The follo1wing response is per your memo of September 02, 1993 reque5ting that a written
response stating what changes of circumstances have caused lots to be reduced. It
should be noted that all minimum lot standards per the rezoning have been met with the
exception of lot depths.
Typical lot depths of 1371 have been maintained wherever possible. The minimum 137'
depth WllS based upon the Conceptual Master Plan submitted with the rezoning request
which WilS approved on January 4, 1989. The 137' lot depths Indicated on this plan were
conceptusl in that hard engineering had not been done.
In our preparation of the plat we determined that by holding 131' lot depths on the south
side of the development and providing a 60' wide roadway that lot depths on the north
side of the road would vary from approximately 136.36' to 136.65' with the exception of
lots located on tile cul-de&sac. The cul-de-sac lots would be shallower but wider in order
to maint:lin a minimum lot area of 9590 square feet As stated in Tambri's memo of
August ~~4, 1993 a condition of approval of this zoning action is that it is subject to staff
comments which are not in conflict with the specified development standards. Condition
2 of the staff comments states "Should this request be approved as submitted under the
Ri A zoning district, the applicant shall plat the property as shown on the conceptual plan
with a minimum lot size of 70 feet by 137 feet". The platting of this property as shown
would be in conflict with the stated minimum lot size of 70' X 137' as shown on the
preliminary plat.
Another issue unresolved on the Conceptual Master Plan is waler management concerns.
It is indicated on th6 1989 Conceptual Master Plan that a minImum of 10% of the site
would be! utilized for retention purposes but, there was no indication as to how this would
be accomplished. It would have to be assumed that if water management facilities were
included on the plan that they would have to be incorporated within the lots. We have
reduced the depth of lots 16 and 17 to provide for retention aroas outside of the lot areas.

If the depths of these lots were to be increased the water managem9nt areas would have
to be included within the lots. The net usable afea of the lots would remain the same.
Lots adjacent to the cul-de~.sac are less than 137' In depth as were lots located on the
cul~de-sac on the 1989 Conceptual Master Plan. Lots 1, 3 and 32 f1ad all or portions of
their depths less than 137' on the 1989 plan.
Our adherence to the requir"ement that "the applicant shall plat the property as shown on
the conceptual plan- has been to the greatest extent possible withIn the confines of
meeting current standards and conditions of the master subdivision approval. It should
be noted that development standards for the R1 A zoning district have been met or
exceoded for the project.

Dear Brian:
It is this department's policy to suspend reviews for preliminary
and final plat documents which contain numerous staff comments
and/or have omitted the submission of required data, fees, plans,
requisite governmental entity approvals, etc.
I have discussed the status of Gee & Jenson's most recent submission
with the City Manager and have been authorized to request, thru your
office in your capacity as City Engineer for this project, that the
plan review be suspended and that the plans be returned to Gee & Jenson
so that they may recheck their own plans themselves and resubmit when
said plans more closely comply with City code(s).
During our preliminary review of the plans, we have noted that the
Opinion of Cost submitted by Gee & Jenson was neither certified nor
contained unit and unit price breakdowns. Missing from the plan
submission was the required streetscape and street lighting plan
along with associated street light submission fees. Plans, for the
most part, were devoid of material standards and specifications,
including missing compaction requirements and backfill procedures.
Required bondable items such as surveying were omitted from the
Opinion of Cost, including a lack of required Health Department
plan approvals, South Florida Water Management District approvals,
Palm Beach County construction within rights-of-way approvals and
LWDD (if applicable) etc.

Please be advised that Gee & Jenson Engineers on behalf of MI Homes,
have submitted the above referenced preliminary and final plat and
construction plans, including applicable Subdivision Ordinance
Submission fees.
W. Richard Staudinger, P.E., is requesting a concurrent review of
the plans and desires a review of these documents during the
August 12, 1993 Technical Review Committee meeting.
By copy of this memo to all other Technical Review Committee members,
I herein transmit copies of said plans, along with Gee & Jenson's
cover letter and Opinion of Cost (which is not certified), including
other data relative to sewage collection, etc.
It should be noted however, that this office has not yet received the
reconciled Master Plan and therefore I have notified the applicant
that processing of this submission, within the time frame they desire,
may be impossible without benefit of the reconciled Master Plan (a
condition of approval by the City Commission) .
A concurrent review, will for the most part, combine both the
preliminary and final plat process as one, therefore requiring submission
of approvals from requisite governmental entities such as South Florida
Water Management District, Lake Worth Drainage District and Palm Beach
County Rights-of-Way Permitting Division, etc. To date, we have not
received the required governmental approvals and as such, none have
been provided with the construction plans transmitted with this memo.
In an attempt to assist the developer in moving this project ahead of
schedule, I respectfully request that this matter be placed on the
August 12, 1993 Technical Review Comr~ittee schedule and that all
Technical Review Committee members be prepared to discuss same during
that meeting.

