DOC x ) PLANNING AND ZONING DEPARTMENT MEMORANDUM NO. 95-195 TO: Chairman and Members of the Community Redevelopment Advisory Board THRU: Tambri J, Heyden '<:'"'L("{~~ci..-oKIc./m/l/ planning and Zoning Direct6r 7 FROM: Michael E, Haag site Development Administrator DATE: May 3, 1995 SUBJECT: Family Dollar at Boynton Beach Plaza - ADAP #95-003 Modification to sign program NATURE OF REQUEST Susanne Wildner, agent for Cynwyd Investments, property owner of Boynton Beach Plaza, is requesting approval to modify the Boynton Beach Plaza sign program to include wall signage for a new tenant, Family Dollar (see Exhibit "A" letter of request from the applicant). Boynton Beach Plaza is located in the central Business District (CBD) at the northeast corner of Federal Highway and Boynton Beach Boulevard (see attached location map). BACKGROUND In May of 1990, the City Commiss ion (CRA) approved a site plan modification for tenant signage at the Boynton Beach Plaza. The signage included red channel letters for a Winn Dixie wall sign and sign cabinets for all other tenants in the center. The Winn Dixie sign copy included three (3) foot tall red channel letters and the individual tenant signs were three (3) foot tall by eight (8) foot wide cabinet signs. The color of the plastic face of the cabinet signs was carib blue with white lettering. The Winn Dixie sign was shown mounted to the upper portion of the projected roof/fascia of the front of the building and the individual tenant sign cabinets were shown mounted to the lower fascia at the front of the building. In July of 1993, a sign permit was issued for Rose Auto Stores, which took over a portion of the vacated Winn Dixie tenant space. The approved sign copy (see Exhibit liB" - current sign program) reads, "Rose Auto Stores" in red channel letters with a black and white checker board logo preceding the name. The logo and letters are two (2) feet tall, however, the letter R in Rose is three feet one inch (311") tall. The returns and trim cap of the channel letters are white and the returns of the logo are white with a black trim cap. The logo and letters are mounted to the upper projected fascia/roof portion of the building, The previously approved individual tenant sign cabinets remain the same. ANALYSIS The Family Dollar signage consists of an internally illuminated wall sign that has three (3) foot tall red channel letters with white returns and a white jewelite trim cap. The cha~hel letters are to be mounted to the eKtended building facade on the same upper projected fascia/roof and south as the Rose Auto stores sign (see Exhibit "C" - proposed signage). The fOllowing is a comparison of the sign characteristics of the proposed Family Dollar sign versus the existing Rose Auto stores sign and the requirements of the Central Business District design guidelines regarding signage. The comparison between Family Dollar and Rose Auto is being made because Rose Auto is currently the only major tenant in the shopping center and Family Dollar would become the second major tenant: Page 2 Memorandum 95-195 Family Dollar File No. ADAP 95-003 1. Height of letters: a) Rose Auto stores - 2 feet (except the R in Rose is 311" tall) b) Family Dollar 3 feet c) Design Guidelines - sets forth a ratio based on size of letter to size of face background as follows: 4 inches: 7 inches: 10 inches: 14 inches: 8 square feet 25 square feet 50 square feet 100 square feet Minimum size is recommended. Copy letters and logo should constitute 40 percent of the total graphic area, with a background of 60 percent. The suburban shopping center was not envisioned as a use for the CBD, hence the ratios for two and three foot tall letters are not provided, 2. Letter style: a) Rose Auto stores - Two styles (type not specified), however they use their nationally registered copy. b) Family Dollar One style, different than Rose Auto Stores letter style, and it is their nationally registered copy. c) Design Guidelines - Signage and graphics are to be compatible with their surroundings, appropriate to the type of activity to which they are seen, expressive of the identity of individual proprietors, as well as legible and readable, Signage and graphics are to be compatible with the building architecture, and are to relate to form, Icale, proportion, texture, materials and detailiuq. Minimum size signs are recommended and are to be consistent with the' purpose of communicating information. 