We can approve this plan, subject to the following conditions:
1. Loop the western end of the water main so as to form one
continuous loop throughout the project.
2. Specify the size of all water mains. Additional valves will
be required.
3. Add a note to the effect that the City will maintain main linE
gravity sewers only.
4. The lift station site must be a minimum 30' x 30' size, deeded
to the City.
5. Water mains must have a minimum 10' clearance from all build-
ings. Sewers must have a minimum clearance of twice their
depth.
6. Water service lines must be "K" copper due to construction
under pavement.

RE: CASA BLANCA APARTMENTS-STAFF COMMENTS
Please be advised of the Planning Department's comments in
connection with the above referenced request for master plan
approval:
1. Additional parking spaces are required for recreation
facilities (see Section Il-H.16.e(12) of Appendix A,
Zoning)
2. Prior to site plan approval, it is recommended that
the project landscape architect contact the City
Forester/Horticulturist regarding the requirements
for littoral/upland plantings around the proposed detention
areas.
3. Article X "Parking Lots" should be reviewed prior
to site plan approval to provide for proper parking
lot design and con~truction, as total pavement width
for two rows of 90 parkings stalls and the access
aisle is 63 feet.
4. Concerning the parking space calculations shown on
the Master Plan, please be advised that the first
ten (10) single-bedroom units in a structure require
2 parking spaces per unit. Each additional single-
bedroom unit beyond ten (10) in the same structure
requires a minimum of 1.5 parking spaces per
unit (Section 11-16.a(3) of Appendix A, Zoning).
Based on the above, it would appear that a total of
27 single-bedroom units could provide parking at
the rate of 1.5 spaces per unit. The total parking
required would therefore be:
172 units at 2 sp/unit = 344
27 units at 1.5 sp/unit = 40.5

5. A five foot wide limited access easement is required
adjacent to Boynton Beach Boulevard and Old Boynton
Road and is required to be shown on the plat (Section
3 of Appendix C, subdivision and Platting Regulations).
6. Entrance wall signage requires site plan approval (Section
21-16(f) of the sign regulations).
7. It is recommended that the Public Works Director be
contacted regarding provision and location of
dumpsters/compactors prior to site plan approval.

Old Boynton Road is a two-lane roadway that forms aT-intersection
at Casa Blanca's northeast entrance. The table below shows the P.M.
peak hour turning volumesl which reflects the greatest hourly
volumes occurring at this intersection.

As a condition of site plan approval, the following comments
should be addressed in the related documents by the applicant:
1. The structures must be accessible to the handicapped and
comply with Chapter 533, Part V, Florida Accessibility
Codes and Standards. Handicapped parking stalls should
be located adjacent to buildings which provide accessible
units. Provide details on all handicapped ramps and ele-
vation changes from the parking area into the living units.
2. Details of the dumpster enclosure must be provided. The
dumpster must be enclosed on three sides by a six (6) foot
high, CBS wall.
3. South Florida Water Management District approval and Lake
Worth Drainage District approval is required.
4. State and county Department of Transportation permits must
be secured for work in the Boynton Beach Boulevard and Old
Boynton Road rights-of-way, respectively.
5. The site plan should include all proposed signage.
6. The site plan should include a horizontal control drawing
indicating the exact location of all structures.
7. Light poles must be designed to withstand a 120 miles per
hour wind load in compliance with Chapter 12, Standard
Building Code.
8. All landscape areas adjacent to parking stalls must be
protected with a raised curb in conformance with city
standards.
The applicant's prompt compliance with the preceding comments
will ensure a timely permitting process.

Please be advised of the Planning Departments comments with
respect to t~e above-referenced request for preliminary plat and
site plan approval: ~
1. There is no language on the plat cover sheet for the
right-of-way dedications.
2. The land value for parks and recreation dedication
purposes is to be set at $92,879.53/acre.
3. The total dwelling unit count shown on the plat
cover sheet (204) and the density should be revised
to correspond to the number of units shown on the
site plan (203).
4. If the right-of-way condemnation for Old Boynton
Road is jeopardized by an error of closure in the
survey and the right-of-way must be dedicated by
the plat as an alternative to the condemnation,
then density credit for the right-of-way
dedicated shall be allowed. Otherwise, the property
owner shall receive financial reimbursement for the
condemned right-of-way from Palm Beach County and
no density credit shall be granted. This would result
in the reduction of four dwelling units (from 203 to 199).
5. Right-of-way for Old Boynton Road to be dedicated
within fifteen (15) days of site plan approval if
the condemnation proceeding for the Old Boynton Road
right-of-way by Palm Beach County is determined to be
invalid.
6. Project identification signage will require future site
plan approval.
