The improvements to the site include building additions of just over 1000 square feet and improvements to the parking area around the church. This site plan has been reviewed by various departments and the few remaining comments are attached to the staff report. Staff recommended that the site plan be forwarded to the Planning and Development Board. At its meeting of August 10, 1993 the Planning and Development Board reviewed this site plan and forwarded it to the City Commission with a recommendation for approval subject to the condit~ons in the staff report. The Board also added a condition that staff review the drainage plan at time of building permit and, if possible, mitigate flooding to the west if caused by this property. This site plan has been scheduled for final review before the City Commission on August 17, 1993. Simon, agent tor Ascension Lutheran Church, is requesting site plan approval to modify the existing church site located at 2929 South Seacrest Boulevard. The proposed modifications to the site are all within the existing 4.13 acre site. The following is a description of the scope of the request: 1. Site a. c. Improvements - Relocate north ingress/egress driveway two hundred forty-five (245) feet south and construct new turn lane for the new driveway. Extend paved access aisles and parKlng spaces at the northwest portion of the site. Install new sidewalk allowing pedestrian access to the site from Seacrest Boulevard. Upgrade existing landscaping to comply with current code. Relocate freestanding sign to approximately fifty (50) feet north of the new driveway. b. d. e. II. Addition to Existing Structures - a. The proposed Sll:e improvements regaralng the new driveway and extension of parking area create an acceptable traffic circulation pattern for the proj ect. The landscape improvements meet the standards of the Landscape Code. The one thousand forty-seven (1047) square foot addition to the narthex aligns with the design and color of the existing sanctuary. The portico and covered walkway blend into the existing features of the facility. There are no improvements proposed for the existing structure indentified on the site plan as fellowship hall, administration and classrooms. Review of Departmental Comments: Please find attached the comments from all of the reviewing departments. The detailed site engineering drawings will not be exempt from the parking lot requirements per City cod~. We concur with the Phase I parking count increase % as outlined by Mr. Simon. 2. The response from Palm Beach County is acceptable at this time. 3. Proposed drainage concept appears adequate. 4. We still require calcuations supporting the adequacy of the stopping sight distance. 5. The driveway variance was intended to be for ultimate buildout, not required as a Phase I item, and was tb cover the existing driveway at SE 28th Avenue. Attached for your review and consideration is a copy of Mr. Simon's June 28, 1993 letter wherein under item #1 states that a photometric grid will be provided this office, reference existing levels of illumination and should they fall below minimum City standards, the agent for the property owner agrees to have the lighting system modified to conform with current code, therefore, I have no objection to this plan moving forward to the reviewing boards conditioned upon item #1 of Mr. Simon's letter which shall be made part of the Planning & Development Board's record, via this memorandum. iam C. As stated, this was constructed in 1983.-84 and approved by the City of Boynton Beach. A computerized photometric grid ~s being prepared and will be submitted to your office. This will advise that in the event the photometrics of the parking lot and walkway lighting do not meet with your approval, such lighting will be redesigned to conform to code. Stabilized Sod Parking: When the present churcn facility and parking lot improvements were constructed in 1983-84, the stabilized sod parking spaces were indicated on the drawings as "sod on 2" of topsoil on 6" shellrock base" and approved by Tom Clark on 3/28/83. It is presumed that it was constructed with the City's approval. In the event that the existing stabilized sod parking areas are found not to meet City standards, the owner will upgrade those areas to be in compliance. SITE IMPROVEMENTS & ADDITION TO ASCENSION LUTHERAN CHURCH - PHASE 1 RESPONSE TO STAFF INITIAL REVIEW COMMENTS, MAY 27, 1993 PLANNING & ZONING DEPARTMENT: 1. The existing "classroom" facility (the original church building), containing 2841.6 square feet, is used for Sunday School classes, in session from September until mid-June each year, Sundays only. The present enrollment is 25 students ranging in age from 5-18 years. The average parking requirement for schools (Appendix A, Zoning Section 11.H, 16-C) is one space per 300 s.f. which equates to 9.5 parking spaces. Ten (10) are provided. See Site Data on Drawing A-2 for additional parking ratio (required/provided). 