This memorandum shall serve as formal notification to the applicant that the parking lot lighting plan is deficient in that it does not comply with minimum City codes requiring a resubmission of plans which comply with the requirements set forth in Chapter 5, Article X, "Boynton Beach Parking Lot Regulations", Section 5-l42(a) (b), "Required Lighting". Additionally, the traffic circulation factors considered during the review indicate that this plan was submitted without benefit of stop signs and internal directional arrows. EXISTING CONDITIONS The existing bank facility encompasses a total of 3,715 square feet of building area. Four covered drive-thru teller stations are provided at the easterly side of the parcel. PROPOSED CONDITIONS The expansion of the Barnett Bank facility will entail only the main building. Four drive-thru teller stations will be maintained. This expansion will focus on two areas of the existing bank: · A total of 1 03 square feet will be added to the south side of the building to increase the existing kitchen area, and · a total of 661 square feet will be added to the west side of the building to increase the operational area of the bank. Therefore, 764 square feet is attributable to the expansion of the Barnett Bank facility, yielding a total of 4,479 square feet of building area. EXISTING APPROVALS According to City staff, approvals were granted for the development of 11,319 square feet of building area on this site, In addition, these approvals were granted prior to adoption of formal concurrency management standards of both Palm Beach County and the City of Boynton Beach. 5310 N.W. 33rd Avenue, Suite 2 19 . (305) 484-3633 City of Boynton Beach April 5, 1993 Page 2 CONCLUSIONS It can be concluded that the expansion to the existing Barnett Bank facility will have no significant traffic impact to the surrounding roadway network as evidenced by the following: · Approvals were granted by the City of Boynton Beach for the development of 11,319 square feet of building area. · The expansion of 764 square feet will increase the total building area to 4,479 square feet, well below the 11 ,319-square-foot threshold as approved by the City. · The expansion is exempt from typical concurrency management criteria as building approvals were granted prior to the adoption of formal concurrency management criteria. Turning in the list and the appropriate plans and documents will enable the submittal to be efficiently checked prior to being accepted by the planning and Zoning Department. Submit color photographs of the buildings on the site that are to remain in their existing condition and photos of existing buildings that are located on the sites that abut the perimeter of the subject property. The minimum size is 811 by 1011. Each photograph shall be labeled to identify the location of the existing structures with respect to the location of the proposed project. 4. Submit colored elevation view drawings - a colored duplicate copy of all ~\'- drawings of the elevation views of each side of all buildings and o~\i ,~ signage associated with the project.
