Attached are comments made by the reviewing departments during their initial review of your project. - In order to complete the review process, the site plan and documents must be amended to comply with these comments within 90 days of the date of this letter. (If amended plans are not submitted in 90 days, a new application fee will be required.) When there are comments made by the reviewers that you feel are not applicable to the approval of the project or will be addressed separately and you have not amended the plans to comply with the comment(s), you must prepare written explanation for each comment stating why the comment is not applicable and return the explanation with the amended plans and documents. The second set of comment(s) are recommendations that the Planning and Zoning Department staff believe will enhance the proposed development. The applicant shall understand that all documents/plans submitted for site plan and/or permit review are subject to additional comments. I recommend that the applicant/ agent contact me regarding questions related to the comments. If the applicant is not intending to correct code deficiencies they should contact me regarding the procedures, application forms, fees and submittal deadline dates for seeking relief from the code requirement. I. SITE PLAN REVIEW COMMENTS: 1. Please provide species of plants used for the hedge. Note: 50% of the required hedges shall be a native specie. [Article II, Landscape Code, Section 7.5-36] 2. Please provide trees spaced at a maximum of 40 feet center to center along Old Dixie Highway. Indicate these trees on the drawing and callout species. Since our records reveal no occupational license activity at this site within 180 days and because this is a change of occupancy, all present codes must be met or variances obtained for those that can't be met (e.g.: C-4 requires a 25 foot front setback and 15 foot side setbacks. The plan shows that only a 24 foot front setback can be obtained) . 2. The new parking lot is being constructed at the rear of the building in lieu of the one in the front. In order to ascertain whether this parking lot is in compliance with code, we need a seating plan since parking is related to seating and square footage for churches. 3. Utilities Department and the Health Department must sign off for the installation of a new septic tank and the old one must be removed. 4. No signage is shown but would require site approval prior to installation. 5. Elevations of the structure must be shown outlining the existing openings that are to be closed and all new openings. Also, heights of the handicap ramps are needed. 5. Handicap access from the public right-of-way to the entrance is required. 6. The new parking lot must comply with the Landscaping and Site Lighting Codes. 7. The plans show entry to the parking lot from an unimproved road (lot 40) which is not located in the City and apparently is not under the same ownership. Entry should remain off of Old Boynton Road. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the comment and the specific code section may be included in their review comments with the name of the appropriate TRC Member that is responsible for the review specified. 6. If a TRC member finds the plans acceptable, he/she shall forward a memo, within the time frame stated above, to the Planning and Zoning Director stating that the plans are approved and they do not have any comments on the plans submitted for review and recommend the project be forwarded through the approval process. All comments shall be typed, addressed and transmitted to the Director of the Planning and Zoning Department for distribution to the applicant. Please include the name and phone number of the reviewer on this memo. Michael E. Haag will be the Planning and Zoning Department staff member coordinating the 1st review of the project. The Planning and Zoning Department will send the applicant a cover letter which includes the comment(s) and directions to amend the plans to comply with the comments and the procedures for resubmission.
