Dear Mr. Schorah:
Attached for your review and notification, is an Engineering Department memorandum
transmitted to Planning Director, Christopher Cutro, requesting that he place your
preliminary plat submission, for the above referenced plat, on the next available
agenda of the Planning & Zoning Board.
As requested by your office, the Engineering Department for the City of Boynton
Beach is providing you the following information relative to your request for a
value per acre of land for the preliminary plat submission. The value of land
per acre, based upon documents contained within public records of the City of
Boynton Beach, indicates adjoining properties valued at $68,603.71 per acre,
therefore the Parks & Recreation fee, to be submitted by the applicant, as
specified within Appendix "C", Subdivision and Platting Regulations", Article
IX, Section 8 inclusive, shall equal $17,287.96.

Appendix "c" Subdivision & Platting, Article VIII, Section 5D. Approval of
Construction Plans and Preliminary Plat, subsection 5D,1 on Page 2l03, the

The Recreation and Park Department has reviewed the
preliminary plat for Buchanan Estates.
Based on fourteen single family lots X .0180 (acreage per
dwelling unit) - the park land dedication requirement is .252
acres. It is my understanding that the developer has decided to
pay the full fee in lieu of the land dedication.
I am attaching a copy of a recent land appraisal for a
nearby location which you may find helpful in determining fair
market value.

PURPOSE OF THE APPRAISAL
The purpose of the appraisal is to estimate the market value of the
unencumbered fee simple title of the SUBJECT PROPERTY.
MARKET VALUE DEFINED
For the purpose of this appraisal, market value is defined as the
highest price estimated in terms of money which a property will bring
if exposed for sale in the open market, allowing a reasonable time to
find a purchaser who buys with knowledge of all of the uses to which
it is adapted, and for which it is capable of being used. Frequently,
it is referred to as the price at which a willing seller would sell,
and a willing buyer would buy, neither being under abnormal pressure.
It is the price expectable if a reasonable time is allowed to find a

MARKET APPROACH
In the Market Data Approach (Direct Sales Comparison Approach) the SUBJECT
PROPERTY is compared with other similar properties in the same vicinity or
comparable neighborhood which have recently been sold in the open market.
Adjustments are made from the comparable sales property to the SUBJECT
PROPERTY. This process provides an indication of the most probable sales
price of the SUBJECT PROPERTY. The public is most familiar with this approach
because most people have knowledge ~f sales prices and asking prices.
Information obtained from similar, recent sales is then analyzed in order to
determine its suitability as a comparable sale. Essentially, the comparable
must meet all the conditions of Market Value, as previously defined, to
qualify as a comparable sale.
Assuming that the data obtained meets the criteria of being an acceptable
comparable sale, then adjustments can be made for differences between the
SUBJECT PROPERTY being appraised and the comparable sales which is used.'
Some measureable differences include: .date of sale, zoning, utilities, tax
burden, frontage, depth, accessibility, corner influence, income stream,
quality of tenants, management available, and of course, the location.
Most consideration should be given to those sales which most closely resemble
the SUBJECT PROPERTY in all aspects of comparison. This is most the most
important approach in real estate value analysis because the data used by the
appraiser is derived from actual sales and transfer in the market place.

SITE ANALYSIS
~UBJECT PROPERTY is currently zoned R-1A single family residential in City of Boynton Beach.
Thls-zonlng-designation regulates a maximum density of 5.8 dwelling units per acre Hld re-
quires a minimum lot area of 7500 sq_ ft.. and a minimum lot frontage of. 60 feet..:urrent
plating of SUBJECT is inappropriate under these guidelines as ~ots are 50 x 120 ~dctl.
SUBJECT PROPERTY currently consists of 9 lots. _ Beca~se of the irregular shape aT ~~~~~~!
It-appears-that-only ~_~~il~~~l~_l~!~ can be obtained. This asumption is a basis for this
assignment.
Although water and sewer are to parcel site. in discussion with City of Boynton Beach
utilities department engineers it did not appear that lines were run on site. nor further
that roadway was on site. These assumptions are also a basis for this assignment. Given
the above considerations an adjustment of $2200 per lot was made in final valuation as
allowance for site developement/improvement. These figures are just estimates based on
information available on cost factors obtained through Marshall & Swift.
HIGHEST AND BEST USE
Under current zoning. Subject to compliance (replatting) the highest and best us is deter-
mined to be residential single family.
VALUATION AND RECONCILIATION
Given the acceptance of highest and best usage as single family building lots, a comparison
was made of sales of similar vacant parcels to determine market value range. To these
sales. adjustments were made regarding difference~ as noted in this report. as well as an
allowance to those individual sales values for the multiple lot purchase potential of
SUBJECT.
A lengthy analysis of comparable properties revealed an adjusted average buildable lot
value of $14,100.00 per lot. Based on obtaining 6 buildable lots a value of $84.600 say
