This is to advise you that on May 18, 1993, the City Commission of
Boynton Beach approved the site Plan for the above referenced
project.
The approval of the site plan was subject to the following
conditions:
1. Addition of sabel Palm clusters 30 feet on center at the
south end of the front of Office Max.
2. Correction of plans to incorporate applicable staff
comments included in the City Commission backup.
The Site Plan approval entitles you to develop the property as
shown on the approved plans. If you wish to modify the plan prior
to submission of your building plan, please contact the Planning
and Zoning Department. Modifications during the building permit
process will be handled as part of that process. The approval of
the Site Plan remains in effect for one year, until May 18, 1994.
If an extension is needed, please forward your request to the
Planning and Zoning Department 30 days prior to the expiration
date.
We have attached a list of submittal documents from the Building
Department to assist you in assembling your building permit
package. We have also attached copies of the comments that must be
met in the building permit submittal.

The amended plans for the above referenced project have been
submitted and reviewed. The following comments are either comments
from the original set of comments that were not satisfactorily
corrected on the amended plans or were generated as a result of the
review of amended plans. All comments shall be corrected. However,
it is acceptable to show compliance with the outstanding comments
on the plans that are required to be submitted to the Building
Department for permit review. The applicant must understand that
the following comments are comments generated for Site Plan Review
and that additional comments may be forth coming as a result of the
review of the working drawings and documents submitted to the
Building Department for permits. All permit documents are reviewed
for compliance with the requirements specified in the Boynton Beach
Code of Ordinances.
1. The note on the landscape plan, sheet #5, "specific site code
requirements II indicates 205 interior parking spaces. Upon
reviewing the plan the count shows 213 interior parking
spaces. Please correct any inconsistencies and provide the
correct number on the amended site plans.
2. The "Note" on the landscape plans, sheet #5, states "all
existing landscape planting and irrigation within this
designated area is to remain. Any code violation will be
brought into compliance. All new planting shall be irrigated
using current water supply with underground automatic system."
Further review revealed the "designated area" as the full
perimeter of the property where the required landscaping shall
be provided for the on-site parking area. The landscaping that
presently exists there, as shown on the plans compiles of:
black olive trees and surinam cherry - four foot continuous
hedge. These are not native species. The code requires that a
minimum of 50% of all plant material shall be of a variety
that is native to Florida. Submit amended plan showing
compliance with this requirement and the requirements
specified within Appendix III of the Community Design Plan for
design district III or a landscape appeal may be applied for
requesting relief from this landscape code requirement.
3. Since there is not an active permit for the proposed
restaurant outparcel site, it is recommended that the site be
graded and covered with lawn grass that is irrigated with an
automatic water supply system if no permit is pulled within
120 days of the approval of the site plan.

Upon my review of both the resubmitted plans and the comments
made on the original ones, I have discovered that the issues
raised in that memo were not addressed. Addi tionally, I
discovered that the memo itself contains a comment, #2, that
has the wrong compass direction. Therefore, please find below
the issues still in dispute.
1. The western-most driveway exit onto South Mall Access
Drive needs a right-turn only sign and an arrow painted on the
pavement.
2. The western-most driveway exi t onto North Mall Access
Drive needs a right-turn only sign and an arrow painted on the
pavement. (The original memo indicated this was the eastern-
most driveway. That was in error.)
I recommend that these plans move ahead and that the above
issues be addressed at the permit stage. The Planning
Department has my authorization to review the plans to confirm
that my comments have been addressed and then to sign-off for
me.

A review of the existing and proposed site data shows a
decrease of 0.13 Acres of impervious areas with the proposed
plan. The additional impervious areas, as well as locating

provide additional pre-treatment of the stormwater runoff
from the site. In addition, since this project was included
in the overall water management system for the Boynton Beach
Mall, additional treatment and storage requirements have
been provided in the overall system for this site. However,
additional pre-treatment of the revised area has been
provided as requested.

Mr. Jarrett:
The City of Boynton Beach has completed its first review of the
site plan for the above referenced project. Attached are comments
made by the reviewing departments during their initial review of
your project.
In order to complete the review process, the site plan and
documents must be amended to comply with these comments within 90
days of the date of this letter. (If amended plans are not
submitted in 90 days, a new application fee will be required.) When
there are comments made by the reviewers that you feel are not
applicable to the approval of the project or will be addressed
separately and you have not amended the plans to comply with the
comment(s), you must prepare written explanation for each comment
stating why the comment is not applicable and return the
explanation with the amended plans and documents.
After amending the plans and documents, please submit twelve (12)
complete sets of the plans to the Planning and Zoning Department.
when the amended plans and documents have been submitted to the
Planning and Zoning Department, they will be distributed to the
reviewing departments for a second review and the reviewers will
recommend if the site plan will be placed on a board approval
schedule (see attached). If there are major comments not addressed
by new plans or the reviewers recommend that the plan not be
forwarded to the Planning and Development Board, this office will
notify you on your alternatives regarding the site plan as soon as
possible.

