we have had numerous discussions with regards to the

definition of the City Code will not be created and,
therefore, a plat is not required.

After review of the plans that depict the proposed changes, the
following deficiencies were found. The plans shall be amended to
show compliance with the comments.
1. Dimension on the site plan drawing the width of the fire lane
that is shown running parallel to the east side of the main
building, (Minimum width 22 feet)
2. Dimension on the site plan the width of the back-up space for
the twelve parking spaces located directly east of the
existing building identified as Retail A.
3. Dimension on the site plan the size of the loading zones that
are located on the west side of the main building. (Minimum
size 12 feet wide, 35 feet long and 14 feet high)

There is an inconsistency with regards to
parking spaces shown on the site plan vs.
parking spaces identified at the end of some
spaces. Correct the inconsistencies.

The project engineer has provided flow estimates for this modification, and
based upon his numbers (copy enclosed) we do not see a need for collecting a
reservation fee at this time. This satisfies our previous item no. 1.
We have no objection to this project being forwarded to the Planning and
DeveloJ;ment Board at this time. All rerraining cooments listed below can be
addressed at permitting time:
1) All water and sewer utilities to be owned and operated by the city shall
be constructed in accordance with city standards. (Sect. 26-33(b))
2) Appropriate backflow preventer(s) will be required on the dcmestic water
service line to the restaurant, and other uses as specified in the code.
(Sect. 26-107)
3) Dept. of H.R.S. pennits will be required for the new water and sewer
mains. Design features of the system wi 11 be addressed at time of
permit application. (Sects. 26-11,-12)
4) All existing water and sewer utilities on-site are the property of this
Department, therefore all salvaged fire hydrants, manhole covers,
meters, etc. should not be disposed of without our consent.
5) Water and sewer easements must be shown on the final engineering
drawings (Sect. 26-33(a)). Existing easements no longer needed must be
formally abandoned, upon petition by the applicant to the City
Comnission,

We are unable to approve the plan as submitted. Our review will
focus on drainage, parking lot configuration and traffic control.
Drainage calculations and Civil Engineering drawings were omitted
from the submittal.
We enclosed several attachments outlining the focus of our review.
These are only for guidance, the developer is still responsible to
meet all code requirements.
Also:
A traffic impact statement reflecting changed use is required.
Pre-treatment of storm runoff prior to discharge into the lake
is required.

Platting is not required if the parcel is not subdivided into
more than 3 parcels, no unusual conditions are created by ownership
and improvements exist to the property, Article VI, Section 1.
However, easements by separate document will be necessary for
utility relocations and access easements. We suggest access
easements connect all internal connector roads. Maintenance
agreements for common roadways must be provided. All documents
must be approved by the City prior to approval.

