candle average.
As stated, this was constructed in 1983-84 and approved J
by the City of Boynton Beach. A computerized
photometric grid ~s being prepared and will be
submitted to your office. This will advise that in the
event the photometries of the parking lot and walkway
lighting do not meet with your approval, such lighting
will be redesigned to conform to code.

The amended plans for the above referenced proj ect have been
submitted and reviewed. The following comments are either comments
from the original set of comments that were not satisfactorily
corrected on the amended plans or that were generated as a result
of the review of amended plans. All comments shall be corrected.
However, it is acceptable to show compliance with the outstanding
comments on the plans that are required to.be submitted to the
Building Department for permit review. The applicant must
understand that the following comments are comments generated for
site Plan Review and that additional comments may be forth corning
as a result of the review of the working drawings and documents
submitted to the Building Department for permits. All permit
documents are reviewed for compliance with the requirements
specified in the Boynton Beach code of ordinances.
1. As indicated on Sheet A-2 "classroom note:" "The existing
classroom (the original church building) is used for sunday
school classes, sundays only, for 9 months each year. The
classes consist of 25 students whose ages vary from 5 years to
18 years." Identify on the plan the use of the structure for
the remaining three (3' months of the year. If the only use of
the structure is for sunday school classes that are held in
conjunction with the regular church services of the existing
sanctuary ther~ is not a requirement to provide parking spaces
for the classrooms. Therefore, remove same from the required
parking calculations. If the sunday school use is not a
function of the primary use of the site (church) or the
structure is used for other purposes the remaining three (3)
months of the year the parking spaces for the classroom are
required.
2. On the site plan extend the required curbing along the edge of
the pavement starting at the north edge of the new concrete
sidewalk located southwest of the existing classroom building
to the southeast edge of the dumpster area.

Dear Mr. Cutro:
Attached are twelve sets of amended drawings, two of which are
signed and sealed by the respective designer, together with the
transparency, amended application form, and responses to Staff
comments.
This amended application deals with Phase 1 of the proposed site
improvements. I will request an appointment within the next two
weeks to meet with you and your staff regarding future phases.
Amendments have been made to the site data and to sheet A-2
correcting the building areas which now correspond with the
building sizes indicated on the survey. I have added a new sheet
A-I, Existing Site Plan and Demolition Plan, replacing the former
sheet A-I, entitled Master Plan. This is included to clarify the
building sizes and the extent of the existing pavement and
parking.
In order to expedite the project and the site review process, I
have submitted application for a variance to the parking lot
requirements cited by the Engineering Department. The drawings
have not be amended.

Dear Mr. Simon:
The City of Boynton Beach has completed its first reVlew of the
site plan for the above referenced project. Attached are comments
made by the reviewing departments during their initial review of
your project.
In order to complete the review process! the site plan ana
documents must be amended to comply with these comments within 90
days of the date of this letter. (If amended plans are not
submitted in 90 days, a new applicatlon fee will be required.) When
there are comments made by the reviewers that you feel are not
applicable to the approval of the project or will be addressed
separately and you have not amended the plans to comply with the
comment(s), you must prepare written explanation for each comment
stating why the comment is not applicable and return the
explanation with the amended plans and documents.
After amending the plans and documents, please submit twelve (12)
complete sets of the plans to the Planning and Zoning Department.
When the amended plans and documents have been submitted to the
Planning and Zoning Department, they will be distributed to the
reviewlng departments for a second reVieH and the reviewers will
recommend if the site plan will be placed on a board approval
schedule (see attached). If there are major comments not addressed
by new plans or the reviewers recommend that the plan not be
forwarded to the Planning and Development Board, this office will
notify you on your alternatives regarding the site plan as soon as
possible.