2. The proposed "Narthex" addition will increase the size of the church by 1047.3 s.f. from 9,922 s.f. to 10,969.3 s.f. The present Narthex is 432 s.f. and not adequate in size to serve as the church lobby; therefore, it is proposed to increase the area to better serve as the church lobby. 3. The number of required and provided spaces for the handicapped was shown on the Drawing No. A-2 under "Parking Notes" . The existing parking lot was constructed to provide concrete curbing at all paved stalls. Each existing stall is 18' x 20' from the curb which exceeds the requirement. The restriping only reduces the stall widths to 9 ft. minimum. The allocated spaces will allow 16 ft. stall depths. The Site Plan has been amended to provide the information requested. The landscape drawings have been amended to reflect the information requested. with regard to native plants, please note that the ratio of native plants i~43%. It is requested that this be accepted to avoid removing the hedge material along the west property line which is in good condition, healthy, and established. . Additionally, there exists continuous wood fencing the entire length of the west property line on the west side of the hedge. UTILITIES DEPARTMENT 1. The drawings have been amended to reflect the corrections noted by the Director of Utilities. BUILDING DEPARTMENT 1,2 Items 1, 2, & 3 are noted and will be dealt with in & 3. connection with the submittal for Phases 2 & 3. 4. Drawing A-2 has been amended to provide handicap accessibility from the property line to the walkways. 5. Details for signage will be presented with permit application. Phase 1 proposes the relocation of the existing permitted sign. TRAFFIC 1,2. Signage and traffic control markings are to be incorporated into final engineering plans to be submitted at the time of Building Permitting. ENGINEERING DEPARTMENT 1. As indicated on the original submittal, Drawing No. A-2, the existing parking lot, approved and constructed in 1983-84, contains 187 parking spaces (94 paved & 93 stabilized sod). The proposed improvements converts 94 existing paved spaces to 96, paves 36 of the existing stabilized sod spaces, and retains 57 of the existing stabilized sod spaces, and provides 26 new paved spaces. The net increase in parking spaces is 18, (from 187 to 205), or 9.6%. 2. The proposed improvements have been reviewed by Palm Beach County. Details will be addressed as part of final design and the required permits will be secured. Copy of letter from Palm Beach County Engineering Department is attached. 3. The proposed drainage plan was included with the original submittal, entitled "Preliminary Civil Plans", Drawing C-l. 4. Access Drive: a) A Variance Application has been submitted. b) The proposed new driveway eliminates the potential problems associated with sight distance concerns at the existing northernmost driveway which is to be removed with Phase 1 improvements. The new driveway's location exceeds the required stopping sight distance from the crest of the hill to the North. c) By City Code definition, the proposed new driveway is not a Major Driveway and therefore the 100' requirement is no~ applicable, however, a Variance Application has been submitted. . ..., d) The proposed driveway will accommodate 150 right turn movements based upon County criteria. Anticipated Peak Hour directional turn movements, for Phase 1, are anticipated to be in the order of 25 turns in either direction. 5. Parking area design details will be in accordance with City requirements which will be reflected on the permit drawings. 6. Sidewalk details will be in accordance with City standards and will be detailed on final permit drawings. 7. The Phase 1 project will not add any net vehicle trips to the County roadway network and therefore conforms to Palm Beach County Traffic Performance Standards. Future phases will be addressed independently to determine their relative impact. The driveway, which is conceptually shown on a survey by O'Brien, Suiter, and O'Brien (dated April 20, 1993), will take the place of the existing northern driveway, which is to be removed. As a suggestion, rather than removing the right turn lane to serve the existing driveway, you might want to consider simply extending it to the new driveway. This would provide increased storage for turning vehicles and eliminate the need for much of the demolition. It is understood that you will be submitting detailed construction plans to the County for permitting.
