of comments that were not satisfactorily corrected on the amended plans or

shall be corrected. However, since correcting the deficiencies will not
result 1n a substantial change in the layout of the site, it is acceptable
to show compliance with the outstanding comments on the plans that are
required to be subm1tted to the Building Department for permit review. The
appl1cant must understand that the tollowing comments are comments
generated tor Slte Plan Review and that additional comments may be forth

3. A tield visit to the Boynton Plaza Shopping Center indicates that
there are existing parking spaces located directly north of the access
alsle north of the new parking spaces. These spaces are not shown on
the overall slte plan sheet SP-2. To verify that the back-up space for
the eXist1ng parking is not violated with the new construction and the
width of the access aisle is of proper width, show the existing spaces
on Sheet SP-2 and specity the code required back-up dimension and the
appropr1ate unobstructed width of the access aisle.
4. Note number 3 on Sheet L-l regarding "50% of all plant material shall
be native," must be removed, or the entire landscape plan shall be
amended to show and identify 50~ native landscape material.
5. It shall be understood that the landscaping located within the area
designated as "ThlS area not to be disturbed" shall be upgraded to
meet the code it the existing landscaping is deficient of code
requ1red landscape.
6. This development order 1S subJect to the Palm Beach County Traffic
Performance Standards Ordinance 90-40, since it 1S an existing non-
residential project adding new square footage that may impact County
roads. submit, in letter form, 1nformation for evaluation that
1dentifies the number of gross trips per day that are generated by the
use tor ~he new seven hundred sixty-tour (764) square foot addition.
After review and acceptance by staff, the traffic data and information
will be forwarded to the county as part of the city responsibility to
record additional square footage to the county.

Barnett Bank is requesting site plan approval to add seven hundred
sixty tour (764) square feet to the existing three thousand seven
hundred fitteen (3715) square foot drive-through bank buildlng. They
are also purchaslng the .3278 acre vacant property located directly
west ot the existing building. The lmprovements proposed for the new
property lnclude nine (9) parking spaces, dumpster pad, drainage
retention areas and associated landscaping. The expansion of the
building takes place ln two (2) locations as shown and identified on
the site plan. The expansions are minor in nature with the new
exterior flnish material and color matching the same material that
presently exists on the building. The total number of parking spaces
provlded at the bank site is twenty (20) WhlCh is two (2) more than
requlred tor the use. The landscape material for the entire site will
be upgraded to comply with the landscape code.
Review of Departmental Comments:
Please tind attached the comments from all of the reviewing
departments. The TeChnical Review Committee recommends that the
proJect proceed torward through the approval process subject to the
following comments: Engineering Department Memorandum #93-089;
Memoranaum from Richard Staudinger, City Engineer, dated April 5,
1993; Building Department Memoranda #93-068 and #93-066;
Utilities Department Memoranda #93-138 and #93-121; Police Department

Recommendation:
The Planning and Zoning Department recommends that the Planning and
Development Board tind the Site Plan Review acceptable and forward
same to the City Commission with a recommendation to approve, subject
to the applicant submitting working drawings to the Building
Department that depict the project in compliance with the applicable
Clty ot Boynton Beach, Code of Ordlnances and the attached staff

I have reviewed the above referenced plans and file no objections
to these plans moving forward to the Planning and Development Board/
Community Development Advisory Board for their review.'and consideration.
This memorandum shall serve as formal notification to the applicant
that the parking lot lighting plan is deficient in that it does not
comply with minimum City codes requiring a resubmission of plans
which comply with the requirements set forth in Chapter 5, Article X,
"Boynton Beach Parking Lot Regulations", Section 5-142(a) (b), "Required
Lighting". Additionally, the traffic circulation factors considered
during the review indicate that this plan was 'submitted without benefit
of stop signs and internal directional arrows.
The aformentioned deficiencies can be addressed during the permit
application stage and until such time as compliance is obtained by
the owners, a permit will not be issued for the construction of this
facility.

I have reviewed the above referenced plans and file no objections
to these plans moving forward to the Planning and Development Board/
Community Development Advisory Board for their review.'and consideration.
This memorandum shall serve as formal notification to the applicant
that the parking lot lighting plan is deficient in that it does not
comply with minimum City codes requiring a resubmission of plans
which comply with the requirements set forth in Chapter 5, Article X,
"Boynton Beach Parking Lot Regulations", Section 5-l42(a) (b), "Required
Lighting". Additionally, the traffic circulation factors considered
during the review indicate that this plan was submitted without benefit
of stop signs and internal directional arrows.
The aformentioned deficiencies can be addressed during the permit
application stage and until such time as compliance is obtained by
the owners, a permit will not be issued for the construction of this
facility.