CHECKLIST
The following list and information is provided as a checklist to ensure that
the submittal of amended plans and documents is substantially complet"= fc-
review. Turning in the list and the appropriate plans and documen~:s:i'-
enable the submittal to be efficiently checked prior to being accepted by ~
Planning and Zoning Department.
Project Name: Ascension Lutheran Church
1. Submit an amended Site Plan Review/Conditional Use application form that
reflects the changes that were made as a result of amending the plans and
documents to comply with the Code of Ordinances and the Technical Review
Committee comments. A copy of the original form with a distinguishable
symbol identifying the change(s) may be submitted or a completed new form
with the changes identified. It is the agent of the owners responsibility
to notify the owner(s) of changes. If there are no changes required to be
documented on the application form, a letter from the applicant stating
same must be turned in with the amended submittal.
2. Submit twelve (12) assembled and complete sets of plans and documents that
show compliance with the Code of Ordinances and comments made by the
Technical Review Committee. Two (2) of the sets shall have the appropriate
legible raised seal and signature of the designer responsible for the
drawing(s). Plans and documents shall be assembled in twelve (12)
individual complete packages with the title of the project on all pages
and/or sheets and each page or sheet numerically numbered such as tr-e
following example: 1 of 3, 2 of 3, 3 of 3.
3. Submit color photographs of the buildings on the site that are to re,
in their existing condition and photos of existing buildings that are
located on the sites that abut the perimeter of the subject property. The
minimum size is 8" by 10". Each photograph shall be labeled to identify
the location of the existing structures with respect to the location of
the proposed project.
4. Submit colored elevation view drawings - a colored duplicate copy of all
drawlngs of the elevation views of each side of all buildings and signage
associated with the project. The colored elevation views shall match the
elevations shown in the documents that where submitted for site plan
review. The applicable exterior surfaces as identified above shall be
colored with the color name and associated color reference number
identified. The type of exterior surface material shall be identified next
to the associated color. The colored elevation drawings shall have compass
direction or title of the side of the building identified. The title block
of the original drawing shall be shown. The maximum size is 2411 by 36". Do
no submit on board of any kind.
5. Submit color samples as an example of the proposed colors. Each sample
shall have attached a label that identifies the color by name and
numerical/letter code from an established color chart.
6. submit a B 1/211 x 11" transparency of the landscape site plan drawi~~

Dear Mr. Simon:
The Director of the Planning and Zoning Department has reviewed the
comments and plans associated with the request for approval of
Phase I, II and III and has determined that the plans for the
proj ect that will be submitted on or before the amended plans
submi ttal deadline date shall only show the work requested for
Phase I. To ensure that the project stays on the set out approval
schedule and the Technical Review Committee recommends the project
be forwarded to the Planning and Development Board, the amended
plans for Phase I shall be submitted no later than the amended
submittal deadline date and shall show compliance with the commen~s
associated with Phase I.
The Director recommends that you review ~he comments regarding
Phase I, II and III and then make an appointment for a pre-
application meeting regarding the formal submittal of same. The
following comments are provided as a courtesy cursory review of the
work identified as Phase I, II and III and with your understanding
that a complete review will be made upon formal submittal of
documen~s for the proposed work.
1. To determine the review and approval process for ~ne
modification proposed for phase II and III, submit a letter
describing the educational services proposed and existing for
the facility to the Director of the Planning and Zoning

3. In accordance with the code, tne 9,525 square foot fellowship
hall will require no less than 96 parking spaces. However, if
the total number of seats exceeds 384, the minimum number
required may increase. Identify on the plan the number of
seats required for the fellowship hall. Amend the total number
of spaces required for the fellowship hall and the entire site
to comply with the specifications listed in Appendix A-Zoning,
Section II.H.
4. Specify on the site plan (sheet A-2) the total number of
required and provided handicapped parking spaces. The total
number of spaces provided shall not be less than what is
required by the Department of community Affairs Accessibility
Requirements Manual. (See attached portion of page 20 of the

5. On the site plan drawing identify and list on the plan view
drawing the area of the narthex incorporated with the area of
the eXisting sanctuary.
6. On the master site plan omit the covered Wa.LKway from the
floor area and identify the walkway area separately.
7. On tne site plan drawing identify the depth of the parking
spaces and back-up dimension for all of the existing parking
spaces located at the south end of the site. Minimum back-Up
space is 27 feet. (see attached city Standard drawing,
B-90013)
8. If the parking spaces are 18 feet deep, omit the eastern most
parking space along the south property line to eliminate the
problem with the overlap of the adjacent parking space
identified as seventeen (17) feet deep.
9. Extend the required curbing around the vehicle use area. The
location of the curbing shall comply with locations specified
in the Code. (See attached section of the Code. Section 5-142
(e) curbs and car stops)
10. Incorporat:e onto the site plan and/or paving and drainage
drawing a typical detail drawing of the striping and signage
for the regular and handicapped parking spaces (see attached
city Standard drawing B-90012) .