3. Logo: a) Rose Auto stores - Checker board b) Family Dollar - No logo except for letter style c) Design guidelines - Minimum use of logo/symbol elements is recommended Page 3 Memorandum 95-195 Family Dollar File No. ADA? 95-003 4. Type of sign: a) Rose Auto stores - Internally illuminated channel letters (neon) b) Family Dollar - Internally illuminated channel letters (neon) c) Design guidelines - Modular fabricated reverse channel letters with neon backlight illumination are preferred (low intensity) 5. sign colors: a) Rose Auto Stores - Letters have a red plexiglass face with black and white face for checker board logo b) Family Dollar - Letters have a red plexiglass to match the red of the Rose Auto stores sign c) Design guidelines - Canopies and other colored architectural features ( s ignage) should match the following CBO accent colors. Any combination of these colors may be used. White, Tan (pantone 465C), Brown (pantone 492C), Green (pantone 349C) and Blue (pantone 294C) As indicated in the comparison above, the Family Dollar tenant signage matches the color and location, but not the letter style of the Rose Auto stores sign. It also does not comply with the central Business District design guidelines, but does comply with the sign code in terms of size and location. However, as previously mentioned, the 1990 approval of the original sign program submitted for the renovated shopping center, set forth different criteria for the small tenants versus the major or anchor tenants, which at that time was only Winn Dixie. This approval allowed the signs in the center relief from the size, color and type of signs permitted by the CBD Guidelines. Although the new community Design Plan 1s not applicable since this request is not a substantial improvement or alteration which changes the architectural design of the building, for comparison purposes it is noted that the Family Dollar letter style and color would meet the plan, however since the shopping center miKes sign style (by the 1990 approval of Winn Dixi~ and the 1993 approval of Rose Auto to replace a portion of Winn Dixie) and the plan does not permit miXing of sign style, this would be an area of noncompliance, Another comparison 1s the most recent (1994), major Sign program approval by the Commission for Boynton Lakes Plaza. Applying the Boynton Lakes Plaza standards to this request, Family Dollar would be permitted their proposed letter style, since they are nationally registered, yet leasing less than 10,000 square feet, provided they complied with the approved shopping center colors, which Family Dollar does. Haag Site Development Administrator DATE: May 3, 1995 SUBJECT: Family Dollar at Boynton Beach Plaza - ADAP #95-003 Modification to sign program NATURE OF REQUEST Susanne Wildner, agent for cynwyd Investments, property owner of Boynton Beach Plaza, is requesting approval to modify the Boynton Beach Plaza sign program to include wall signage for a new tenant, Family Dollar (see Exhibit "A" letter of request from the applicant). Boynton Beach Plaza is located in the Central Business District (CBD) at the northeast corner of Federal Highway and Boynton Beach Boulevard (see attached location map). BACKGROUND In May of 1990, the City Commission (CRA) approved a site plan modification for tenant signage at the Boynton Beach Plaza. The signage included red channel letters for a Winn Dixie wall sign and sign cabinets for all other tenants in the center. The Winn Dixie sign copy included three (3) foot tall red channel letters and the individual tenant signs were three (3) foot tall by eight (8) foot wide cabinet signs. The color of the plastic face of the cabinet signs was carib blue with white lettering. The Winn Dixie sign was shown mounted to the upper portion of the projected roof/fascia of the front of the building and the individual tenant sign cabinets were shown mounted to the lower fascia at the front of the building. In July of 1993, a sign permit was issued for Rose Auto Stores, which took over a portion of the vacated Winn Dixie tenant space. The approved sign copy (see Exhibit liB" - curl-ent sign program) reads, "Rose Auto stores" in red channel letters with a black and white checker board logo preceding the name, The logo and letters are two (2) feet tall, however, the letter R in Rose is three feet one inch (3 11") tall. The returns and trim cap of the channel letters are white and the returns of the logo are white with a black trim cap. The logo and letters are mounted to the upper projected fascia/roof portion of the building. The previously approved individual tenant sign cabinets remain the same. ANALYSIS The Family Dollar signage consist8 of an internally illuminated wall sign that baa three (3) foot tall red channel latters with white returns and a white