Section 7. Submission Requirements.
Each ~pplicant shall submit to the Planning and Zoning Department
the following plans and exhibits in the number of copies
specified by the Planning and Zoning Department, together with a
Site Plan Review application and a fee adopted by resolution by
the City Commission.

Sec. 8. Review Standards
The following standards shall be utilized by the Planning and
Zoning Department and all other applicable departments for re-
view and evaluation of all required plans and exhibits.
J 8.1. Natural Environment: 'All proposed developments shall be
designed to preserve, perpetuate and improve the existing natural
character of the site. Existing native trees and other landscape
features shall, to the maximum extent possible, be preserved in
their natural state; and additional landscape features shall be
provided to enhance architectural features, to relate structural
design to the site, and to conceal unattractive uses. In all instances
the City's landscaping and all other app licable regulations shall be
fully complied with as minimum standards.
~.2. Open Space: Adequate landscaped open space shall be
provided which meets the particular needs and demands of the
proposed development. The type and distribution of all open
space shall be detennined by the character, intensity and antici-
pated residential or user composition of the proposed deve10p-
J ment.
8.3. Circulation and Parking: All circulation systems and parking
facilities within a proposed development shall be designed and
located in such a manner as to comply with the following:
J 8.3.1. A clearly defined vehicular circulation system shall be pro-
vided which allows free movement within the proposed develop-
ment while discouraging excessive speeds. Vehicular circulation
systems shall be separated as much as practicable from pedestrian
circulation systems.
tJ./ 8.3.2. Access points to peripheral streets shall be provided which
adequately serve the proposed development and which are com-
patible and functional with circulation systems outside the de-
velopment
"flr8.3.3. Whenever possible in proposed residential developments,
living units should be located on residential streets or courts which
are designed to discourage non-local through traffic.
oV 8.3.4. Off street parking areas shall be provided which adequately
accommodate maximum vehicle storage demands for the pro-
posed development and are located and designed in such a manner
so as to serve the uses in the proposed development and not create
incompatible visual relationships.
f 8.3.5. Safe and efficient access to all areas of the proposed devel-
opment shall be provided for emergency and service vehicles.

tures proposed to be located within a development shall be ori-
ented and designed in such a manner as to enhance, rather than
detract from, the overall quality of the site and its immediate en-

O!ltt-s..5.1. Proposed buildings and structures shall be related hanno-
niously to the terrain, other buildings and the surrounding
neighborhood, and shall not create through their location, style,

8.5.2. All buildings and structures shall be designed and oriented
in a manner insuring maximum privacy of residential uses and
related activities both on the site being developed and adjacent
property.

City of Boynton Beach has adopted level of service standards for
public facilities and services which include roads, sanitary sewer,
solid waste, drainage, potable water, and parks and recreation.
Compliance with levels of service as stated in the Boynton Beach
Comprehensive Plan is required.

Bookstop - Site Plan
This is a request by American Development Corporation to allow
the construction of a 11,772 square foot bookstore at 1895 North
Congress Avenue, which is located in the Target Center.
The applicant is requesting to combine two outparcels from the
original site plan and expand the floor area to accommodate the
proposed structure. It should be noted that another outparcel
exists on the site but that prior to approval of the site plan of
thlS outparcel, the applicant must prepare an amended traffic
study that must be reviewed and approved by Palm Beach County.
Statt of the City of Boynton Beach has reviewed the proposed site
plan and found that the site complies with the development
standards of the C-3 zoning district, Parking Lot Layout, the
Landscape Code and the Community Design Plan of the City.
At it's meeting of June 9, 1992, the Planning and Development
Board reviewed the proposed site plan and forwarded the plan to
the City Commission with a recommendation for approval.
This item has been scheduled for City Commission review and
consideration on June 16, 1992.

Review of Departmental Comments:
The comments from the reviewing departments are attached, The
Planning and Zoning Department reviewed the project for
consistency with the Community Design Plan, Landscape Code, C-3
Community Commercial Zoning District, Building and Site
Regulations and Parking Lot Layout and found the plans consistent
w1th these ordinances as well as the Site Plan Review Ordinance.
The comments from the Engineering, Utilities, F1re Departments
and the Forester/Environmentalist will require compliance at time
of permit applicat1on.
Recommendation:
The Planning and Zoning Department recommends that the Planning
and Development Board find the plans acceptable and forward same
to the City Commission with a recommendation to approve, subject
to the applicant submitting working drawings for permit review
that depict the project in compliance with the City of Boynton
Beach Code of Ordinances and the attached staff comments.

the reservation fee for this parcel is set at $ 194.04. This fee is due
within 30 days of Catmission approval.
We now have no objection to this item being forwarded. Items 2, 3, and 4
fran our meroo no. 92-172 (shown below) nust be addressed prior to issuance
of the bui I ding perrni. t .
2) All water and sewer uti I i ties to be owned and operated by the city shall
be constructed in accordance with city standards (Sect. 26-33(b)). The
final utilities location rmst be approved by this office prior to

