Major Site Plan Modification: Request for approv-
al of an amended site plan to modify an existing
restaurant building to construct a 1,120 square
feet addition, new parking facility and land-
scaping.
Tambri Heyden, Planning and Zoning Director, advised that this is a major site
plan modification to an existing restaurant building on the north side of Martin
Luther King Boulevard, just east of Seacrest Boulevard. The property is zoned
C-2. Upgrading of the parking lot and landscaping is required because square
footage is being added. Approximately three months ago, a parking lot variance
was approved by the City Commission for a backup space. The Planning and
Development Board recommended approval of this request subject to staff com-
ments.

Parking Facility: The proposed parking facility will accommodate
21 cars (including one handicapped space). A total of 21 parking
spaces are required for the 2,100 square feet restaurant building,
Following compliance with staff comments the parking facility will
comply with the required improvements of the code with the
exception of a variance which was approved by the Planning and
Development Board on November 9, 1993 and by the city Commission on
November 16, 1993 that allowed the back-up space for the parking
spaces located east of the building to be reduced to 23.91 feet,
The parking facility is designed to comply with the required
improvements of the parking lot code.
Landscaping: The proposed landscaping will meet code once staff
comments have been incorporated into permit plans,
Building and Site Regulations: The front setback for the existing
building is only 11 feet instead of the required 30 feet, No
expansion of this existing non conformity is proposed. The rest of
the building and site meets the requirements of the code.
Community Design Plan: This site is not located in a community
design district and therefore compliance is not required.
Signage: Signage was not included as part of the request however,
all signage shall comply with the requirements of the Sign Code.

The following is a list of comments regarding the second review of
the above-referenced project:
The list of comments identify unresolved comments either from the
first review or new comments as a result of the second review, To
show compliance with these comments will not substantially alter
the configuration of the site and the design of the building,
All comments and recommendations can be rectified on the plans at
time of permitting considering that the request for site plan
Review is approved. The applicant must understand that additional
comments may be generated upon review of the documents and working
drawings submitted to the Building Department for permits for the
proposed project.
I. SITE PLAN REVIEW COMMENTS:
1. Maximum overall height of building must be shown on elevation
view drawings. The overhang shall be dimensioned on sit@ plan
drawing.
2, Add note to drawing indicating that the color of the dumpster
enclosure walls will match the color of the building,
3. Dimension on the plan a ten foot clear opening for access to
the dumpster enclosure.
4. Additional hedge material shall be shown south of the parking
area between the west wall of the new addition and the west
property line,
6. Delineate on the drawing the location of the different species
of hedge material,
7. On the drawing clarify the area and limits of landscape
material within the required line-of-sight triangles.
