After reviewing the proposed plans for the new parking lot at Bethesda
Hospital, the following comments are offered for consideration:
1. Security-Any effective patrol of the lot will require on site
patrol of the lot instead of driveby. This will mean
a reduced amount' of police patrol of the lot. I would
suggest that some type of camera system be used to main-
tain surveillance in the lot. Because of the buffers, etc.
there exists a potential problem in regards to security.
2. Trees and shrubbery-A close look should be taken at the number and
size of items planted inside the parking lot. This could
pose a particular problem if a video system is put into use.
3. Lighting-This point was discussed in regards to reducing the amount of
lighting in the lot. While some reduction could be made,
security will have to be considered before steps are made.
4. Traffic- Special attention should be given to the exit onto SW 23rd
Ave. which may become popular for,e~ployees as a means of
avoiding the lights on Seacrest Blvd.

INTRODUCTION
Greg L. Hall, P.E., agent for Bethesda Memorial Hospital, is
requesting approval to modify the previously approved master plan
for the Bethesda Memorial Hospital PUD, as described in the
attached report (Planning and Zoning Department Memorandum No.
94-349). The Bethesda Memorial Hospital PUD is located directly
south of Golf Road and west of S.W. 2nd Street.
RECOMMENDATION
At the December 6, 1994, City Commission meeting, the City
Commission, with a 4 - 0 vote, made a finding of no substantial
change regarding the modifications requested. The City
Commission recommends that the planning and Development Board
approve this request, subject to all staff comments (utility
Department Memorandum No. 94-378, Forester/Environmentalist
Memorandum No. 94-407 and Planning and Zoning Department
memorandum dated December 1, 1994).

3ACKGRCUND
The Bethesda Memorial Hospital master plan was established as part
of a 1983 settlement agreement between the hospital and the C:.ty
(see Exhibit liD" - stipl.;,lation agreement). On March 6, 1984, the
city Commission approved the rezoning of the subJect property from
R-1AA to Planned Unit Developmen~ (PUD}. The master plan approved
wlth the rezoning and the conditions of approval were consistent
WIth the settlement agreement.
c~ June 12, 1990, the Planning and Zoning Board approved a
D0dl:ication to the original PUD master plan to omit two former
residential homes and a 25,000 square foot proposed offi=e building
to add the day care cer-ter which is presently operating within the
PUD, near the southeast 801'ne1' of the property.
The ~equested modifIcation to construct a thermal water s~0~age
t3~k In the southwest corner of the PUD is being proce3sed 11'.
con~ection with a Florida Power and Light (FPL) energy conservation
program. The energy management technology is based on t:SH:g
conventional ai~ condltioning equipment to chill water at the least
expenSlve off-peak energy use period and store the water l!1 a
thermal ener~y 3torage tank. The chilled water is then circu13ted
~hrough the bUl1din~'s air conditionlng system to coo~ the
buildlng. Shifting the compressor cr chiller operatio~ from the

