Dear Mr. Golden:
In accordance with Section 3, Para. A, of the City of Boynton
Beach Subdivision and platting regulations, I am submitting
this pre-application in order to begin the city's procedures
for Master Planning, Platting and Site Plan approval for the
18.43 acre tract located at the NW quadrant at the
intersection of Boynton Beach Blvd. and Old Boynton Rd. I am
also enclosing a survey, soil report and proposed site plan
for your review. As we discussed earlier, I will have
additional copies of the survey and site plan for your to
complete the needed 6 copies you require.
The site itself is fairly flat with extensive vegetation
coverage in the form of Meleleuca, Australian Pine, Florida
Holly, Palmetto Banyan Trees, and various ferns and grasses,
none of which appear to be endangered. According to a soils
test prepared by Henrickson Engineering, "AII borings showed
the soil profile to comprise competent granular soils (sands
and sand/shell) to the depths explored." The study
concluded, "Based on these preliminary borings, we feel the
site is well suited for commercial development and that no
adverse conditions exist as regards the use of conventional
foundation systems for any proposed structures of up to 2
stories in height."
W.o. Brisben Companies, Inc. plans to develope a 199 unit
apartment complex on the site as per the attached proposed
site plan. Those will be rental units to be owned and
operated by the developer. They will be 2 story buildings
situated in a park like setting. The Banyan Tree area on the
NE corner is to be preserved and other desirable native trees
will also be kept where practical. There will be three basic
floor plans, one, a one bedroom and 2, two bedroom types with
floor plans running up to 1052 sq. ft. This usage conforms
to the City of Boynton Beach zoning of R-3 and Comprehensive
Land Use Plan. Unit mix and proposed parking are shown on
the site plan. We do not anticipate any exceptions or
variations from the approved uses.
All utilities are available to the site and in adequate
amounts to service the development. According to the
utilities department, no shortages or moritoriums on
utilities are expected during the term of the development.

RE: BRISBEN RENTAL APARTMENTS-STAFF COMMENTS
Please be advised of the Planning Department's comments
concerning the above-referenced request for preapplication
approval:
1. The proposed boardwalk and dock facilities are
shown on property owned by others.
2. It is recommended that a turn movement/intersection
analysis prepared by a Florida registered engineer
be submitted at the time of site plan approval. The
report should include recommendations on all roadway
improvements necessary to serve this project.
3. It is recommended that the developer contact Urban
Design Studio to obtain information on the proposed
buffer design for this portion of West Boynton
Beach Boulevard in connection with the future adoption
of a design scheme for this roadway.
4. The developer should review Section 8 of Appendix C,
Subdivisions and Platting, which requires dedication
of land or payment of a fee for parks and recreation
dedication purposes.
5. The handout entitled "Swnmary of Land Development
policies" in the City of Boynton Beach Comprehensive
Plan" should be reviewed prior to submittal of future
requests for approval.
6. Consideration should be given to providing maximum
buffering for the single-family residences which
lie across the canal to the north in connection
with site plan approval.
7. Right-of-way for West Boynton Beach Boulevard (60 feet
from centerline) and Old Boynton Road (40 feet from
centerline) will be required in connection with site
plan approval consistent with the Palm Beach County
Thoroughfare Right-of-Way Protection Map.
8. This project should be given a name for identification
purposes in connection with the Master Plan submittal.
9. The survey submitted in connection with site plan
approval should be dated within six (6) months and
should reflect the right-of-way condemnation for the
realignment of Old Boynton Road with N.W. 8th Street.

Pre-application
The applicant should preserve the Pond Apple and Willow trees
noted along the canal adjacent to the west property line. Any
grade changes or structures for this area should be set back far
enough not to damage these trees.
Prior to clearing and grubbing the site, the applicant should
meet with me to discuss proper methods for protecting these trees
under the Tree Preservation Ordinance #81-2l.