15. The proposed modifications place a cona1~1on on tne project
that requires all of the landscaping for the entire site,
existing and new, to be brought into compliance with the
current landscape code. Therefore, the existing vehicle use
area landscape screening shall be upgraded to comply with the
code for location, size, spacing, species and native species
requirements.
The following specifications, symbols and/or notes shall be
incorporated into the landscape plan regarding the required
vehicle use area hedge:
a. Location - hedge material shall be shown at all locations
where the on-site vehicle use area is visible from each
property line. The hedge shall create a continuous visual
barrier and terminate three (3) feet each side of all
vehicle and/or pedestrian ingress/egresses.
b. Size - Minimum height shall be eighteen (18) inches.
c. Spacing - Two (2) feet on center.
d. Species - The species of all landscape material shall be
identified.
e. Native speCies - fifty (50) percent of the total number
of reqUired hedges provided at the site shall be a native
species. Note: The Eugenia uniflora surinam cherry is not
native.
f. Total lineal feet of all vehicle use areas visible from
each property line.
g. 'rotal number of hedge plants required at 2 feet on
center.
16. On tne s1te plan and/or landscape plan dimension tne narrowest
width of the landscape strip that is required along the entire
length of the west and south property lines. (Minimum width is

(h) Point of access. When an accessway intersects a public
right-of-way or when the subject property abuts the
intenlection of two (2) or more public rights-of-way, all
landscaping within the triangular areas described below
shall provide unobstructed cross-visibility at a level between
thirty (30) inches and six (6) feet, provided, however, trees or
palms having limbs and foliage trimmed in such a manner
that no limbs or foliage extend into the cross-visibility area
shall be allowed, provided they are located so as not to
create a traffic hazard. Landscaping, except required grass
or groJJ.lld cover, shall not be located closer than three (3)
feet from the edge of any accessway pavement. The
triangular areas above referred to are:
(1) The areas of property on both sides of an accessway
formed by the intersection of each side of the
accessway and the public right-of-way line with two
(2) sides of each triangle being ten (10) feet in length,
(or more when determined to be necessary by the city
engineer) from the point of intersection and the third
side being a line connecting the end of the other two
(2) sides.
(2) The area of property located at a corner formed by the
intersection of two (2) or more public rights-of-way
with two (2) sides of the triangular area being
thirty-five (35) feet in length along the abutting public
right-of-way lines, measured from their point of
intersection, and the third side being a line connecting
the ends of the other two (2) lines.

3. Specify on the site plan (sheet A-2) the total number of required
and provided handicapped parking spaces. The total number of spaces
provided shall not be less than what is required by the Department
of community Affairs Accessibility Requirements Manual. (See
attached portion of page 20 from the Manual)
4. On the site plan drawing identify the depth of the parK1ng spaces
and back-up dimension for all of the existing parking spaces
located at the south end of the site. Minimum back-up space is 27
feet. (see attached eity standard drawing, B-90013)
5. If the parking spaces are to be 18 feet deep, omit the eastern most
parking space along the south property line to eliminate the
problem with the overlap of the adjacent parking space identified
as seventeen (17) feet deep.
6. On the site plan, dimension the width of all accessways between the
landscape islands. Minimum width for two-way traffic is 20 feet.
7. On the site plan, dimension the width of the existing 'driveway at
S.E. 28th Avenue.
8. Incorporate onto the site plan and/or paving and drainage drawing
a typical detail drawing of the striping and signage for the
regular and handicapped parking spaces. (See attached Ci ty standard
drawing B-90012)
9. Extend the required curbing around the vehicle use area. The
location of the curbing small comply with the locations specified
in the code. See attached section of the code, Section 5-142 (e)
curbs and car stops.