PROJECT HISTORY
On behalf of M.I. Homes, Gee and Jenson Engineers has submitted
Preliminary Plat Documents and Associated Construction Plans for
the above referenced project.
This project received three (3) full reviews by the City's Technical
Review Committee under the Chairmanship ofthe.City Engineer.
The third and final preliminary plat submission was found to be in
substantial compliance with City Code of Ordinances, Appendix "C"
Subdivision and elatting by both the Technical Review Committee and
the City Engineer as required by code. Pursuant to standard
procedural provision, the preliminary plat and construction plans
were placed on the agenda for the regular June 12, 1993 meeting of
the Planning and Development Board.
The Planning and Development Board unanimously rendered a favorable
recommendation for approval to the City Commission, the basis of
this agenda item.
REQUESTED CITY COMMISSION ACTIOR
A quantity of two (2) City Commission action(s) are necessary during
the Gonsideration of the Johnathan's Grove Preliminary Plat Subdivision.
They are as follows:
Determination of Land Value on a Per Acre Basis
Reference the Code Requirement for Parks and Recreation Land Dedication,
the Applicant(s) based on the nominal size of the proposed subdivision
(10 acre-32 single family lots), has decided to avail him/herself of
the code provision which allows for the payment of a fee in lieu of
land dedication.
utilizing an appropriate formula found in Appendix "C", the land

on research of Land Values determined by prior City Commissions and
Planning and Zoning ):Boards for projects in proximity to Jonathan's
Grove.
Averaging the historical data resulted in a staff recommended figure
of $52,500.00 per acre.
The Planning and Development Board rendered a 5-2 vote to accept
staff's value determination of 52,500.00/acre after considering
testimony and evidence provided by both the applicant and City
Staff.
Staff's recommended value of $52,500.00, if adopted by this Commission,
would result in a dedication fee in the amount of $30,240.00.
The applicants value of $36,000.00, if adopted by this Commission,
would result in a dedication fee of $20,736.00.
The Code states that,
"If a subdivider objects to the. Fair Market Value determination,
he may at his own expense, obtain a appraisal of the property by
a qualified Real Estate Appraiser approved by the City, which
appraisal of Fair Market Value may be accepted by the City Council
if found reasonable." .9
The Code also states that,
"Alternately, the City Council and the Subdivider may agree as to
the Fair Market Value."
ACTION II
Staff respectfully requests the City Commission determine Fair Market
Value for the subject Subdivision on a Per Acre Basis.
ACTION 12
Staff respectfully requests the City Commission's approval of the
Johnathan's Grove Preliminary Plat and Construction Plans, based on
a favorable recommendation from the City Engineer, the Technical
Review Committee and a unanimous recommendation for approval rendered
by the City's Planning and Development Board on October 12, 1993,
subject to comments.

Preliminary Plat Submission
Thi~. memorandum shall serve as formal notification to the Planning
and Development Board as well as the City Conunission that the above
referenced preliminary plat submission, that being Jonathan's Grove,
has attained the nonbinding approval of the preliminary plat and
associated construction plans by the City's Technical Review Conunittee
under the chairmanship of the City Engineeer.
Jonathan's Grove is a subdivision situated on the east side of
Lawrence Road, south of Hypoluxo Road, and is comprised of 32 single
family residential lots fronting on a public street dedicated to the
City of Boynton B.~ch, Florida (.e. attached location plan).
PROJECT mSTORY