MAJOR ROADWAY MEDIANS
This manual applies to roadway medians within the following
arterials in Boynton Beach:
1. U. S. Highway #1
2. Congress Avenue
3. Boynton Beach Boulevard
4. Woolbright Road
5. Hypoluxo Road
6. Lawrence Road, Seacrest Avenue (if applicable)
These guidelines are for developers who are required by the City
Comprehensive Plan to landscape and provide irrigation to roadway
medians adjacent to their project site. The plans must be
included as part of the Technical Review Board review performed
during project site plan submittal to the City staff.
The landscape plans designed by the applicant meeting the
following requirements, will be submitted to the Planning
Department together with the site plan. A copy sent to the Parks
Division Urban Forester.
1. Developers will submit landscaping plans for medians in
accordance with the following guidelines:
A. Shade or flowering trees every 40 lineal feet (50%
native species) in center of median.
B. Flowering bushes and/or groundcover plants located on
terminal ends of medians (30% native species).
C. Grouping of shrubs/bushes located in sporadic clumps
rather than long continuous hedge line.
D. Grassed path of minimum 60" wide to allow riding mower
to pass from one end of median to other.
E. A two foot (2') wide mulched area along inside
perimeter of median to provide walkspace for
maintenance personnel. Area can be sodded as an
alternative to mulch.
F. Type of sod used to be determined at time of review.
G. An irrigation plan depicting location of heads, valves
and controllers submitted with landscape plan.
H. Three inch (3") Melaleuca mulch applied to all planted
areas except sod.
2. Plans shall be reviewed by the Parks Division, Urban
Forester and approved as part of the Technical Review Board
and Community Appearance Board process.
3. The landscape plans must be consistent with the Community
Design Plan criteria for the area of the City where the
project site is located.
4. The applicant must apply for a permit to the appropriate
State or County agency to perform the work in the median.
5. The appropriate City person must sign the completed permit
to allow the Parks Division to assume perpetual maintenance
after installation.
6. The developer shall bear all costs of installation,
including curbing, plant materials and irrigation.
Installation shall include:
A. Spraying grass areas with chemical to destroy all
grasses two weeks prior to installation of
plants/trees.
B. All dead grass removed from site, not plowed under
soil, additional spraying performed to destroy residual
grasses.
C. Any existing irrigation system changed to provide
adequate water to newly planted materials from outside
curb edge spraying into center.
D. All existing shellrock or road construction debris
excavated from planting areas to depth of tree/plant
rootball.
E. All trees/plants installed lower or level to existing
soil grade, using topsoil and Terra-Sorb granules as
backfill mixture.
F. Trees/staked where necessary.
G. Contractor to request landscape inspections to the
Parks Division for items B, D, and E.
H. The Parks Division will notify the Building Department
landscape inspector upon final completion of the
median.

Accompanying this memorandum you will find the approved site plan
package for the project(s) listed below. The site plan package
will include the following items:

2. A copy of the comments made by the Technical Review
Committee (TRC)
3. A set of plans reviewed by the TRC
4. The original color elevation view drawing(s) and the
associated color samples
5. Photographs of existing sites that abut the perimeter

1. Knuth Road PCD Service Station: Service station with a
convenience store and an automatic car wash. The new site
plan was approved by the City Commission at their regular
meeting held on June 2, 1992.
2. Don Fisher Apartments: Two (2) four (4) unit apartment
buildings with a detached three (3) car garage. The new
site plan was approved by the City Commission at their
regular meeting held on June 2, 1992.
3. Bovnton Beach Promenade: Raze portion of shopping center
and rearrange square footage on site. The site plan
modification was approved by the City Commission at their
regular meeting held on June 2, 1992.

Boynton Beach Promenade - Site Plan Modification
Second Review
The project engineer has provided flow estimates for this modification, and
based upon his numbers (copy enclosed) we do not see a need for collecting a
reservation fee at this time. This satisfies our previous item no. 1.
We have no objection to this project being forwarded to the Planning and
Development Board at this time. All remaining comnents listed below can be
addressed at permitting time:
1) All water and sewer utilities to be owned and operated by the city shall
be constructed in accordance with city standards. (Sect. 26-33(b))
2) Appropriate backflow preventer(s) will be required on the domestic water
service line to the restaurant, and other uses as specified in the code.
(Sect. 26-107)
3) Dept. of H.R.S. permits will be required for the new water and sewer
mains. Design features of the system will be addressed at time of
permit application. (Sects. 26-11,-12)
4) All existing water and sewer utilities on-site are the property of this
Department, therefore all salvaged fire hydrants, manhole covers,
meters, etc. should not be disposed of without our consent.
5) Water and sewer easements must be shown on the final engineering
drawings (Sect. 26-33(a)). Existing easements no longer needed must be
fornally abandoned, upon petition by the applicant to the City
Comnission.

