Please place the above-referenced item on the City Commission
agenda for Thursday, September 19, 1991, under Development Plans,
Consent Agenda.
DESCRIPTION: Request for approval of an amended site plan to
construct phase II of the park to include a basketball court and
a 1,200 square foot addition to the multipurpose building to
house restrooms and community policing officers. The project is
located at 1901 North Seacrest Boulevard.
RECOMMENDATION: The Planning and Zoning Board unanimously
recommended approval of this request subject to staff comments,
copies of which are attached. To address the safety concerns
raised by the Police Department in their memorandum (~91-088),
the Board recommended the addition of a window on the south
elevation of the satellite City Hall and replacement of the
bathroom floor-to-ceiling partitions with typical stall walls.

SITE PLAN MODIFICATION - EZELL HES~R PARK
(SATELLITE CITY HALL AND RESTROOMS)
Upon review of the above mentioned project, the following list of
comments must be addressed in order to conform with Boynton Beach
city Codes:
1. All drawings and/or documents submitted for public record
and prepared by a design professional, shall show original
legible raised seal and signature of a Florida registered
design professional responsible for the drawings.
2. Provide an overall site plan showing all the required and
provided parking spaces for the entire site including the
proposed new addition. Show on the site plan the parking
space ratios that were allowed when the original site plan
was approved. Include the parking space ratios for the new
addition. I recommend providing one (1) parking space per
three hundred (300) square feet of gross floor area. This
ratio is consistent with office use as specified within
Appendix A-Zoning. If the square footage or the required
parking spaces for the proposed addition was included with
the figures allowed with the original site plan approval,
delineate on the site plan the location of the items and
square footage listed on the approved parking calculations
sheet and verify that the required number of parking spaces
are provided at the site.
3. Identify on the plans the total gross square footage for the
proposed addition. The square footage computed by using the
dimensions shown on the floor plan does not match the figure
identified on the site plan.
4. Show on the site plan the setback distance from the North
property line to the proposed new addition.
5. Specify the width of the covered porch on the site plan and
floor plan drawings.
6. Show on the site plan a handicapped accessible walkway
leading to the entrance of the building and the common
restrooms. Specify on the plans the following walkway data:
i. width
ii. texture of the finish
iii. slope for the entire length
iv. length
v. show the location, width, length and elevation of the
five (5) foot by five (5) foot wide level platform that
is required at the entrance of the building and
restrooms.
NOTE: Show consistency in representing the on-site sidewalk
leading to the public sidewalk with respect to site
plan and floor plan drawings.

7. Specify on the plan the elevation of the finish floor for
the Satellite City Hall and restrooms.
8. The outline, configuration and material shown and identified
on the project drawing(s) submitted with the plan(s) for
final sign-off shall match in every respect the colored
drawing(s) approved by the City Commission during the
approval process of the project. The color of each exterior
finish material shown on the final sign-off plans shall be
identified by name, color number and manufacturer's name
which shall match in every respect with the color(s) shown
on the drawing(s) approved by the City Commission. A
manufacturer's color chart showing and identifying all
approved color(s) shall be submitted with the plans for
final sign-off.
9. Specify the specie of sod to be used.
10. Identify on the plan the grade, size at planting, and the
installation specification for the proposed landscape
material. All specifications must be consistent with the
requirements of the Landscape Code.

Initial review of this plan left much to be desired in that this
phase plans did not link up with the total picture of the entire
park.
After an explanation by Mr. DeBeck, I find several problems from
a public safety aspect. I find that little thought was given by
the architect in crime prevention through environmental design
concepts. The two passageways have little natural observation
and would tend to lead toward deviant behavior problems. The
design and location of the restrooms make what should be a safe
and natural activity a potential risk area for personal safety
for users and vandalism to the facility.
Therefore, I would recommend a total redesign with CPTED concepts
built in to ensure the space is utilized for the purpose it was
designed for and discourages unsafe activities in what is
supposed to be a safe location.

Please be advised of the following planning Department comments
with respect to the above-referenced request:
1. Provide a graphic scale on all drawings. Site plan
application, page 5, item #2.
2. Provide a site plan of the entire site indicating where the
Phase II addition will be constructed and which recreational
amenities are provided or under construction as part of
Phase I. Chapter 19, Article II, Section 19-17(b).
3. Add a site data table to the site plan drawing which
includes the information from pages 3 and 4 of the site plan
application as well as an inventory of the uses provided at
the park, including quantities and square footages.
4. Indicate on the site plan and application, the number of
parking spaces to be provided and the number of parking
spaces required for each use for phase I and Phase II.
Review of the parking calculations for this project on file
in the Building Department indicates that parking was not
allocated for future amenities such as the courts. This
documentation can be updated and added to the site date
table to reflect phase II construction. Appendix A -
Zoning, Section 11.H.16.c(2), d(20), e(4) and e(8).
4. Provide verification that the easement for the sidewalk
encroachment on the adjacent property to the north has been
recorded.
5. The sidewalk along N.W. 19th Avenue and N.W. 17th Avenue
shall be constructed concurrently with the future
improvement of these rights-of-way by the City as indicated
on the final sign-off plans for the original site plan
approval on file in the Building Department.
6. Revise the following pages of the site plan application
submitted to reflect this modification: page 2 (#9 and
#18), page 3 (#2), page 4 (#6 - f, g and h which conflicts