The Jonathan's Grove subdivision preliminary plat documents were
initially submitted to the City of Boynton Beach, Florida on or about
July 1993 and required approximately three formal reviews by the
City's Technical Review Conunittee, under the chairmanship of the City
Engineer, in order to attain substantial compliance with our City's
Subdivision & Platting Regulations.
The City's Technical Review Conunittee and the City Engineer have
found the submitted preliminary plat and associated construction plans
to be in compliance with City codes and have acknowledged same by
placing their signature on the submitted plan and plat documents.
Pursuant to City Code of Ordinances, specifically Appendix "C",
Subdivision and Platting Regulations, Article VIII, Section 502, this
office herein submits the Jonathan's Grove project to the Planning and
Development Board for conunents and recommendations to be subsequently
forwarded to the City Conunission for their consideration during the
next regular City Commission meeting of October 19, 1993. Pursuant
to the same code, the Planning and Development Board shall forward
its comments and recommendations to the City Manager for placement on
the agenda of the next meeting of the City Commission, who will either
approve or disapprt,ve the construction plans and preliminary plat and
will direct the City Engineer to so advise the developer of its decision.

Should the City Commission, after considering the Planning and
Development Board's recommendation, decide to approve the construction
plans and preliminary plat documents, the City Commission shall direct
the City Engineer to advise the Developer's Engineer and furnish a
written statement of "technical compliance and s~rety establishment.".
Note: Technical compliance of the construction plans and preliminary
plat shall not constitute acceptance of the final plat; rather
it shall be deemed an expression of acceptance of the layout
submitted on the preliminary plat as a guide to the preparation
of the final plat. (Appendix "C", Article VIII, Section 505)
REQUIRED PLANNING AND DEVELOPMENT BOARD ACTION
The Planning and Development Board shall perform a quantity of
necessary actions relating to the submission of the Jonathan's
preliminary plat documents and associated construction plans.

1. Establish a value of the land on a per acre basis. The City's
staff has determined, based upon historical information relative
to land sales for other plats appro~ed in the vicinity of Jonathan's
Grove, that the value per acre should be determined to be
approximately $52,500.00 per acre. The Developer contends that
based upon his contract to purchase (which mayor may not represent
the true land value of the property), that the land should be
valued at $36,000.00 per acre. The Planning and Development Board
is herein advised that the value established on a per acre basis
will be "plugged" into a formula which will determine the required
fee in lieu of land dedication the Developer will submit to the
City, reference recreation and park dedication fees.
It is staff's Josition that the Developer's per acre value of
$36,000.00 is on the extreme low side of this property's fair market
value and recommends that the value of $52,500.00 per acre be
determined to be appropriate by the Planning and Development Board.
Pursuant to City Code of Ordinances, should the Developer object
to whatever per acre value is determined to be appropriate by the
Planning and Development Board, it shall be incumbent upon the
Developer, at his own expense, to provide a fair market value
appraisal of this property to be performed by a liceneed and
qualified Land Appraiser.
In''accordance with City Code of Ordinances, this information in
its entirety will be transmitted to the City Commission who shall
render the final determination in all pertinent matters.

2. The Planning and Development Board, based upon staff's determination
that the preliminary plat and associated construction plans
substantially complies with City codes, may issue a favorable
decision to the City Commission recommending approval of this

preliminary Plat - final comments
The Planning and Zoning Department has reviewed the final submittal
of the preliminary plat drawings for Jonathan's Grove and has
signed-off subject to the items below which are recommended as
~ondition. of approval. This list i8 separated into items that can
be rectified during preparation of the final plat and into
information that needs to be relayed to the Planning and
Development Board and City Commission.
Issues to be rectified on next submittal:
1. Lot size calculations shall be submitted to verify that all
lots meet the minimum lot size required for the project,
pursuant to one of the 1989 conditions of zoning approval.
(Planning and Zoning Department Memorandum dated August 24,
1993.) ~~
2. Provide a bike path detail which reflects an eight feet wide,
concrete path, pursuant to Appendix C Subdivisions,
Platting, Article X, Section 12. (Planning and Zoning
Department Memorandum dated September 2, 1993 and September 9,
1993.)
3. Redesign the footer of the northern, six feet high, buffer
wall so that it does not encroach the 15 feet wide Florida
Power and Light (FPL) easement. Since the decision to locate
the walliS feet south of the north project boundary was
predicated on the existence of this easement, a problem is
anticipated with the proposed footer location. Also, provide
a wall detail.
4. Adust the angled portion of the property line between lots 17
and 18 so that when the lot depth of lot 11 is measured,
pursuant to the Zoning Code, the line drawn between the
midpoint of the front property line to the midpoint of the
rear property line does not encroach lot 18.
5. The layout, configuration and size of the lots shown on the
preliminary plat assumes Commission approval of a change in
the conditions of the 1989 Jonathan's Grove rezoning.
Therefore, approval of the preliminary plat is contingent upon
approval of the applicant's request for this change to the
conceptual plan and minimum lot size of 70 feet by 131 feet,
attached tc' the rezoning approval.
6. If the rezoning condition change referenced in comment 5 above
is approved, the master plan shall be revised and submitted
(two copies) to the Planning and Zoning Department. A note
shall be added to the revised master plan that states which
lots must have a minimum lot size of 10 feet by 137 feet.
If the rezoning condition change is not approved, the master
plan shall be revised to reflect a note stating that all lots,
with the exception of lots 15 and 18 around the cul-de-sac,
shall have a minimum lot size of 70 feet by 137 feet.
1. Provide building envelopes for all lots on the revised master
plan referenced in comment 6 above. (Planning and Zoning Dept.
Memorandum ~ated August 24, 1993 and September 2, 1993.)