CHECKLIST
The following list and information is provided as a checklist to ensure that
the submittal of amended plans and documents is substantially complete for
review. Turning in the list and the appropriate plans and documents will
enable the submittal to be efficiently checked prior to being accepted by the
Planning and Zoning Department.
Project Name: Boynton Beach Promenade
1. Submit an amended Site Plan Review/conditional Use application form that
reflects the changes that were made as a result of amending the plans
and documents to comply with the code of ordinances and the Technical
Review committee comments. A copy of the original form with a
distinguishable symbol identifying the change(s) may be submitted or a
completed new form with the changes identified. It is the agent of the
owners responsibility to notify the owner(s) of changes. If there are no
changes required to be documented on the application form, a letter from
the applicant stating same must be turned in with the amended submittal.
2. Submit twelve (12) assembled and complete sets of plans and documents
that show compliance with the code of ordinances and comments made by
the Technical Review Committee. Two (2) of the sets shall have the
appropriate legible raised seal and signature of the designer
responsible for the drawing(s). Plans and documents shall be assembled
in twelve (12 ) individual complete packages with the title of the
project on all pages and/or sheets and each page or sheet numerically
numbered such as the following example: 1 of 3, 2 of 3, 3 of 3.
3~' Submit color photographs of the buildings on the site that are to remain
in their existing condition and photos of existing buildings that are
located on the sites that abut the perimeter of the subject property.
The minimum size is 8" by 10". Each photograph shall be labeled to
identify the location of the existing structures with respect to the
location of the proposed project.

4. Submit colored elevation view drawings - a colored duplicate copy of all
drawings of the elevation views of each side of all buildings and
signage associated with the project. The colored elevation views shall
match the elevations shown in the documents that where submitted for
site plan review. The applicable exterior surfaces as identified above
shall be colored with the color name and associated color reference
number identified. The type of exterior surface material shall be
identified next to the associated color. The colored elevation drawings
shall have compass direction or title of the side of the building
identified. The title block of the original drawing shall be shown. The
maximum size is 24" by 36". Do no submit on board of any kind.

5. Submit color samples as an example of the proposed colors. Each sample
shall have attached a label that identifies the color by name and
numerical/letter code from an established color chart.
6. submit a 8 1/211 x 11" transparency of the landscape site plan drawing to
be used on an overhead projector at board meetings.

We have reviewed the referenced project plans (Major Site Plan Modification) and have
the following comments:
1. The parking lot striping does not conform to the standard detail for striping (B-
90012) with regard to striping.
2. Parking lot landscape islands are not in accordance with City Standard Detail
(B91 003).
3. All drainage structures require sumps and weepholes. Gate elevations in
landscape islands should be raised to provide innitial detention and water quality
treatment.
4. French drain detail does not conform to standard drawing B-91 007.
5. Caulfield and Wheeler plans still show the dumpster pad by the bank. This does
not agree with the site plan.
6. Parking lot typical section does not reflect pavement cross slopes as noted on
paving plan.
7. No drainage calculations submitted.
8. Change 50 ft. minimum designation between fire lane signs to a 50 ft. maximum

On April 2, 1993, your submittal for Site Plan Review of the above
referenced project was reviewed for completeness. It has been
determined that the submittal is substantially complete and accepted
for further processing. Dorothy Moore will be responsible for the
review and coordination of your site plan thru the remainder of the
Site Plan Review process.
The next step in the review process is for the Technical Review
Committee to review the submittal for compliance with the review
standards identified in Part III, Land Development Regulations,

Dear Mr. Haag:
The Palm Beach County Traffic Division has been contacted by Reese Anthony
Jarrett of Max Developers, Inc. regarding an addition to the Boynton Beach
Promenade Shopping Center. He is requesting a review of the projects traffic
impacts pursuant to the Traffic Performance Standards in Article 7.9 of the Palm
Beach County Land Development Code. The shopping center was originally 76,940
square feet, of wh i ch 27,338 square feet were demo 1 i shed. A restaurant with
8,336 square feet and 22,652 square feet of retail are being added for a total
of 80,940 square feet. The build-out of the project is 1994.
The number of daily trips associated with the original shopping center and the
new shopping center are deta il ed be low.
