The Dos Lagos Planned Unit Development (PUD) rezoning
and master plan is recommended for approval subject to the following:
1. The applicant shall be assessed a fair-share contribution
of $95,000 or construct improvements to Congress Avenue
consistent with Palm Beach County Ordinance #79-7 and
Mr. Walker's memorandum of 1/21/80; and,
2. The applicant commence an agreement with the School Board
of Palm Beach CountyYtransfer .4 of 1% to the School
Board on a sale of a unit, for construction of schools
in Boynton Beac(land or its reserve annexation area.

In reference to the second T.R.B. review of Dos Lagos Development, my feeling
about the one entrance is still the same. However, in view of the T.R.B. staff
agreeing with the recommendation by the developer to increase the main road
elevation to two feet above the twenty-five year storm level, I will agree,
and approve the plans.

Comments concerning the subject Master Plan are as follows:
1. Minimum street grades should be planned so that water should
not get so high during a hundred year storm that streets
would be impassable for evacuation. In my opinion minimum
street grades should be elevation 12.0 or greater.
2. Improvements to Congress should be made and shown on drawings
as required by the Traffic Study.

Upon review of the Master Plan, the following rensed recommendations are made
relative to my original memo dated January 8, 1980:
1, Public Open-Space Dedication Requirements
Review of units reveal:
93 single family units
132 duplexes/townhouses
200 row townhouses
425 total units
Based on Sub-Division Ordinance, computations are:
225 units @ .018 acre/unit
200 units @ .015 acre/unit
= 4.050
= 3.000
7.050 acres
Recommend one half (~) credit for private recreation facilities provided,
thus reducing the requirements to 3.525 acres.
As the development is providing a public easement for a bikepath and linear
park encompassing approximately five (5) acres, the remaining 3.525 acres
required shall be considered met and the public dedication open-space
requirement fulfilled.
2. Private Recreation Facilities
Assuming that this development shall service families and children, an open
play field area of two (2) acres should be provided to accommodate activities
such as touch football, soccer, sandlot softball, volleyball, frisbee, and
other field activities requiring open space which is not currently provided
in the plan.

~ ~ and suited for such an area as it borders the lake, joins the jogging path,

The School Board projects 171 children will live within this development.
Motorola may also increase the number of children living in this development.
3. Easement Along Congress Ave. and Miner Road
Provide a public easement along Congress Ave and construct and maintain an
eight (8) foot bikepath along with appropriate landscaping.
If the construction of Miner Road is required, a similar requirement should
be provided along Miner Road.

In reference to the T.R.B. review of th Dos Lagos Development
plans and on behalf of the Police tment, I submit the
following:
In the interest of Public Saf ty, I take exception to the
fact that only one exit (roadway} for the single family dwelling
units exists and that being bet en two lakes. During a hurricane,
very heavy rainfall or any nat al disaster, this only escape route
could be lost and no alternat route would exist. Evacuation from
these units could be a maj07 problem and the loss of life is a def-
inite possibility. .I

I recommend the dev~oper resubmit plans providing for an al-
ternate route of egre~ss/from the eastern most section of the dev-
elopment. This exit uld be to the north (Miner Road) in addition
to the main entrance 0 Congress Avenue.

Dear Mr. Annunziato:
Following are our comments on the above referenced project which is located on an
88 acre parcel in Section 17, Township 45 South, Range 43 East, in Boynton Beach:
Water Su~p1Y. The proposed development is located within the service area of
the City s water supply facilities. Water Use Permit No. 50-00499-W was issued
to the City of Boynton Beach on March 16, 1978 with an annual allocation of
3.89 billion gallons, pursuant to Chapter 373, Part II, Florida Statutes. District
staff calculations estimate that a potable water demand of approximately 131,500
gallons per day will be generated by the proposed 359 unit project. When this
figure is compared with information contained in our files, it appears that the
City's water supply facility has the groundwater withdrawal capability to serve
the subject development.
Storm Water Disposal. The subject 88 acre parcel is located in the C-16 Drainage
Basin and the Lake Worth Drainage District (LWDD). Legal positive outfall is
available to this proposed PUD through LWDD E-4 Canal. There are no significant
drainage or potential flooding problems in the area so that with proper design
of a surface water management system the future residents of the proposed project
should have adequate drainage and flood protection.
The applicant has exhibited a willingness to comply with District regulations by
submitting a Surface Water Management Permit application to this agency, as
required by Chapter 373, Part IV, Florida Statutes. Staff review of application
no. 12279-A is not complete at this time; and as a result, we can forward no
comments of a technical nature.

Several comments on both the water and sewer lines should be noted
as follows:
Water Lines- The three (3) connections (two on Miner Road and one on
Congress Ave.) and the looping of an 811 water line at the south end
of the development adjacent to Lake worth Drainage District Canal L-21
all will require a 151 easement with no plantings allowed.
Secondly, dead-end water lines with fire hydrants will not be allowed.
In order to serve these areas, it will be required that the line from the
811 line be a 611 line to the fire hydrant up one side of the street, and
a 411 line back down the other side of the street, looping back to the
main line.
Thirdly, location of water meters are not shown, and easements are not
indicated.
Fourthly, there should be a line feeding on the divided street all the
way across the property to the eas,t side, with appropriate valvingi
and the 811 connection onto Congress Ave. should be made at that point,
instead of where it is shown on the plans.
Sewer Lines- Service laterals are not shown.
All of the above is approved contingent upon the financing by others
of the water and sewer line going up Congress Avenue and across Miner
Road.