Points of Information:
8. .AI though n"t a code requirement or condition of zoning
approval, the approved master plan indicated a five foot high
vinyl coated, chain link fence with hedge along the south
boundary of the project. The fence and hedge have been
deleted on the preliminary plat drawings.
9. One of the conditions of the 1989 rezoning approval included
that a wall, not to exceed six feet in height, be built on the
north boundary of the property. As discussed in comment.3
above, a fifteen feet wide FPL easement now exists along the
north property boundary. The wall is proposed immediately
south of this easement. In order to meet the minimum lot size
required fo~ the project, to the greatest extent possible, and
provide a public street, each lot along the north boundary
contains a portion of the wall and of the FPL easement. For
maintenance reasons, the preferred way of encompassing buffer
walls is within common areas. Due to the long expanse of the
wall, the fifteen feet of lot area north of the wall is
unusable to the lot owner and difficult to access.
10. Pursuant to the City's concurrency management ordinance,
approval of this A16 category development order must include
simultaneous issuance of concurrency or conditional
concurrency for the following public facilities: potable
water, sanitary sewer, solid wa~e, recreational facilities
and district parks. The attached analyses dated october 5,
1993 and June 2, 1993 state that solid waste, recreational
facilities and district parks can . be certified for
concurrency. The ability to certify concurrency for potable
water and sanitary sewer' is 'evidenced by the utilities
Department's unconditional sign-off of the preliminary plat.
Although roads, drainage and neighborhood park facilities were
certified with the master plan approval, drainage was
certified conditionally. The two conditions of .~~edrainage
certification require satisfaction at time of 'final plat
approval.

Level of Service
Please be informed that based upon my discussion with Bob Eichorst,
Director of Public works, on'september 8, 1993 reference the above
subject, I have determined that the adopted level of service for
solid waste facilities would not be lowered given the addition to
the waste stream by that generated at build-out by the Johnathan's
Grove development.
Although the data is not available to determine specifically
whether the City ~s capable of processing 7.2 lbs per capita per
day of solid waste, it is logical to assume that it can process
waste at this rat~ based upon the continued proficient operation of
the city's solid waste collection/hauling system, and the continued
acceptance of this waste by the soli~ waste Authority.

The following analysis of the availability of parks and recreation
facilities throughout the was based on a current peak population of
55,350 persons (based on the Bureau of Economic and Business Research's
most current pel-manent population estimate of 48,144, and an estimate of
7,206 seasonal residents), and the needs analysis of parks and
recreation facilities utilized in the city's comprehensive plan.

Neiahborhood Parks
The subject property is located within Neighborhood park Planning
Area # 1. As indicated in the Recreation and open space support
Document, pg 10, Area ~1 consists of residential developments that
contain private recreation areas and, which have dedicated 19 acres of
public park space. TWO (2) of these dedicated sites are currently being
designed and construction should commence within one (1) year. Given
the proximity of Johnathon's Grove to tad planned parks (within 3/4
mile) and the projected population of the proposed development, the
adopted levels of service for Neighborhood Planning Area #1 will not be
affected by the Johna~hon's Grove project.
District parks
Based on the standard for district parks of 2.5 acres per 1,UOO
persons, and the city's current park inventory, there is currently a
surplus of over 15 acres of district park space (see attached analysis).
As also indicated by the same analysis, the potential population to be
qenerated by ehis proposed amendment wil.l have no affect upon th~
availability of district park space within the city.
Recreation Facilities
Although several recreation facilities have very little sur~lu~
remaining, the subject proposal would not result in the lowering of the
level of service for any recreation facility below the adopted standard~
(see attached analysis).