Submit a scaled locator map that identifies the location ndary of the
site and the surrounding roads and current zoning districts~ e district of
the subject property, The map shall show and identify by name the roads surrounding
the site and the roadway path that links the site to the closest arterial road with
the names of the roads and arterial road(s) identified. The map shall show the zoning
district line and the title of the zoning districts that abut the perimeter of the
zoning district where the subject property is located, The map shall have the North
compass direction and scale identified. Maximum size of locator map is 8 1/2" by 14".
Submit color photographs of the buildings on the site that are to remain in their
existing condition and photos of existing buildings that are located on the sites that
abut the perimeter of the subject property. The minimum size is 8" by 10", Each
photograph shall be labeled to identify the location of the existing structures with
respect to the location of the proposed project.
Submit a 8-1/2" x 11" transparency of the landscape site plan drawing to be used on an
overhead projector at board meetings.
Submit colored elevation view drawings - a colored duplicate copy of all drawings of
the elevation views of each side of all buildings and signage associated with the
project. The colored elevation views shall match the elevations shown in the
documents that where submitted for site plan review, The applicable exterior surfaces
as identified above shall be colored with the color name and associated color
reference number identified. The type of exterior surface material shall be identified
next to the associated color. The colored elevation drawings shall have compass
direction or title of the side of the building identified. The title block of the
original drawing shall be shown. The maximum size is 24" by 36". Do no submit on board
of any kind.
Submit color samples as an example of the proposed colors, Each sample shall have
attached a label that identifies the color by name and numerical/letter code from an
established color chart.
Where a specific exterior surface is not applicable to the project. signify by placing
a "N/A" on the appropriate line.
Submit a copy of the legal description of the subject property on an 8 1/2" by 11"
sheet oE paper.

We are unable to approve the plan as submitted. Our review will
focus on drainage, parking lot configuration and traffic control.
Drainage calculations and Civil Engineering drawings were omitted
from the submittal.
We enclosed several attachments outlining the focus of our review.
These are only for guidance, the developer is still responsible to
meet all code requirements.
Also:
A traffic impact statement reflecting changed use is required.
Pre-treatment of storm runoff prior to discharge into the lake
is required.

Platting is not required if the parcel is not subdivided into
more than 3 parcels, no unusual conditions are created by ownership
and improvements exist to the property, Article VI, Section 1.
However, easements by separate document will be necessary for
utility relocations and access easements. We suggest access
easements connect all internal connector roads. Maintenance
agreements for common roadways must be provided. All documents
must be approved by the City prior to approval.
Radius must be shown on all internal curves. External radius
25' and internal lOt minimum.

The following comments are in response to the submittal of the
site plan for the above referenced project. The project is
scheduled for review of comments at the April 28, 1992, Technical
Review Committee meeting. The site plan was reviewed for
consistency with the review standards specified in section 8 of
Chapter 4, site Plan Review, Part III, Land Development
Regulations of the Code of Ordinances.
1. submit the drawings identified on Sheet 1 General Note No.
3. Note: All dimensions and drawings shall be consistent
with the parking lot and landscape code. The drawing(s)
shall include horizontal control dimensions for, but not
limited to, the following:
i. width and length of regular and handicapped parking
spaces
ii. width of all access aisles
iii. width of back-up space
Also show and identify the location and type of traffic
control pavement markings and signage. Identify the width
and length of all landscape areas.
2. Redistribute the handicapped parking spaces to show
handicapped parking and handicapped accessibility to the
retail B building and the bank/office two-story building.
Incorporate into the building area/parking data the required
number of handicapped parking spaces and the number of
provided handicapped parking spaces. The total number of
handicapped parking spaces shall comply with the
Accessibility Requirements Manual, January 1990, first
edition. Note: The existing site, as depicted on the survey
that was submitted, shows two (2) handicapped parking spaces
located in the six (6) space parking area east of the retail
building.
3. Correct the inconsistency with regards to the location of
the existing dumpster shown on sheet 1 and the boundary
survey. The position and location of the dumpster pad
depicted on the survey indicates that the parking space west
of the dumpster pad can not be counted as a viable parking
space. Amend the parking space count to accurately show and
list the required number of viable parking spaces consistent
with the use ratios specified in the zoning code.
4. show and identify on the site plan, landscape plan and
engineering drawings the location and width of the required
fire lanes. Also show and indicate the location of fire lane
signage and pavement markings. (Section 5-142, Chapter 5,
Article X)
5. Add to Sheet 1 a typical detail drawing of the regular and
handicapped parking space striping and signage. The drawing
shall be in compliance with City Codes, (See attached city
approved standard drawing B 90012)