jewelite trim cap. The cba~nel letters are to be mounted to the extended building facade on the same upper projected fascia/roof and south as the Rose Auto stores sign (see Exhibit lie" - proposed signage). The following is a comparison of the sign characteristics of the proposed Family Dollar sign versus the existing Rose Auto Stores sign and the requirements of the Central Business District design guidelines regarding signage. The comparison between Family Dollar and Rose Auto is being made because Rose Auto is currently the only major tenant in the shopping center and Family Dollar would become the second major tenant: Page 2 Memorandum 95-195 Family Dollar File No. ADAP 95-003 1. Height of letters: a) Rose Auto stores 2 feet (except the R in Rose is 3'1" tall) b) Family Dollar 3 feet c) Design Guidelines - sets forth a ratio based on size of letter to size of face background as follows: 4 inches: 7 inches: 10 inches: 14 inches: 8 square feet 25 square feet 50 square feet 100 square feet Minimum size is recommended. Copy letters and logo should constitute 40 percent of the total graphic area, with a background of 60 percent. The suburban shopping center was not envisioned as a use for the CBD, hence the ratios for two and three foot tall letters are not provided. 2, Letter style: a) Rose Auto Stores - Two styles (type not specified), however they use their nationally registered copy, b) Family Dollar One style, different than Rose Auto stores letter style, and it is their nationally registered copy. c) Design Guidelines - Signage and graphics are to be compatible with their surroundings, appropriate to the type of activity to which they are seen, expressive of the identity of individual proprietors, as well as legible and readable. signage and graphics are to be compatible with the building architecture, and are to relate to form, scale, proportion, texture, materials and detailing. Minimum size signs are recommended and are to be consistent with the purpose of communicating information. 3. Logo: a) Rose Auto stores - Checker board b) Family Dollar - No logo except for letter style c) Design guidelines - Minimum use of logo/symbol elements is recommended Page 3 Memorandum 95-195 Family Dollar File NO, ADAP 95-003 4. Type of sign: a) Rose Auto stores - Internally illuminated channel letters (neon) b) Family Dollar - Internally illuminated channel letters (neon) c) Design gUidelines - Modular fabricated reverse channel letters with neon backlight illumination are preferred (low intensity) 5. sign colors: a} Rose Auto Stores - Letters have a red plexiglass face with black and white face for checker board logo b) Family Dollar - Letters have a red plexiglass to match the red of the Rose Auto stores sign c) Design guidelines - Canopies and other colored architectural features (signage) should match the following CBD accent colors. Any combination of these colors may be used. white, Tan (pantone 465C), Brown (pantone 492C), Green (pantone 349C) and Blue (pantone 294C) As indicated in the comparison above, the Family Dollar tenant signage matches the color and location, but not the letter style of the Rose Auto stores sign. It also does not comply with the Central Business District design guidelines, but does comply with the sign code in terms of size and location. However, as previously mentioned, the 1990 approval of the original sign program submitted for the renovated shopping center, set forth different criteria for the small tenants versus the major or anchor tenants, which at that time was only Winn Dixie. This approval allowed the signs in the center relief from the size, color and type of signs permitted by the CBD Guidelines. ~~I Although the new Community Design plan is not applicable since thrs~ ~ request is not a substantial improvement or alteration which changes the architectural design of the building, for comparison purposes it is noted that the Family Dollar letter style and color would meet the plan, however since the .hopping center mixe. .1;n 8tyle (by the 1990 approval of Winn Dixie and the 1993 approval of Rose Auto to replace a portion of Winn Dixie) and the plan does not permit mixing of sign style, this would be an area of noncompliance. Another comparison 1s the most recent (1994), major sign program approval by the Commission for Boynton Lakes Plaza. Applying the Boynton Lakes Plaza standards to this request, Family Dollar would be permitted their proposed letter style, since they are nationally registered, yet leasing less than 10,000 square feet, provided they complied with the approved shopping center colors, which Family Dollar does.