The Planning and Zoning Department has reviewed the final submittal
of the preliminary plat drawings for Jonathan's Grove and has

Lot size calculations shall be submitted to verify that all
lots meet the minimum lot size required for the project,
pursuant to one of the 1989 conditions of zoning approval.
(Planning and Zoning Department Memorandum dated August 24,
1993.)
Provide a bike path detail which reflects an eight feet wide,
concrete path, pursuant to Appendix C Subdivisions,
Platting, Article X, Section 12. (Planning and Zoning
Department Memorandum dated September 2, 1993 and September 9,
1993. )
Redesign the footer of the northern, six feet high, buffer
wall so that it does not encroach the 15 feet wide Florida
Power and Light (FPL) easement. Since the decision to locate
the wall 15 feet south of the north project boundary was
predicated on the existence of this easement, a problem is
anticipated with the proposed footer location. Also, provide
a wall detail.
Adust the angled portion of the property line between lots 17
and 18 so that when the lot depth of lot 17 is measured,
pursuant to the Zoning Code, the line drawn between the
midpoint of the front property line to the midpoint of the
rear property line does not encroach lot 18.
The layout, configuration and size of the lots shown on the
preliminary plat assumes Commission approval of a change in
the conditions of the 1989 Jonathan's Grove rezoning.
Therefore, approval of the preliminary plat is contingent upon
approval of the applicant's request for this change to the
conceptual plan and minimum lot size of 70 feet by 137 feet,
attached to the rezoning approval.
If the rezoning condition change referenced in comment 5 above
is approved, the master plan shall be revised and submitted
(two copies) to the Planning and Zoning Department. A note
shall be added to the revised master plan that states which
lots must have a minimum lot size of 70 feet by 137 feet.

Points of Information:
8. Although n0t a code requirement or condition of zoning
approval, the approved master plan indicated a five foot high
vinyl coated, chain link fence with hedge along the south
boundary of the proj ect. The fence and hedge have been
deleted on the preliminary plat drawings.
9. One of the conditions of the 1989 rezoning approval included
that a wall, not to exceed six feet in height, be built on the
north boundary of the property. As discussed in comment 3
above, a fifteen feet wide FPL easement now exists along the
north property boundary. The wall is proposed immediately
south of this easement. In order to meet the minimum lot size
required for the project, to the greatest extent possible, and
provide a public street, each lot along the north boundary
contains a portion of the wall and of the FPL easement. For
maintenance reasons, the preferred way of encompassing buffer
walls is within common areas. Due to the long expanse of the
wall, the fifteen feet of lot area north of the wall is
unusable to the lot owner and difficult to access.
10 . pursuan t to the City's concurrency management ordinance,
approval of this A16 category development order must include
simultaneous issuance of concurrency or conditional
concurrency for the following public facilities: potable
water, sanitary sewer, solid waste, recreational facilities
and district parks. The attached analyses dated october 5,
1993 and June 2, 1993 state that solid waste, recreational
facilities and district parks can be certified for
concurrency. The ability to certify concurrency for potable
water and sanitary sewer is evidenced by the utilities
Department's unconditional sign-off of the preliminary plat.
Al though roads, drainage and neighborhood park facilities were
certified with the master plan approval, drainage was
certified conditionally. The two conditions of the drainage
certification require satisfaction at time of final plat
approval.

Update
Subsequent to this department's previous report transmitted to your
Commission in response to Vice Mayor Aguila's request for information
regarding the status of Jonathan's Grove, the attached South Florida
Water Management District report was received by this office and is
herein transmitted to your attention.
From the onset of the Jonathan's Grove review, staff has steadfastly
held the position that the drainage system as depicted should be
improved, including the installation of a positive outfall in order
to abate subdivision flooding. Please note within paragraph #2 & #4
of the South Florida Water Management District report, that the
District concurs with prior staff recommendations and therefore the
requirement to install a positive outfall and upgrade drainage
facilities shall be maintained by staff unless the developer intends
to submit a variance application to your Commission for consideration
during an appropriate variance hearing, as referenced in Appendix C,
Subdivision and Platting Regulations.
The Jonathan's Grove project was to be considered by the Planning
and Development Board on September 14, 1993, but the third submission
of plat and development plans by the developer, did not comply with
City Code of Ordinances therefore the City Engineer has directed the
applicant to resubmit plat and plans no later than September 16, 1993
for reconsideration during the September 28, 1993 Technical Review
Committee meeting.

