Casa Blanca - Preliminary Plat
This memorandum is in reference to the landscape plan for the
above project:
1. Fifty percent (50%) of all tree species must be native.
2. All interior parking lot trees must have a clear trunk of
5 feet at time of planting.
3. The height of the plant material designated as 3 gallon
should be shown.
4. There are no plans showing the littoral zone of upward
hardwood plantings.
5. The Black Olive trees used along Boynton Beach Boulevard
must coincide with the master landscape plan of Urban Design
Studio.

1. A distance in the legal description is incorrect, (11th
line up from the bottom, 330.39 feet should read 308.10)
2. An area should be provided for each required seal and
labeled.
3. Item 3 in the dedication shall include - "the expense and
duty of keeping the lake free of weeds, hyacinths,
cloggage, or other debris or noxious materials.1I [Art.
VIII Section 6 D 11].
CONSTRUCTION PLANS
4. A lighting pole detail including wind loading is
required.
5. A stop sign detail is required.
6. Traffic control striping is required.
7. The county constructed 8 foot asphalt bike path along Old
Boynton should be continued and constructed another
approximate 140 feet to the property corner.
8. Plans and details should be provided for the 8 foot
concrete bike path along Boynton Beach Blvd.
9. The dumpster pad detail should show a 10 foot minimum
opening.
10, Landscape curbing and curbing detail is required.
11. Parking section detail does not show sidewalks clearly.
12. Three foot sidewalks? ? ? ? - a TRB question.
13. A detail or section is required for the out-fall into the
E4 Canal.
14. A permit is required from L.W.D.D.
15. A plan may be required by L.W.D.D. showing the finished
section for the East side of the E4 canal.

We can approve this project subject to the following:
1 .
The valve vault must have solid concrete or masonry block
walls. See the Department's standard for vaults. If at all
possible, we recommend the piping and valves be located above
ground.

Supply the water fountain through bu1lding plumbing.
3 .
Relocate the lift station control panel away from the wet
well.
4.
Dumpsters must be offset a minimum five (5) feet from the

Please be advised of the Planning Departments comments with
respect to the above-referenced request for preliminary plat and
site plan approval:
1. There is no language on the plat cover sheet for the
right-of-way dedications.
2. The land value for parks and recreation dedication
purposes is to be set at $92,879.53/acre.
3. The total dwelling unit count shown on the plat
cover sheet (204) and the density should be revised
to correspond to the number of units shown on the
site plan (203).
4. If the right-of-way condemnation for Old Boynton
Road is jeopardized by an error of closure in the
survey and the right-of-way must be dedicated by
the plat as an alternative to the condemnation,
then density credit for the right-of-way
dedicated shall be allowed. Otherwise, the property
owner shall receive financial reimbursement for the
condemned right-of-way from Palm Beach County and
no density credit shall be granted. This would result
in the reduction of four dwelling units (from 203 to 199).
5. Right-of-way for Old Boynton Road to be dedicated
within fifteen (15) days of site plan approval if
the condemnation proceeding for the Old Boynton Road
right-of-way by Palm Beach County is determined to be
invalid.
6. Project identification signage will require future site
plan approval.

Subject: TRB Review - Casa Blanca - Preliminary Plat
We offer the following comments on this plat:
1. Provide fire flow calculations for each hydrant location.
2. Dead the dead end stub in the 6" water main.
3. Add water meters for the water fountain and lift station.
4. Numerous conflicts between water mains or hydrants and trees
must be eliminated.
5. Change the sanitary sewer detail to reflect that 9' minimum of
polyethylene-lined DIP will be required at each manhole
outlet,
6. Add an 8" gate valve on each influent line to the lift station.
The sewer lines from manhole #7 and manhole #4 to the lift
station must be entirely of polyethylene-lined DIP.
7. Add a note that the City will own and maintain main line sewers
only.
8. Specify the sizes of water meters and services. All services
from main to meter shall be of type ilK" copper.
9. Relocate the water mains near buildings 1, 9 and 10 away from
the buildings and into paved areas,
10. The lift station design and pump selection is subject to final
approval of the shop drawings by this department. The station
must meet the City's standard requirements.
11. Provide the pump cycle time calculations.
12. Add a gate valve on the force main near the lift station.
13. Describe all utility easements in detail. Blanket easements, as
currently shown, are not acceptable.
