SUBJECT: Boynton Beach Activity Center - File No. 617
Site plan preliminary comments
After conducting a preliminary review of the above-referenced
project, the Planning Department offers the following comments
which must be incorporated into the plans submitted for formal
site plan review:
1. Complete page 9 and the site plan rider of the site plan
application.
2. Provide a graphic scale on all plans. Site plan
application, page 5, item #2.
3. Reflect on plans the previous abandonment of S.E. 1st
Avenue.
4. show existing driveways within 100 feet of the site.
Driveways should align wherever possible. With the civic
center driveway, the library driveway and the proposed
driveway all in such close proximity to each other on the
"S.E. 1st Avenue" driveway, it is strongly recommended that
the new driveway be aligned, since renovations to the civic
center are uncertain, if at all. Site plan application,
page 5, item #4.
5. If separate lots exist within this block (evidenced by a
survey which will be needed for the formal submittal), lot
lines should be extinguished through a unity of title (a
standard form is available in the Building Department). For
the purpose of this review, it was assumed that the entire
block is one lot. If not, issues such as the side setback
will have to be addressed. Appendix A - Zoning, Section
11.A.1 and section 5.1.2.
6. Based on the assumption that the entire block is one lot,
the existing parking lot at the southwest corner of S.E. 1st
Street and abandoned S.E. 1st Avenue must meet the current
Parking Lot Regulations. Relief from this responsibility
may be sought by applying for a parking lot variance. An
application is available in the Planning Department. The
next deadline is July 9, 1991. Article X - Parking Lot,
Section 5-138(a) .
7. It is recommended that vehicular, cross access be provided
to the library and if possible, to the existing parking lot
referenced in #6 above, to unify the city facilities as a
complex. This may be required if there already exists two
driveways from this block onto S.E. 2nd Avenue. This is
based on the two driveway per frontage limitation and the
assumption that the entire block is one lot. Relief from
this section of the code would require a parking lot
variance. Article X, Section 5-142(h)(7).
8. Provide boundaries and dimensions of the parcel on the site
plan. Site plan application, page 5, item #1.
9. Locate any rooftop mechanical equipment on the elevations.
Screening should be provided.

10. Based on the assumption that the entire block is one site,
parking is evaluated for the proposed activity center, the
existing shuffleboard courts and the eXisting clubhouse.
Tabulate on the site plan and application square footage
data for each use, the total number of parking spaces
including the existing parking lot and the total number of
parking spaces required as follows: community centers
(activity center and clubhouse) - one space for every 100
square feet of gross floor area, outdoor athletic courts
(shuffleboard courts) - one space for every 1500 square feet
of gross floor area. Appendix A, Section 11.H.16.c(2) and
e(4). r

This letter will serve as a formal request for approval from
the Building Department to waive the requirements at this time to
install sidewalks on the north and south sides of the project on
First and Second Avenue.
There exists no other sidewalks on this block and future
plans for the east end are incomplete to date. Sidewalks were
already excluded on the Library site due to indecision on type
and placement, iei swale and walk vs curb and gutter. This item
was referred to the Engineering Department as part of their
street program.
Completion of all sidewalks on First and Second Avenue and
First Street will be included with the completion of Phase III
Madsen Center project.
Variances for other work are already processing through the
Planning Department for the east end parking and landscaping
conflicts.
Please provide written approval for consideration at the
July 30th T~B meeting.