The following comments are i~ response to the submittal of the
site plan for the above referenced project. The comments for the
project were discussed at the May 14, 1992, Technical Review
Committee meeting. The site plan was reviewed for consistency
with the review standards specified in Section 8 of Chapter 4,
Slte Plan Review, Part III, Land Development Regulations of the
Code of Ordinances. The applicant shall amend the drawings and
documents to show compliance wlth the following comments:
1. Submit plans and site data that are consistent. There are
inconsistencies between the total gross square footage as
shown for each building on the site plans and the total
building footprint information that is provided with the
site plan data sheet. The total for all building footprints
is 147,209. The site data sheet calls out a total building
footprint of 143,940. The original approved site shows
approval for 142,500 square feet per the traffic report by
Kimley-Horn and Associates (To Tim Cannon, Acting Director,
June 20, 1990).
2. Approval of the Bookstop as proposed may require a reduction
of the square footage in the future restaurant or a traffic
study to increase the allowable square footage on the site.
3. Submit elevation view drawings of each side of the Bookstop
showing that the Bookstop architecture, colors and finished
materials are consistent with the Target architectural
design, which complies with the Community Design Plan
standards for III. Modern - Article V, Community Design
Plan, Appendix II, Architectural Themes.
4. Submit and identify color samples of the colors identified
on the plans. Article V, Appendix II, Architectural Theme.
(The colors shall be aesthetically consistent with the
Target Retail Center).
5. Submit a note on the landscape plans stating the following:
i. All plant materials shall conform to the standards for
Florida #1 or better as given in "Grades and Standards
for Nursery Plants" Part 1, 1963 and Part II, State of
Florida, Department of Agriculture, Tallahassee, or
equal thereto.
ii. All landscaping material shall be installed in a sound
workmanship manner and according to accepted good
planting procedures,
iii. Landscape material shall be irrigated with an automatic
water supply system.
6. The on-site trees or landscaping that require relocating
will be addressed at time of permitting.
7. Provide information that the dumpster is to be screened on
three (3) sides with a fast growing hedge thirty (30) inches
high at planting at twenty-four (24) inches on center or a
solid wall or fence with accent shrubs.

Modular Model Home Sales Center
Please be advised that my original comments for the Waste
Management "Mulching Facility" stands as written. It is my
understanding that should the Waste Management site utilize and
or purchase the existing manufacturing building's
(situated to the north of the Waste Management Site) required
parking spaces, the existing building to the north may then have
an insufficient amount of required parking spaces placing it in a
state of non-compliance with City Codes. Therefore, in
conjunction with the construction of the Waste Management site,
the site to the north would have to be modified to comply with
current parking lot requirements of Chapter 5, Article X~ as
specified in my previous memo to you.
Since this is a zoning matter which will affect the validity
and/or application of my previous comment(s), I conclude that
your office will calculate the correct number of required stalls
for the existing building to the north by taking into account
both the occupied and vacant portions of the northern structure
including any other zoning review criteria necessary to determine
compliance with the required parking elements of our City's Code
of Ordinances for both of the subject sites.

Additionally, I do not have comments relative to the Bookstore
and the Sales Center submission. The City Engineer will be
forwarding to you under separate memorandum, his review comments
for the above referenced sites.

Find attached for your review the plans and exhibits for the
above referenced project. Site Plan Review approval for this
project will be granted by the City Commission. To ensure that
the project stays on line with the review time frame, I request
that the plans and exhibits be reviewed and formal comments
transmitted to the Site Development Division of the Planning and
Zoning Department no later than 5:00 P.M. on May 11, 1992,
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently
obtain Technical Review Committee approval:

and process the project based on the review standards,
additional data should be requested by the reviewer through
the Planning and Zoning Department.

6. If a TRC member flnds the plans acceptable, he/she shall
forward the plans and a memo, wlthin the time frame stated
above, to the Plannlng and Zonlng Dlrector statlng that the
plans are approved and they do not have any comments on the
plans submitted for review.
All comments shall be typed and addressed to the Planning and
Zoning Director and transmitted to the Site Development Division
for dlstribution to the applicant. Please include the name and
phone number of the reviewer on this memo. Dotty Moore will be
the Planning and Zoning Department staff member coordinating the
review of the project.
The Site Development Division will send to the appllcant a cover
letter which includes the comment(s) and directions to amend the
plans to comply with the comments and submit to the Site
Development Division within 90 days twelve (12) sets of amended
plans for review. When the Site Development Division receives the
amended plans, they will distribute the plans with a cover memo
to all TRC Members for review and approval.
