Request for approval to modify the Boynton Beach Plaza
sign program to include signage for Family Dollar.
Mr. Haag advised that this is a request to modify the existing sign program, at
the Boynton Beach Plaza. Mr. Haag displayed an overlay of the west elevation of
the shopping center, which showed the sign program that was approved by the City
Commission in May, 1990. This sign program is basically the same sign program
which exists today. However, in 1990, Winn-Oixie was in that shopping Center.
The red in the Winn-Dixie sign was not one of the colors allowed by the Design
Guidelines, but the Commission approved it. Winn-Dixie is no longer there and
in 1993, Rose Auto came in and occupied a portion of the Winn-Dixie store.
Their sign was approved administratively because its was the same color as the
Winn-Dixie sign.

Description:
Mr. Haag advised that the Design Guidelines state that the signage should be
modular fabricated reverse channel letters with neon backlight illumination.
Family Dollar is requesting different letters. The inside of their letters has
a light which shines back onto the building. Neither Winn-Dixie nor Rose Auto
has this type of lettering.
In response to Vice Chairman Richter, Mr. Haag advised that Family Dollar will
be located south of Rose Auto. The red will match the Rose Auto sign, but the
letter style is different.
Vice Chairman Richter stated that those Design Guidelines limited property
owners. He believes this kind of thinking has been changed recently due to the
charrette. He felt we should be flexible when it comes to corporate logos.
~s. Winters was in favor of this request. She pointed out that the color of the
Family Dollar sign is compatible with the sign on the Rose Auto store. She alsJ
felt a logo is a necessity.
Ms. Heavilin felt the signage is nice at the Boynton Beach Plaza. She pointed
out that corporations spend fortunes designing logos.
Mr. Showalter agreed that nationally-reccgnized logos should be allowed.
Vice Chair~an Richter felt the Family DJ11ar store will add to the dcwntJwn are~
and perha~s create a few jobs.
~r. Haag advised that the Planning De~art~ent's position is basically the sa~e
as the Beard's position. The Planninj Je~artffient based their recc~~e~jati:n :~
the approval received by Winn-Dixie an: Rose Auto.

Mr. Haag advised that Mr. Hatch, the owner of the Ace Hardware store located in
the Central Business District, is requesting relief from the Design Guidelines.
He is asking for relief from the colors and letter style. There is presently a
freestanding sign on the northeast corner of the site, which is very close to
the property line. There is also a wall sign on the building which is painted
right on the facade of the building. Both of these signs are nonconforming.
At this point in the meeting, Mr. Rosenthal arrived. He apologized for being
tardy; however, the door to the building was locked and he could not get in.
Mr. Haag stated that wall signs are not permitted, and freestanding signs must
be set back ten feet. He advised that these nonconforming signs are grand-
fathered in until 1996. Then they will have to comply, unless the ordinance is
changed.
Mr. Haag advised that Mr. Hatch would like to add an "Ace Hardware" sign. The
colors of the proposed sign (red and black) are the standard logos for Ace
Ha rdwa re.
Mr. Haag advised that the Design Gui:elines specify reverse channel, backlight.
The colors specified in the Design Gui:elines are brown, tan, green, blue or
white.
Mr. Haag stated that staff is forced to recc~mend staying within the guidelines.
T~erefore, staff recommends that the acolicant change his signage so that it
::~~;ies ~ith the Design Guidelines witn regard to color and letter style.
,...::'....e'Jer, staff rec:rrmends allowing the letters to be channel letters, which is
