AGENDA DOCUMENTS f . 7el KID STOP II NEW SITE PLAN SITE PLAN REVIEW STAFF REPORT FOR PLANNING AND DEVELOPMENT BOARD AND CITY COMMISSION Applicant: Mark and Joan Mendel Agent: Bob Kuoppala - Kuoppala and Associates P.A. Location: 3800 Quantum Boulevard Land Use Plan Designation: Industrial Zoning Designation: Planned Industrial Development (P.I.D) Type of Use: Day School Number of Units: N/A Square Footage: Site - 47,912 Building - 8,852 Description of Project: The applicant wishes to develop the vacant 1.1 acre site into a day school project. The site is located in Quantum Corporate Park in an area designated on the Master Plan for office uses. The proposed use is compatible with the permitted uses listed within in the conventional C-1 Office and Professional Commercial Zoning District. The proposed building has a total are of 8,852 square feet. The building is divided into four (4) structures connected with a single roof. The building is located on the site within the setbacks designated for the zoning district. Based on the parking space requirements for the zoning district, there are surplus parking spaces provided at the site. The plan shows seven, 11 foot by 18 foot, drop-off parking spaces located directly in front of the building. The site landscaping exceeds the code required material and also contains existing trees preserved from the original site. The project is not located within a community design district, therefore, the colors and architectural style are subject to approval by the Board. Harmonious comparison of the adjacent projects is an integral part of approving site plans, however, the subject property is bordered by vacant lots. The closest building is the Allstate building located west of the subject property on N.W. 22nd Avenue. The dumpster enclosure and refuse truck turn-around area has been placed in front of the building along Quantum Boulevard, however, for aesthetic consideration, staff recommends that if the enclosure is not completely concealed with additional landscape material, it should be relocated to the rear of the project with the location meeting the requirements of the applicable departments. Another aesthetic concern of the staff is the height of the exposed surface of the retaining wall that is located along the front of the property. A tall stark wall would detract from the architectural design of the building and site. Staff recommends that if the wall creates a harsh view that the design of the wall include offsets spaced along its length and landscaping be added along the street side of the wall. Mark and Joan Mendel Page 2 Review of Departmental Comments: The comments from the reviewing departments are attached. Based on the Engineering Department comments, the applicant has agreed to omit the parking space that borders the east property line to allow for a turn-around area at the end of the parking lot. The Technical Review Committee recommended that the project be forwarded to the Planning and Development Board with the understanding that their unresolved comments and code deficiencies will be rectified and corrected at the time working drawings for the project are reviewed for permit issuance. Recommendation: Staff recommends that this site plan be forwarded to the Planning and Development Board and City Commission with a recommendation for approval. CC/jm Att. A:KIDSTOP.P&D MEMORANDUM July 30, 1992 TO: Christopher Cutro, Planning and Zoning Director FROM: Michael E. Haag, Zoning and Site Development Administrator RE: Site Plan Review - New Site Plan Amended Plans Project - Kidstop II Location - 3800 Quantum Boulevard Applicant - Mark and Joan Mendel File No. - 684 The amended plans for the above referenced project have been submitted and reviewed. The following comments are either comments from the original set of comments that were not satisfactorily corrected on the amended plans or were generated as a result of the way the plans were amended. All comments shall be corrected. However, it is acceptable to show compliance with the outstanding comments on the plans that are required to be submitted to the Building Department for permit review. 1. Specify on the elevation view drawings the color of each exterior finish material and feature. The colors shall match the colors identified on the color elevation drawing. Place a distinguishable symbol where each finish material and feature is shown on the elevation drawings. The symbol shall correlate with the same type of symbol that is placed next to the appropriate color specified on the color list. 2. Specify on the Landscape Plan that the space within the line-of-sight triangle between thirty (30) inches and six (6) feet shall provide unobstructed cross visibility. 3. Show and specify on the Landscape Plan and plant list that fifty (50) percent of the total numbers of all shrub material proposed for the site is of a native specie. Identify on the plant list each native specie material by placing a distinguishable symbol next to the botanical plant name. Note: Eugenia Guianensis is not a native specie. 4. To evaluate the aesthetics of the site as viewed from Quantum Boulevard specify on the Site Plan drawing the elevation of the retaining wall and the elevation of the finish grade on both sides of the wall. Note: If the elevation of the wall and grades vary along the length of the wall, provide at least four elevations along the entire length including an elevation at each end of the wall. 5. I recommend for aesthetic consideration that the dumpster enclosure be relocated to the rear portion of the site and that the code required landscaping material replace the enclosure or that a dense evergreen landscape material of three (3) feet in height at planting, spaced two (2) feet on center be shown, specified and located around three sides of the enclosure directly in front of the five (5) to seven (7) foot high Wax Myrtle plants. The Ixora and Liriode would still be installed but, moved forward allowing room for the medium height hedge material. This recommendation is to conceal the enclosure with a layered effect of short, medium and tall landscape material. The recommendation to relocate the dumpster enclosure to the rear of the parking area is based on the fact that there is a surplus of parking spaces at the site. They are as follows: 1. Approval by the utility companies is needed for the sign located in the utility easement. 2. When two or more buildings are on the same site and one wall is not a minimum 4-hour fire wall, the percentage of openings and fire wall ratings must comply with Table 600 of the Standard Building Code. This condition would not apply if the buildings were tied together at the breezeway and a single building was created. 3. State on the plans if the driveway will be asphalt or concrete (not both), in order that the appropriate codes will be addressed. #1'/. i''1/;/ ,~~-t'-<y/ Newbold, 38-7480 Al AN : bh KIDSTOP2.Doe RECREATION & PARK MEMORANDUM #92-264 TO: Chris Cutro, Planning & Zoning Director FROM: Kevin J.