Marvin Scharf has applied for a major revision to the Barnett Bank
located in the Boynton Plaza at the southwest corner of Congress
Avenue and Boynton B~ach Boulevard.
The requested expansion is to enable the structure to be brought
into compliance with the Americans with Disabilities Act.
The modification includes a 764 square foot expansion to the
building of the structure and the addition of parking on a
previously unimproved parcel on the site.
The Planning and Development Board, at its meeting of April 13,
1993 reviewed this modification and forwarded it to the City
Commission with a recommendation for approval.
This request has been scheduled for final review and determination
before the City Commission on April 20th, 1993.

The following comments are in response to the submittal of the site
plan for the above referenced project. The comments for the project
will be discussed at the March 30, 1993, Technical Review committee
meeting. The site plan was reviewed for consistency with the review
standards specified in section 8 of Chapter 4, Site plan Review,
Part III, Land Development Regulations of the Code of Ordinances.
The applicant shall amend the drawings and documents to show
compliance with the following comments:
1. Amend Sheet S-1 and Sp-1 to show no less than 27 feet back-up
space for all existing and new parking spaces. (See attached
City standard drawing B-90013)
2. Include on the S-1 drawing a typical detail drawing that
depicts the code required regular and handicapped parking
space striping. (See attached city standard drawing B-90012)
3, Submi t for review a site plan of the south portion of the
entire shopping center including the proposed Barnett Bank
expansion, The plan will be used to review how the existing
and new traffic circulation and horizontal control dimensions
affect the entire project/site. Add the following dimensions
to the new site plan: Back-up and aisle width dimensions where
the existing site borders the proposed Barnett Bank Expansion,
(Find attached the code required dimensions, Drawing B-90013)
4, Add to the site plan, paving and drainage and landscape plan
a symbol that represents the proposed location of the required
site lighting and pedestrian lighting fixtures for the entire
project.
5. To avoid a conflict with the location of the landscaping,
drainage structures and lighting fixtures, indicate on the
landscape plan the location of the drainage structures
including the flumes.
6. Add to the landscape plan the continuous visual barrier that
is required around the entire site to screen the on-site
vehicle use area from the abutting property to the north,
south, east and west. (See attached section 7.5-35 (dj and (ej
of the landscape code,) The minimum height of the hedge is 18
inches after planting and spaced a maximum of two foot on
center. Show and identify same on the plans. A request to
appeal the landscape requirements may be submitted, See
attached appeal procedures.
7. Add to the landscape plan the trees required along the east
property line, (See section 7.5-35 (d) of the Landscape Code)
Note: Minimum height of trees after planting shall be eight
(8) feet. On the landscape plan where the tree symbol is shown
for the trees proposed along Congress Avenue, show with a
typical dimension that the trees shall not be spaced more than
40 feet on center.

8. On the plant list indicate with a distinguishable symbol the
native specie tree and hedge material. Note: fifty (50)
percent of the total number of required trees shall be native
and fifty (50) percent of the total number of required
shrubs/hedges shall be native. Show the calculations used to
determine the total number of trees and hedges that are
required and indicate the total number of same that are
required to be native.
9. The visual screening hedge around the dumpster pad is required
landscaping, Amend the landscape plan to show and identify
that fifty (50) percent of the hedges are native, The code
specifies the hedge shall be no less than two (2) foot on
center and be installed two (2) foot high around three sides
of dumpster pad.
10, This development order is subject to the Palm Beach County
Traffic Performance Standards Ordinance 90-40, since it is an
existing non-residential project adding new square footage
that may impact County roads. submit, in letter form,
information for evaluation that identifies the number of gross
trips per day that are generated by the use for the new seven
hundred sixty-four (764) square foot addition. After review
and acceptance by staff, the traffic data and information will
be forwarded to the county as part of the city responsibility
to record additional square footage to the county.

The preparation of this Comprehensive Plan is
aided through financial assistance received from
the State of Florida under~the Local Government
Comprehensive Planning Assrstance Program author-
ized by Chapter 86-167, Laws of Florida and admin-
istered by the Florida Department of Community
Affairs.

