RE: BANK BOYNTON - ILLUMINATED WALL SIGN
This letter is to inform you that your project has received final sign-off
on october 2, 1991 of the plans submitted for review by the Technical
Review Board. The Site Plan Review process enables you to submit working
drawings and construction plans for the site work and building construction
to the Building Department for plan review and permitting. To initiate this
process present to the plans analyst in the Building Department the
following:
a) appropriate and completed permit application form
b) copy of this letter
c) appropriate plans and associated documents
d) a plan filing *permit fee
The plan filing fee is 30% of the estimated permit fee and is made payable
to the city of Boynton Beach and due at time of filing an application for
each permit. The total permit fee is determined by the Building Department,
and is due when the permit is issued.
*Section 5-4 Permit Fees, city of Boynton Beach Code of Ordinances
For information regarding permits related to the site work contact the Site
Development Division (407 738-7484) and (407 738-7480) for permits related
to the construction of the building.

Please be advised that the Downtown Review Board met on Tuesday,
September 10, 1991 and took the following action:
1. Recommended denial of the Bank Boynton request for sign
approval to erect a flat (wall) sign at 639 Ocean Avenue,
the First Financial Plaza building. Motion was made by Mrs.
Greenhouse and seconded by Mrs. Huckle. The vote was 5-2
with Mr. Collins and Mr. Cwynar dissenting. (PM91-230)
2. Recommended denial of the precision Tune request for sign
approval to erect a flat (wall) sign at 517 N.E. 5th Avenue
and change the sign face of an existing freestanding sign.
Motion was made by Mrs. Greenhouse and seconded by Mrs.
Huckle. The vote was 5-2 with Mr. Collins and Mr. Cwynar

Please place the above-referenced request on the City Commission
agenda (sitting as the community Redevelopment Agency) for
Thursday, September 19, 1991, under Development Plans -
Nonconsent Agenda (not unanimously approved by Downtown Review
Board. )
DESCRIPTION: Request for sign approval of a flat (wall) sign at
639 Ocean Avenue, First Financial Plaza.
RECOMMENDATION: The Downtown Review Board recommended denial of
this request. The comments from staff (Planning and Building
Departments) are attached. The comments within the Planning
Department memorandum (91-213) were made on behalf of the
Community Improvement Department and address conformance of the
signs requested with the Central Business District Design
Guidelines.
It could not readily be determined whether the Central Business
District Design Guidelines have been strictly enforced or have
been regarded as recommendations to provide staff, the boards and
City Commission with direction in reviewing projects in the
Central Business District (CBD) to achieve a degree of
unification of aesthetic character and improve upon the entrance
points to the CBD. For this reason, the Planning Department
conducted a general field survey of the CBD. During this survey,
it was noted that the existing signs in the CBD generally do not
conform to the white, tan, brown, green and blue accent colors
and the modular fabricated reverse channel letters for sign copy
as stated in the CBD Design Guidelines. This is due in part to
the fact that the guidelines have only been in existence since
late 1984.
The Planning Department recommended to the Downtown Review Board
that the guidelines for letter height (comment #1) be imposed.
However, with respect to colors (comment #2) and copy letters
(comment #3), the Planning Department recommended approval of the
color scheme and copy letters as submitted by the applicant.

DESCRIPTION: Request submitted by Richard Oldham, representative
for Gene Moore, for approval to erect an illuminated wall sign.
The project is located on the northeast corner of N.E. 6th Court
and Ocean Avenue, (639 Ocean Avenue) .
RECOMMENDATION: The Board recommended approval,..-(6-1), of the
project subject to staff comments except for those comments that
refer to colors and type of sign letters and with the stipulation
that the size of the letters be reduced from eighteen (18) inches
to fourteen (14) inches in height.
The descenting voter wished that signs proposed for the Central
Business District follow the central Business District Design
Guidelines.
Motion was made by Dean Fleming and seconded by Jean Sheridan.

Please be advised of the following Planning Department comments
with respect to the above-referenced request for site plan
approval:
1. The eighteen (18) inch letters shown on the drawing submitted
exceed the maximum fourteen (14) inch letters allowed under
the CBD Design Guidelines, "Signage Guidelines" (Page 34).
2. The color red is not one of the colors recommended in the
CED Design Guidelines, "Building Guidelines" (Page
29). However, upon a field inspection of the site, it
appears that the proposed coloring of the sign (red, white,
and blue) is fairly compatible with the bUilding and
surrounding area.
3. Modular fabricated reverse channel letters are preferred
over open channel letters. (CBD Design Guidelines, "Signage
Guidelines, page 34)