The proposed storage tank will be a stand alone, 65 foot diameter,
25 foot tall cylindrical structure, that has no operating
mechanical appurtenances attached to it. The water chilling and
storage tank process functions as follows:
The city supplied water is chilled by the water chiller system
that is located at the hospitals utility plant. The utility
plant is located approximately 140 feet southeast of t.he
proposed tank. The chilled water is pumped from the chiller
system to the proposed tank and stored until the air
conditioning syst.em demands chilled water to operate the
system. The chilled water is then retrieved from the storage
tank by a pump located at the utility plant and circulated
through the hospital air conditioning system to cool the
hospital.
Appendix B, Planned Unit Development, of the City Code of
Ordinances states that changes in planned unit developments shall
be processed as follows:
Section 12. Changes in plans.
"Changes in plans approved as a part of the zoning to PUD may
be permitted by the Planning and Zoning Board upon application
filed by the developer or his successors in interest, prior to
the expiration of the PUD classification, but only (after) a
finding that any such change or changes are in accord with all
regulations in effect when the change or changes are requested
and the intent and purpose of the comprehensive plan in effect
at the time of the proposed change. Substantial changes shall
be proposed as for a new application of PUD zoning. The
determination of what constitutes a substantial change shall
be within the sole discretion of the city commission.
Nonsubstantial changes as determined by the city commission in
plans shall not extend the expiration of the eighteen month
approval for the PUD classification."
ANALYSIS
staff has reviewed this request for consistency with the PUD
development standards and the intent and purpose of planned unit
developments as stated in the following sections of Appendix B,
Planned Unit Development, of the Code of Ordinances:
Section 1. Intent and Purpose.
"A Planned Uni t Development District (PUD) is established. It
is intended that this district be utilized to promote
efficient and economical land use, improved amenities,
appropriate and harmonious variety in physical development,
creati ve des ign, improved living environment, order] y and
economical development in the city, and the protection of
adj acent and eXisting and future city development. The
district is suitable for development, redevelopment, and
conservation of land, water and other resources of the city.
Regulations for planned unit developments are intended to
accomplish the purposes of zoning, subdivision regulations,
and other applicable city regUlations to the same degree that
they intended to control development on a lot-by-lot basis.
In view of the substantial public advantages of planned unit
developments, it is the intent of PUD regulations to promote
and encourage development in this form where tracts suitable
in size, location, and character for the uses and structures
proposed are to be planned and developed as unified and
coordinated units."

section 9. B. Internal Lots and Frontage. "Wi thin the
boundaries of the PUD, no minimum lot size or minimum yards
shall be required, provided, however, that PUD frontage on
dedicated public roads shall observe front yard requirements
in accordance wi th the zoning district the PUD use most
closely resembles and that peripheral yards abutting other
zoning districts shall be the same as required in the abutting
zone."
With respect to the changes requested, the addition of a thermal
water storage tank to the list of permitted uses within the PUD,
would not adversely affect the surrounding residential neighborhood
provided such things as, noise and safety hazards, that might be
expected with such a use can be mitigated, and the massiveness of
the structure can be subdued. Since the structure will be unmanned
and have no operating mechanical appurtenances, minimal noise is
anticipated. The tank will be double-walled to significantly
minimize flooding of surrounding residential properties in the
unlikely event of the tank rupturing. In addition, the existing
berm within the western landscaped buffer will further aid in
containing water on-site if a rupture occurs. The scale of the
structure is to be subdued via supplemental landscaping to soften
its appearance (see Exhibit "E" - Parks and Recreation Department
Memorandum No. 94-407), maximizing the distance between the tank
and the adjacent residential properties and minimizing the tank
height to the greatest extent practical; further discussed below.
Relative to the establishment of a 40 foot west side setback
adjacent to the rear property of the existing homes located in the
R-1AA, Single-Family Residential, zoning district with one
exception, there are no minimum PUD yard requirements applicable to
this request. Peripheral yards that abut ather zoning districts
shall be the same as required in the abutting zone. since the rear
setback required for R-1AA zoned property is 25 feet, a minimum of
25 feet applies. However, the stipulation agreement established a
forty (40) foot wide landscape buffer along the east and west
perimeters of the PUD. The applicant, in his most recent
submittal, increased the tank storage setback to 40 feet in
response to earlier staff comments intended to discourage
encroachment of the tank into the existing landscaped buffer.
staff finds the requested 17.2 foot rear setback (south) where the
PUD abuts the hospital property to be acceptable. The property
that the main hospital is located on is zoned Public Usage (PU).
The requested 17.2 foot rear setback is not consistent with the 25
foot rear setback required of the abutting hospital property.
However, both hospital properties are developed as one proj ect
with, at one point along the south property line, a portion of the
main hospital building extending across the property line into the
PUD. For this reason, the 17.2 foot rear setback was determined to
be acceptable.
Regarding the height request of 25 feet, the stipulation agreement
further established a height limitation of 25 feet over the average
grade for the building proposed at the time of rezoning. The
applicant, in his most recent submittal, has lowered the height of
the tank to 25 feet in response to earlier staff comments intended
to discourage impacts greater than originally anticipated. The PUD
ordinance would allow a maximum height of 45 feet, if approved by
the City Commission and Planning and Development Board.