The staff has completed a preliminary review of the above referenced application.
According to Rule 40E-40, Florida Administrative Code (FAC), satisfactory answers
to the following ~ additional comments must be provided before our review can
continue.
1. During the review of your application, it was noted that you submitted
$500.00t however, the permit processing fee for a general permit is
$650.00. Please provide an additional $150.00 for the general permit
app 1; cat i on fee.

3. It is not clear how flows along Lawrence Road are being maintained. The
Lawrence Road swale appears to be blocked by the proposed GoldFinch Way
connection. It also appears that the minimum perimeter grade of 18.9 feet
NGVD is not being maintained at Lawrence Road. Please provide additional
explanatory information regarding this intersection and revise your plans
as necessary to resolve the blockage and maintain perimeter grading.
4. There a ears to be at least two outfalls available for use b the
pro~ect. Tota on-site retention is not recommended when an outfall is
avallable. Please investigate the use of either the Lawrence Road system
or the existing ditch located along the eastern project boundary and/or
provide documentation as to why these cannot be used. It is our
understanding that the City of Boynton Beach will not permit this project
without a legalt positive outfall. What is the status of the city's
review regarding this issue?

5. The cumulative soil moisture storage values used may be too high and
therefore overestimate the soil storage available in the poorly drained
soils found at this project.
The ge1technica1 information provided states 'the permeability of
the upper clean sands found within the borehole is 6 inches per
hour. We believe the permeability within the hardpan type soils
will be considerably lower than the value measured for the upper
clean sands.'
This reduced permeability in the organic/argillic layer will reduce the
soil storage predicted in the soil profile. It is staff's opinion that a
storage value of 6.5" for a water depth of 4.0' would be more appropriate.
Please comment.
6. The recovery analysis should be performed for the design storm volume not
the water Quality treatment volume. Due to the site speCific soil
conditions as discussed in No. 5 above, the recovery time for the
retention system will be increased. Staff suggests that another analysis,
such as a mounding analysis be performed to more accurately predict the

7. Staff has reviewed the documentation provided for water and sewer
availability to the site. Please provide water and wastewater commitment
letters from local suppliers which indicate adequate capacity is available
for your site.
8. Staff has reviewed the documentation provided for proof of ownership. A
warranty deed or contract for sale in the applicant's name is required.
Please provide a copy of the instrument which verifies the applicant's
ownership of the project.
9. Please indicate whether surface water or groundwater withdrawals are
proposed for irrigation or other on-site water use. If so, please be
advised that it will be necessary for you to obtain a Water Use Permit.
Because of the inseparable nature of Water Use and Surface Water
Management, the application for either will not be considered complete
until all information for both is complete.
10. It appears from the survey submitted that a well exists on the property.
Please provide your intention for the existing on-site well. If it is not
proposed for use, it should be plugged and abandoned.

project, pursuant to one of the 1989 conditions of

wall so that it does not encroach the 15 feet wide Florida

a wall detail.
4. Adust the angled portion of the property line between lots 11
and 18 so that when the lot depth of lot 11 is measured,
pursuant to the Zoning Code, the line drawn between the
midpoint of the front property line to the midpoint of the
rear property line does not encroach lot 18.
5. The layout, configuration and size of the lots shown on the
preliminary plat assumes Commission approval of a change in
the conditions of the 1989 Jonathan's Grove rezoning.
Therefore, approval of the preliminary plat is contingent upon
approval of the applicant's request for this change to the
conceptual pl~n and minimum lot size of 70 feet by 137 feet,
attached to the rezoning approval.
6. xf the rezoning condition change referenced in comment 5 above
is approved, the master plan shall be revised and submitted
(two copies) to the Planning and Zoning Department. A note
shall be added to the revised master plan that states which
lots must have a minimum lot size of 70 feet by 137 feet.
If the rezoning condition change is not approved, the master
plan shall be revised to reflect a note stating that all lots,
with the ~xception of lots 15 and 18 around the cul-de-sac,
