Dear Mr. McMillen:
At your request I have reviewed the proposed western most project driveway to/from
the Boynton Beach Mall Access Road.
The proposed three-way stop at the iJrSt internal parking aisle provides traffic
control for operation of the intersection. This solution allows the inbound traffic to move
into the site and distribute without conflicting movements under stop control. The three-
way stop condition should also provide slower traffic movements in this area.
The curve in the project driveway should not result in any unusual traffic flow
concerns. As indicated above, a majority of the traffic movements are under traffic control
and speeds will be reduced. In addition, this driveway provides access to/from the Mall
Access Road which is not a high speed, high volume road such as Congress A venue and Old
Boynton Road.
We recommend that the driveway be striped utilizing a double yellow line to enforce
the separation of inbound and outbound movements. Stop bars and stop signs should also
be provided as shown at all three approaches. We would further recommend that a "Do
Not Block Intersection" sign be located at the northbound approach of the internal access
aisle.

Requested expedited site plan process prior to
processing parking lot variance
Dear Chris:
Today I reviewed the above-referenced request, more particularly
spelled out on the attached facsimile received from you on December
20, 1993.
In light of time, I polled those TRC members who were not on
vacation for the holidays regarding your request. If I had edited,
retyped and distributed your memorandum, the TRC members would not
have received your memorandum until December 22, 1993 and as you
know, December 23rd and December 24th are City holidays and
comments on the amended site plans are due December 28th.
Concerns were expressed by the various TRC members regarding the
requested procedure - processing the site plan prior to a parking
lot variance application being made and, at minimum, being
discussed at a TRC. Also, concerns were expressed regarding
problems with the proposed throat/driveway design. Therefore, I
cannot accept your expedited processing proposal, and application
should be made by December 27, 1993 for the necessary parking lot
variance.