6. Provide elevation view drawings of the two-story bank/office
building or specify in the general notes that the building
will remain unchanged if there is work proposed for the
building. Show and specify same, including exterior colors.
7. Add to the project data the total area of the proposed site
and include the calculations of the total existing square
footage, Correct the inconsistency with regards to the
square foot area identified on, the site plan and landscape
plan.
8. To clarify what exterior surfaces, features and colors are
being changed, include the exterior elevations of the
portion of the existing building that is to remain at the
site. Show and identify on the drawing the existing exterior
surfaces, features and colors.
9. Show and specify on the landscape plan where the forty-seven
(47) palms identified as the typical palms to be relocated
will be placed on the site.
10. Specify on the landscape plan with notes and figures the
required site specific landscaping as identified in the City
Landscape Code. Example:
i. Landscapino related to abuttino public riohts-of-wav.
Length of property that abuts a public right-of-way
where the vehicle use area is visible from the
right-of-way. Specify the on center spacing for the
trees and hedge plants that are required along the
right-of-way. (Trees 40 foot on center and hedges 2
foot on center)
ii. Landscapino related to interior parkino spaces. Number
of interior parking spaces. Identify the square foot
area of required interior landscape space per code and
the ratio of trees that are required to be placed in
the landscape space.
iii. Landscapino related to abuttino properties. Length of
property that abuts another property where the vehicle
use area is visible from the abutting property.
Specify the on center spacing for the hedge plant
material that is required along the abutting property.
(Hedges 2 foot on center)
iv. Landscapino related to dumpster enclosure. Each
dumpster enclosure may have accent shrubs to screen the
dumpster.
11. Specify on the landscape plan the minimum size requirements
and plant material and installation standards that are
identified in the City Landscape Code.
12. Specify on the landscape plan that fifty (50) percent of all
required landscape material will be a native specie.
13. Redesign the Congress Avenue tree streetscape landscaping to
comply with the requirements of the Community Design Plan,
Article V, Chapter 7.5.
14. List on the landscape plan the width and length of all
landscape areas.
15. To avoid a conflict between the location of landscape
material and the site lighting poles/fixtures, fire hydrants
and drainage structures, show and identify on the landscape
plan the location of same.

16. Identify what the nine (9) small rectangles represent that
are shown in the interior landscape islands.
17. Add to the plant legend a distinguishable symbol that
represents each specie that is listed on the plant legend
and shown on the landscape plan.
18. Delineate the location and perimeter boundary of the
St. Augustine sod.
19. Identify on the landscape plan the landscape material that
will be placed in the remainder of the landscape areas after
the installation of the specified material.
20. Identify what specie and size landscape material is
specified with the PC symbol.
21. Add a typical dimensioned detail drawing of the planters
identified as A, B, and the circular area where the PC
landscape material is identified. If the height of the
circular area and planter is above grade level, specify the
exterior surface material and color.
22. On the landscape plan add the following language to each
note that references the existing landscaping and
irrigation: "Where the existing required visual barrier
hedge is not continuous, a hedge plant matching the existing
specie shall be planted so that the spacing between plants
does not exceed twenty-four (24) inches, The minimum height
at planting for the hedge material is eighteen (18) inches."
23. show unobstructed cross visibility area and space through
the required site perimeter landscape strips at both sides
of all ingress and egress driveways. The cross visibility
area and space is shown by placing and dimensioning on the
landscape plan a ten (10) foot isosceles triangle. The point
where both ten (10) foot legs join shall be placed on the
property line at the edge of the ingress/egress with one leg
extending along the property line and the other leg along
the edge of the ingress/egress with the remainder of
triangle being a line across the landscaped area connecting
the end of each ten (10) foot leg. State on the plans that
the vertical space between thirty (30) inches [above the
adjacent pavement surface] and six (6) feet within the
triangle area shall be clear of landscape material.
24. On the plan that depicts the building sign program, specify
whether the color(s) shown on logos that would be approved
by the owner or his designated agent are required to match
the color(s) specified in the approved program (white or
ivory) or can the logo exist with the natural color(s) of
the logo.

have no written comments at this time. However, I would suggest
that we discuss the following at the comment review meeting:
1. The reassignment of handicap spaces to be as close to
the bUilding as possible;
2. the existing sign program;
3. the city parking standards; and
4. removal of the 14,900 square feet noted on sheet 5 to
comply with the parking count for 14,000 square feet.
Our review time for this project, including typing, was 4 hours.

