We offer the following comments on this project:
1) A capacity reservation fee of $ 194.04 is now due, and must be paid within
30 days of site plan approval.(Sec. 26-34(E))
2) Palm trees will be the only tree species allowed within utilities easements.
Canopy trees may be planted outside of the easement so that roots and
branches will not impact those utilities within the easement in the foreseeable
future. (Sec. 7.5-18.1)

The following is a list of 1 st review comments regarding the site plan review of the
plans for the above-referenced project. The applicant shall understand that all
documents and plans submitted for site plan review are subject to additional comments.
I recommend that the applicant/agent contact me regarding questions related to the
comments. If the applicant is not intending to correct code deficiencies, he should
contact me regarding the procedures, application forms, fees and submittal deadline
dates for seeking relief from the code requirement.
1. Provide a note on the survey of the Blockbuster property contained in this
submittal that the survey describes a leased portion of the shopping center.
2. Provide a note on both survey and site plan that the property ownership cannot
be transferred without approval by the City of Boynton Beach a subdivision plat.
3. Any roof top equipment will have to be screened from view at a distance of 600
feet. If such equipment is planned, indicate its location and the height of the
equipment above the roof level. Provide elevations of the structure showing the
roof top equipment and the required screening (all reduced to a small scale) and
draw in on these elevations the lines-of-sight connecting the highest point of the
equipment with the eye level from a distance of 600 hundred feet from the
building (LOR, Chapter 9, Section 11.E).
4. Provide vehicular traffic control markings within the property as required by LOR,
Chapter 4, Section 7.B.2.
5. Provide dumpster enclosure details. The dumpster enclosure has to meet
design and landscaping standards as described in LOR, Chapter 9, Section
10.C. and Chapter 7.5 Article II, Section 5.J.
6. On the elevation drawings depict color code and manufacturer's name of all new
exterior building materials or finishes.
7. Submit to the Planning and Zoning Department a presentation board containing
samples of all exterior building materials to be used for construction prior to the
Planning and Development Board meeting.
8. In order to allow the staff to compare the amount of traffic generated by this use
with overall traffic study counts for the entire shopping center estimate the
anticipated number of peak hour trips per day and total trips per day. Include
these numbers in the site plan date summary.
9. On the site plan, show all setbacks as required by LOR, Chapter 4, Section
7.B.1.

10. Eliminate discrepancies between north and south elevations of the building.
11. Eliminate discrepancies between exterior dimensions of the building on the site
plan and on the floor plan.
12. On both site plan and floor plan indicate projection of awning and false mansard
roof.
13. Indicate the height of the structure on the elevations of the building, as required
by LOR, Chapter 4, Section 7.0.1.
14. As requested by the City Commission in the Development Order dated
September 17, 1996, the length of the awning in the front elevation of the
building shall be further reduced to approximately fifty percent of the originally
proposed length. Also, overhangs finished with barrel roof tiles shall be featured
on both side elevations of the proposed building.

We have reviewed subject project and have the following comments:
1.
All plans submitted for specific permits shall meet the City's code requirements at
time of application. These permits include, but are not limited to, the following:
site lighting, paving, drainage, curbing, landscaping, irrigation and traffic control
devices. Permits required from agencies such as the FDOT, PBC, SFWMD and
any other permitting agency shall be included with your permit request.
Revise documents to reflect all comments.
Correct the name of the plaza to Boynton Lakes Plaza on all documents. Chap. 3,
Art. IV, Sec. 3A, pg. 3-4.
Provide traffic impact analysis. Chap. 2, Sec. 9C4h(5), pg. 2-85 and Chap. 3, Sec.
3S, pg. 3-5.
Provide certification by developer's engineer that drainage plan complies with all
City codes and standards. Chap. 6, Art. V, Sec. 5A, pg. 6-7 and Chap. 23, Art.
IIF, pg. 23-8.
Align access paths from sidewalks with handicap accessible paths including stop
bars and signs. Chap. 23, Art. I, Sec. 1B5, pg. 23-1.
Parking lot dimensions, striping, aisles, stalls, radii, signs, landscaping, etc. must
conform with City codes and standards. Chap. 23, Art. II, pg. 23-6.
Provide a satisfactory lighting plan including photometrics and pole wind loading.
Chap. 23, Art. IIA, pg. 23-6.
Provide stop signs and stop bars in accordance with the "Manual on Uniform

SITE DATA
The subject parcel is located in the west central area of Boynton
Lakes Plaza, and is known as Tract "B" (aka Outparcel No.2). It
contains approximately 0.75 acres.
The parcel is currently paved as shown on Attachment No.2. There
are no existing buildings on this parcel.
Proposed development is construction of a 5500 S.F. Blockbuster
Video Store, as shown on Attachment No.1, and slight modifications
to the pavement and curbs. For additional site information, please
refer to the site plan prepared by Nichols/Page Design Associates,
Inc.
SITE DRAINAGE
Boynton Beach Plaza is part of the overall Boynton Lakes P.U.D.
Water Management System and is included in South Florida Water
Management District Surface Water Management Permit No. 50-0556-S.
Runoff from Boynton Lakes Plaza is directed to on-site catch basins
by paved and/o~ grassed swales and out falls to the Boynton Lakes
P.U.D. Lake System.
Tract "B" was permitted and constructed as shown on Attachment No.
2 with runoff sheet flowing to perimeter grass swales.
The difference in pervious/impervious areas between Attachment No.
2 (proposed) and Attachment No. 1 (existing) is negligible
(proposed development pervious area is slightly larger). The
proposed development is therefore in accordance with existing
drainage approvals/permits.

Please be advised of the following Planning Department comments
with respect to the above-referenced request for a site plan
modification:
1. A graphic scale needs to be added to all sheets submitted.
Site plan application, page 5, item #2.
2. Indicate any existing driveways that are within 100 feet of
the sit8, such as the driveway onto Plaza Lane which serves
Boynton Lakes PUD and the driveway onto Boynton Lakes
Boulevard which also serves Boynton Lakes PUD. site plan
application, page 5, item #4.
3. Add a note to the elevations that all rooftop and
ground-mounted mechanical equipment shall be screened and
baffled. Comprehensive Plan, Future Land Use Element,
Policy 1.17.7.
4. A future site plan approval will be required for development
of the outparcels, changes in the parking lot layout and
design in the vicinity of the outparcels and the Winn Dixie
: expans ion.
5. As per the previous site plan approval, it is recommended
that the developer post a bond for future traffic signals at
the following intersections:
a} congress Avenue and Plaza Lane
b) Hypo1uxo Road and Boynton Lakes Boulevard
6. It is recommended that the eastbound, left turn lane on
Plaza Lane into the shopping center and the westbound, left
turn lane on Plaza Lane, be constructed as shown on the
previously approved site plan (see Exhibit "A").
7. As a point of information, the number of outparcels proposed
as part of the requested site plan modification is greater
than the number of outparcels proposed on the previously
approved site plan.
B. A sidewalk shall be required along the property's Hypoluxo
Road frontage. Comprehensive Plan, Future Land Use Element,
Policy 1.11.9.
9. Add a note to the plans that parking lot lighting along the
east and south property lines will be shielded from the
adjacent residences. Comprehensive Plan, Future Land Use
Element, Policy 1.17.7.
10. The driveway proposed onto Boynton Lakes Boulevard does not
meet the requirement of Article X - Parking Lots, Section
5-142(h)(3). It must be relocated north, a minimum of 180
feet from the intersecting rights-of-way lines of Boynton
Lakes Boulevard and Plaza Lane, or the applicant must apply
for a parking lot variance.