RECOMMENDATION
On Tuesday, November 22, 1994, the Technical Review Committee (TRC)
met to review the requested master plan modification. The TRC
recommends that the City Commission make a finding of no
substantial change for the proposed modification, and that the
planning and Development Board approve the request, subject to the
attached staff comments within Exhibit "E" - utility Department
Memorandum #94-378, Forester/Environmentalist Memorandum #94-407
and Planning and Zoning Department Memorandum dated December 1,
1994).
This recommendation is based on compliance of this request with the
stipulation agreement and rezoning conditions and the design
measures discussed above to minimize the impact of the storage tank
use so as to preserve the integrity of the surrounding residences.

The following comments pertain to the existing trees shown on the

1. All of the existing Live Oak and Ficus trees should remain
where possible, especially on the side of the proposed
structure facing the residential subdivision.
2. Any trees which must be removed to construct the structure

to the residential subdivision.
3. The transpJ.anted trees must not be placed inside any of the
existing City underground utility easements.
4. There will be a total of 17 trees preserved, transplanted or

Per your request, the Building Division has reviewed the plans
for the above project and has the following comments:
From an informational standpoint, since there are no plans
reflecting these facts, we wish to mention that the storage
tank may need a retainage pit.
It may also need County Health Department approval for the
management of algae, i.e., chemicals for algae control.
These issues can only be addressed at the time additional
information is furnished.
We support forwarding this project through the approval process.

The amended Master Plan for Bethesda Memorial Hospital PUD has been
submitted for final Sign-off by the Technical Review Committee.
Three (3) sets of plans, each requiring your unconditional
signature, are available in the Planning and zoning Department. A
copy of the originally reviewed plans, staff comments and City
Commission approval of the Master Plan Modifications will be
available for your use to perform the review.
Please review and sign-off each of the three (3) sets of plans, NO
LATER THAN 5:00 P.M., OCTOBER 30, 1995. If the plans are not in
compliance with your staff comments or City regulations, sign the
plans "subject to memo". To facilitate the sign-off process,
please resubmit written comments addressed to the Planning and
Zoning Director, NO LATER THAN 5:00 P.M., OCTOBER 30, 1995.
It should be noted that the applicant is processing, through the
Development Department, permit plans for construction of the
thermal water storage tank. Review of the construction documents
shall match the signed-off Master Plan, any major deviation desired
by the developer must be approved by the Technical Review
Committee.

BETHESDA HOSPITAL PUD
After having reviewed the proposed PUD, referenced above, please
be advised of the following:
1. The tree survey which shows primarily mango and
pine trees is accurate.
2. The western forty foot (40') boundary should be
left as is, as opposed to installing a six foot (6') berm.
This landscaped buffer presently provides adequate visual screening
of the hospital property from adjacent property owners. It is
at least six feet (6') high and serves. the same purpose as the
proposed berming. There are small open "pockets" within the forty
feet (40'), which could be landscaped to complete the visual buffer.
This area is comprised of scrub oak thicket, vines, ferns, castor.
bean plant, brazilian pepper and slash pine trees.
3. The berm should be installed along the eastern
boundary of the property, preserving any existing trees in the
forty foot (40') area. An effective visual barrier might be
a combination of a soil and concrete wall. This area is presently
comprised of scattered mango trees.
4. There currently exists, in the area referred to as
"dense growth", tall grasses, scrub oak thicket, vines, brush (saw
palmetto, cocoplum, brazilian pepper, castor bean plant) and various
trees - slash pine, sand pine, earleaf acacia, and mangos.
5. If both phases of this PUD are approved and developed
as proposed, the majority of existing trees will be removed from
the area. The PUD shows existing trees to remain, which will be
inspected for protective barriers before an excavation permit is
issued. If any of the recommendations to preserve additional trees
and vegetation are agreed to by the developer, these trees will also
be protected by barriers.
I will continue to work with the developer as the PUD is slated for
approval.