We can approve this project subject to the following conditions:
1) Provide engineer's estimates of the overall water and sewer demand for
the proposed site, carpared to usage for the existing site. This wi 11
allow us to determine the amC>l.mt of reservation fee, if any, that will
be necessary. This item must be cClfl)leted prior to forwarding the
pro;ect for Board approval. (Sect. 26-34(E))
2) All water and sewer uti 1 i ties to be owned and operated by the city shall
be constructed in accordance with city standards. (Sect. 26-33(b))
3) Appropriate backflow preventer(s) will be required on the danestic water
service line to the restaurant, and other uses as specified in the code.
(Sect. 26-107)
4) Dept. of H.R.S. permits will be required for the new water and sewer
mains. Design features of the system wi 11 be addressed at time of
permit application. Additional looping and valving of the water mains
will be required. In addition, the engineer must specify whether
abandoned utility lines will be removed, or filled, so as to render
the site stable for construction. (Sects. 26-11,-12)
5) All existing water and sewer utilities on-site are the property of this
Department, therefore all salvaged fire hydrants, manhole covers,
meters, etc. should not be disposed of without our consent.
6) Water and sewer easements must be shown on the final engineering
drawings (Sect. 26-33(a)). Existing easements no longer needed must be
formally abandoned, upon petition by the applicant to the city
Ccmni.ssion.

The following comments are in response to the submittal of the
site plan for the above referenced project. The project is
scheduled for review of comments at the April 28, 1992, Technical
Review Committee meeting. The site plan was reviewed for
consistency with the review standards specified in Section 8 of
Chapter 4, Site Plan Review, Part III, Land Development
Regulations of the Code of Ordinances.

Redistribute the handicapped parking spaces to show
handicapped parking and handicapped accessibility to the
retail B building and the bank/office two-story building.
Incorporate into the building area/parking data the required
number of handicapped parking spaces and the number of
provided handicapped parking spaces. The total number of
handicapped parking spaces shall comply with the
Accessibility Requirements Manual, January 1990, first
edition. Note: The existing site, as depicted on the survey
that was submitted, shows two (2) handicapped parking spaces
located in the six (6) space parking area east of the retail
building.
Correct the inconsistency with regards to the location of
the existing dumpster shown on Sheet 1 and the boundary
survey. The position and location of the dumpster pad
depicted on the survey indicates that the parking space west
of the dumpster pad can not be counted as a viable parking
space. Amend the parking space count to accurately show and
list the required number of viable parking spaces consistent
with the use ratios specified in the zoning code.
show and identify on the site plan, landscape plan and
engineering drawings the location and width of the required
fire lanes. Also show and indicate the location of fire lane

Find attached for your review the plans and exhibits for the
above referenced project. Site Plan Review approval for this
project will be granted by the City Commission. To ensure that
the project stays on line with the review time frame, I request
that the plans and exhibits be reviewed and formal comments
transmitted to the Site Development Division of the Planning and
Zoning Department no later than 5:00 P.M. on
April 16, 1992.
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently
obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land
Development Regulations, Chapter 4, Site Plan Review,
Section 8 to review and formulate comments. (See Planning
& Zoning Department memo #92-020)
2. The documents submitted for the project were determined to
be substantially complete based on the submittal
requirements identified in Section 7 of the Site Plan Review
Ord1nance. However, if the data provided to meet the
submittal requirements is insufficient to properly evaluate
and process the project based on the review standards,
additional data should be requested by the reviewer through