modify the land development regulation~ to'
require native vegetation species to satisfy
at least 50~ of all site landscapinq
requirements as a condition of development
or permit approval.
(d) Required landscaping adjacent to public rights-of-
way. On the side of a building or open lot use providing an
off-street parking area or other vehicular use area, where
such area will not be entirely screened visually by an
intervening building or structure from any abutting
right-of-way, excluding dedicated alleys to the rear of
building, there shall be provided landscaping between such
area and such right-of-way as follows:
(1) A strip of land at least five (5) feet in width located
between the abutting right-of-way and the off-street
parking area or other vehicular use area which is
exposed to an abutting right-of-way shall be land-
scaped, such landscaping is to include a minimum of
one tree for each forty (40) lineal feet or fraction
thereof, Such trees shall be located between the
abutting right-of-way and off-street parking area or
other vehicular use area and shall be planted in a
planting area of at least twenty-five (25) square feet
with a dimension of at least five (5) feet. In addition, a
hedge, wall, or other durable landscape barrier of at
least three (3) feet in height shall be placed along only
the interior perimeter of such landscaped strip. IT such
durable barrier is of nonliving material, for each ten
(10) feet thereof, one shrub or vine shall be planted
abutting such barrier along the street side of such
barrier. The remainder of the required landscaped
areas shall be landscaped with grass ground cover or
other landscape treatment.

(e) Perimeter landscaping relating to abutting properties.
On the site of a building or structure or open lot use
providing an off-street parking area or other vehicular use
area, such area shall be provided with a landscaped barrier,
preferably. a hedge not less than four (4) feet nor greater
than six (6) feet in height to form a continuous screen
between the off-street parking area or other vehicular use
area and such abutting property, Such landscape barrier
shall be located between the common lot line and the
off-street parking area or other vehicular use area in a
planting strip of not less than two and one-half (2 V2) feet in
width, The provisions of this subsection shall not be
applicable in the following situations:
(1) When a property line abuts a dedicated alley.
(2) Where a proposed parking area or other vehicular
use area abuts an existing hedge, said existing
hedge may be used to satisfy the landscape
requirements of this subsection provided that said
existing hedge meets all applicable standards of
this article.

1. The dumpster pad shows a drain. This drain may not be connected to the storm
sewer system or dumped directly into the retention pond area. It must be
connected to the sanitary sewer or some other system.
2. The design storm for required retention must be based on a 3-year, 24 hour storm,
not the 5-year, one hour storm shown. The 3-year, 24 hour storm is approximately
6.5" of precipitation.
3. Sheet S-1 indicates dashed lines within both retention areas which may be future
parking. Applicant to explain the significance of these lines.
4. Also minimum storm sewer size is 15". Several 8" DIP are shown which are not
acceptable.

I have reviewed the above referenced project and herein provide
the following courtesy notification to the applicant:
1) A parking facility lighting plan and associated photometric
plan was not submitted by the applicant.
This submission, although not a requirement of the conceptual review
process, is in fact a requirement of the City's parking lot regula-
tions and shall be submitted during the permit review process. I
recommend that the applicant submit plans for this review as soon as
possible so that when the applicant intends to construc~ they will
not be delayed by having to design and/or reconfigure the entire site
in order to provide adequate site lighting.

Find attached for your review the plans and exhibits for the above
referenced project. Site Plan Review approval for this project
will be granted by the City Commission/Community Redevelopment
Agency. To ensure that the project stays on line with the review
time frame, I request that the plans and exhibits be reviewed and
formal written comments transmitted to the Director of the Planning
and Zoning Department no later than 5:00 P.M. on March 22, 1993.
Do not return plans and exhibits. Retain same for the review of the
amended plans (2nd review).
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently obtain
Technical Review Committee approval:
1. Use the review standards specified in Part III, Land
Development Regulations, Chapter 4, Site Plan Review, Section
8 to review and formulate comments. (See Planning
& Zoning Department memo #92-020)
2. The documents submitted for the project were determined to be
substantially complete based on the submittal requirements
identified in Section 7 of the Site Plan Review Ordinance.
However, if the data provided to meet the submittal
requirements is insufficient to properly evaluate and process
the project based on the review standards, additional data
should be requested by the reviewer through the Planning and
Zoning Department.

3. Each comment shall reference the code section and include the
language of the submittal requirements and review standards
that require the data to be submitted for review.
4. Technical Review Committee member ( s ) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required- improvements may
conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific code
section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review
specified.
6. If a TRC member finds the plans acceptable, he/she shall forward
a memo, within the time frame stated above, to the Planning and
Zoning Director stating that the plans are approved and they do
not have any comments on the plans submitted for review.
All comments shall be typed, addressed and transmitted to the Director
of the Planning and Zoning Department for distribution to the
applicant. Please include the name and phone number of the reviewer
on this memo. Michael Haag will be the Planning and Zoning Department
staff member coordinating the review of the project.
The Planning and Zoning Department will send to the applicant a cover
letter which includes the comment(s) and directions to amend the plans
to comply with the comments and the procedures for resubmission. When
the Planning and Zoning Department receives the amended plans, they
will distribute the plans with a cover memo to all TRC Members for
review and approval.