10. The proposed 975 square foot addition of the narthex places a
condition on the project that requires all of the landscaping for
the entire site, existing and new, to be brought into compliance
with the current landscape code. Therefore, the existing vehicle
use area landscape screening shall be upgraded to comply with the
code for location, size, spacing, species and native species
requirements.
The following SpeCl!lCa~10ns, symbols andior notes shall be
incorporated into the landscape plan regarding the required vehicle
use area hedge:
a. Location - hedge material shall be shown at all locations
where the on-site vehicle use area is visible from each
property line. The hedge shall create a continuous visual
barrier and terminate three (3) feet each side of all vehicle
andior pedestrian ingressiegresses.
b. size - Minimum height shall be eighteen (18) inches.
c. spacing - Two (2) feet on center.
d. Species - The species of all landscape material shall be
identified.
e. Native species - fifty (50) percent of the total number of
required hedges provloeo at the site shall be a native
species. Note: The Eugenia uniflora surinam cherry is not
native.
f. Total lineal feet of all vehicle use areas visible from each
property line.
g. Total number of hedge plants required at 2 feet on center.
11. On the site plan andior landscape plan olmension the narrowest
width of landscape strip required along the entire length of the
west and south property lines. (Minimum width is 2.5 feet when the
parking spaces are 18 feet deep and 4.5 feet when the parking
spaces are 16 feet deep)
12. On the site plan andior landscape plan dimension the narrowest
width of the landscape strip that is required along the 340 lineal
feet of vehicle use area that is adjacent to Seacrest Boulevard.
(Minimum width is 5 feet when the parking spaces are 18 feet deep
and 7.5 feet when the parking spaces are 16 feet deep).
13. On the landscape plan specify with a distinguishable symbol the
location and specie of the sod.
14. To avoid a conflict between the location of landscaping, site
lighting poles, pedestrian lighting and drainage structures, show
on the landscape plan the location of the drainage structures and
site lighting poles.
15. On the landscape plan amend the landscape data regarding the number
of interior parking spaces from 86 to 33, correct the required
landscaping data and show on the plan with a distinguishable symbol
the location of the required interior landscape area and trees.
16. On the landscape plan amend the irrigation note to specify "All
landscape areas.ii
17. On the landscape plan show the required tree symbol every forty
(40) lineal feet along the 340 lineal feet of vehicle use area that
is adjacent to Seacrest Boulevard. Identify no less than five (5)
of the nine (9) required trees as a native species. The minimum
allowable tree height is eight (8) feet.

18. On the landscape plan spec1ty the height of the eX1s~1ng sabal palm
located at the southeast corner of the education building. This
tree is required for interior parking landscaping. The minimum
acceptable height is eight (8) feet.
19. On the landscape plan plant list show with a distinguishable symbol
the native species material.
20. On the landscape plan show and dimension on both sides of each
driveway the line-of-sight cross visibility triangle and specify
the size of the unobstructed space in the triangular area. (See

On May 13, 1993, your submittal for Site Plan Review of the above
referenced project was reviewed for completeness. It has been
determined that the submittal is substantially complete and accepted
for further processing. In interpreting the letter provided with your
submittal and to best respond to your letter, it has been determined
staff will do two (2) reviews. One (1) review for Phase 1 and one
review for Phases 1, 2, and 3. It shall be understood that the review
of Phase 1 will require a total upgrading of the entire stie. Your
transmittal letter through your submittal of amended plans will
determine which, Phase 1 or Phases 1, 2, and 3. Please use same
language as shown on comments. Also, include with your letter a
statement to delete comments for Phase 1 only or for Phases 1, 2, and
3. Dorothy Moore will be responsible for the review and coordination
of your site plan thru the remainder of the site Plan Review process.
The next step in the review process is for the Technical Review
Committee to review the submittal for compliance with the review
standards identified in Part III, Land Development Regulations,
Chapter 4, Site Plan Review, section 8 and all applicable sections of
the Boynton Beach Code of Ordinances. The results of the review will
be forwarded to you within twenty (20) days of the date identified in
the first paragraph of this letter.

Dear Mr. Haag:
Attached is the application for Site Plan Review of the proposed
site improvement and addition to Ascension Lutheran Church, 2929
South Seacrest Boulevard, Phase 1. The submittal includes the
application form, and twelve copies each of the survey, Site Plan,
Floor Plan and Elevations of proposed addition, Landscape Plan,
drainage and paving improvements plan (preliminary civil plan).
I have also included the proposed Master Site Plan, together with
the required site data for your consideration. As you are aware,
the proposed Narthex addition and site improvements will be Phase 1
of a projected long-range development scheme. If it is feasible,
we would appreciate approval, at the same time, of the Master Plan,
as presented, to be used for development of future phases.
Because the Phase 1 addition is insignificant in the scheme of
existing buildings, and will contain identical colors and materials
of the existing sanctuary, a waiver of the "colored elevation
drawing" requirement is requested.
I appreciate the assistance you have afforded me during the past
few weeks of preliminary review. If additional information is