Description of Project:
The owner of the property wishes to upgrade the site to attract new
tenants to the project. The applicant, on behalf of the owner, has
proposed to raze 52,535 square feet of the existing 76,940 square
foot shopping center/office project. The existing 14,800 square foot
bank/office building and the North 9,605 square feet of the existing
retail building will remain in place with the exception of the .
removal of the simulated colored ribbons that presently exist on both
structures. The applicant proposes to erect on the site a total of
47,224 square feet of building area which includes a 24,888 square
foot retail building that would attach to the remaining 9,605 retail
building and two separate detached buildings - One a 14,000 square
foot retail building and a 8,336 square foot restaurant building. The
restaurant building would front on Congress Avenue and be located
near the Southeast corner of the site. The proposed building square
footage of 71,629 is 5,311 square feet less than the original
building total area of 76,940 square feet. Other improvements
proposed for the site are reconfiguration of the parking area,
installation of site lighting fixtures, a total upgrade of the site
landscaping and installation of landscaping in the portion of
Congress Avenue median that fronts the subject property. The
architectural design, exterior colors and building signage proposed
for the new construction will basically match that of the existing
buildings. See the attached Community Appearance Board application
for description of proposed colors. The existing ingress/egresses to
the site will remain unchanged and the total number of parking spaced
provided equals the total number of parking spaces required for the
uses specified on the plans. Due to the fact that elevation view
drawings for the restaurant building where not submitted, an approval
of a site plan modification will be required prior to construction of
the restaurant building.
Review of Departmental Comments:
The comments from the reviewing departments are attached. The
Planning and Zoning Department reviewed the project for consistency
with the Community Design Plan, Landscape Code, Building and Site
Regulations and Parking Lot Layout and found the plans consistent
with these ordinances as well as the Site Plan Review Ordinance. The
comments from the Utilities Department, Forester/Environmentalist and
Engineering Department may be corrected at the time the applicant
submits working drawings for permit review.
Recommendation:
The Planning and Zoning Department recommends that the Board find the
plans acceptable and forward same to the City commission with a
recommendation to approve, subject to the applicant submitting
working drawings for permit review that depict the project in
compllance with the City Code of Ordinances and the attached staff
comments.

SUBMITTAL REQUIREMENTS: The following shall be incorporated as part of the Community
Appearance Board application submittal:
1. Application form filled out completely and legibly,
2. Application fee of $50.00 (payable to City of Boynton Beach)
3. Submit a scaled locator map that identifies the location and perimeter boundary of the
site and the surrounding roads and current zoning districts including the district of
the subject property, The map shall show and identify by name the roads surrounding
the site and the roadway path that links the site to the closest arterial road with
the names of the roads and arterial road(s) identified, The map shall show the zoning
district line and the title of the zoning districts that abut the perimeter of the
zoning district where the subject property is located. The map shall have the North
compass direction and scale identified. Maximum size of locator map is 8 1/2" by 14".
4. Submit color photographs of the buildings on the site that are to remain in their
existing condition and photos of existing buildings that are located on the sites that
abut the perimeter of the subject property. The minimum size is 8" by 10". Each
photograph shall be labeled to identify the location of the existing structures with
respect to the location of the proposed project.
5. Submit a 8-1/2" x 11" transparency of the landscape site plan drawing to be used on an
overhead projector at board meetings.
6, Submit colored elevation view drawings - a colored duplicate copy of all drawings of
the elevation views of each side of all buildings and signage associated with the
project, The colored elevation views shall match the elevations shown in the
documents that where submitted for site plan review, The applicable exterior surfaces
as identified above shall be colored with the color name and associated color
reference number identified, The type of exterior surface material shall be identified
next to the associated color. The colored elevation drawings shall have compass
direction or title of the side of the building identified. The title block of the
original drawing shall be shown. The maximum size is 24" by 36". Do no submit on board
of any kind.
7. Submit color samples as an example of the proposed colors. Each sample shall have
attached a label that identifies the color by name and numerical/letter code from an
established color chart.
8. Where a specific exterior surface is not applicable to the project, signify by placing
a "N/A" on the a~propriate line.
9. Submit a copy of the legal description of the subject property on an 8 1/2" by 11"
sheet of paper.
