The amended plans for the above referenced project have been submitted and
reviewed. The following comments are either comments from the original set
of comments that were not satisfactorily corrected on the amended plans 'or
were generated as a result of the way the plans were amended. All comments
shall be corrected. However, it is acceptable to show compliance with the
outstanding comments on the plans that are required to be submitted to the
Building Department for permit review.
1. Specify on the elevation view drawings the color of each exterior
finish material and feature. The colors shall match the colors
identified on the color elevation drawing. Place a distinguishable
symbol where each finish material and feature is shown on the
elevation drawings. The symbol shall correlate with the same type of
symbol that is placed next to the appropriate color specified on the
color list.
2. Specify on the Landscape Plan that the space within the line-of-sight
triangle between thirty (30) inches and six (6) feet shall provide
unobstructed cross visibility.
3. Show and specify on the Landscape Plan and plant list that fifty (50)
percent of the total numbers of all shrub material proposed for the
site is of a native specie. Identify on the plant list each native
specie material by placing a distinguishable symbol next to the
botanical plant name. Note: Eugenia Guianensis is not a native
specie.
4. To evaluate the aesthetics of the site as viewed from Quantum
Boulevard specify on the Site Plan drawing the elevation of the
retaining wall and the elevation of the finish grade on both sides of
the wall. Note: If the elevation of the wall and grades vary along
the length of the wall, provide at least four elevations along the
entire length including an elevation at each end of the wall.
5. I recommend for aesthetic consideration that the dumpster enclosure be
relocated to the rear portion of the site and that the code required
landscaping material replace the enclosure or that a dense evergreen
landscape material of three (3) feet in height at planting, spaced two
(2) feet on center be shown, specified and located around three sides
of the enclosure directly in front of the five (5) to seven (7) foot
high Wax Myrtle plants. The Ixora and Liriode would still be
installed but, moved forward allowing room for the medium height hedge
material. This recommendation is to conceal the enclosure with a
layered effect of short, medium and tall landscape material. The
recommendation to relocate the dumpster enclosure to the rear of the
parking area is based on the fact that there is a surplus of parking
spaces at the site.

permit. They are as follows:
1. Approval by the utility companies is needed for the sign
located in the utility easement.
2. When two or more buildings are on the same site and one wall
is not a minimum 4-hour fire wall, the percentage of
openings and fire wall ratings must comply with Table 600 of
the Standard Building Code. This condition would not apply
if the buildings were tied together at the breezeway and a
single building was created.
3. State on the plans if the driveway will be asphalt or
concrete (not both), in order that the appropriate codes
will be addressed.

Dear Mr. Kuoppala:
This is to advise you that on August 18, 1992, the City
Commission of Boynton Beach approved the Site Plan at the above
referenced location.
The approval of the Site plan was subject to the following
conditions:
1. Amend the site plan to show a turn-around at the east
end of the property;
2. Amend the site plan to eliminate parking spaces to
create the turn-around;
3. Amend the site plan to relocate the dumpster to the
turn-around;
4. Building permit plans be modified to address any
outstanding comments.
The Site Plan approval entitles you to develop the property as
shown on the approved plans. If you wish to modify the plan
prior to submission of your building plan, please contact the
Planning and Zoning Department. Modifications during the
building permit process will be handled as part of that process.
The approval of the Site Plan remains in effect for one year,
until August 18, 1993. If an extension is needed, please forward
your request to the Planning and Zoning Department 30 days prior
to the expiration date.
We have attached a list of submittal documents from the Building
Department to assist you in assembling your building permit
package. We have also attached copies of the comments that must
be met in the building permit submittal.

Mr. Kuoppala:
The City of Boynton Beach has completed its first review of the
site plan for the above referenced project. Attached are comments
made by the reviewing departments during their initial review of
your project.
In order to complete the review process, the site plan and
documents must be amended to comply with these comments within 90
days of the date of this letter. (If amended plans are not
submitted in 90 days, a new application fee will be required.)
When there are comments made by the reviewers that you feel are
not applicable to the approval of the project or will be
addressed separately and you have not amended the plans to comply
with the comment(s), you must prepare written explanation for
each comment stating why the comment is not applicable and return
the explanation with the amended plans and documents.
After amending the plans and documents, please submit twelve (12)
complete sets of t~e plans to the Planning and Zoning Department.
When the amended plans and documents have been submitted to the
Planning and Zoning Department, they will be distributed to the
reviewing departments for a second review and the reviewers will
recommend if the site plan will be placed on a board approval
schedule (see attached). If there are major comments not
addressed by new plans or the reviewers recommend that the plan
not be forwarded to the Planning and Development Board, this
office will notify you on your alternatives regarding the site

CHECKLIST
The following list and information is provided as a checklist to ensure
that the submittal of amended plans and documents is substantially complete
for review. Turning in the list and the appropriate plans and documents
will enable the submittal to be efficiently checked prior to being accepted
by the Site Development Division of the Planning and Zoning Department.
Project Name:
1. Submit an amended Site Plan Review application form that reflects the
changes that were made as a result of amending the plans and documents
to comply with the Code of Ordinances and the Technical Review
Committee comments. A copy of the original form with a distinguishable
symbol identifying the change(s) may be submitted or a completed new
form with the changes identified. It is the agent of the owners
responsibility to notify the owner(s) of changes. If there are no
changes required to be documented on the application form, a letter
from the applicant stating same must be turned in with the amended
submittal.
2. Submit twelve (12) assembled and complete sets of plans and documents
that show compliance with the Code of Ordinances and comments made by
the Technical Review Committee. Two (2) of the sets shall have the
appropriate legible raised seal and signature of the designer
responsible for the drawing(s). Plans and documents shall be assembled
in twelve (12) individual complete packages with the title of the
project on all pages and/or sheets and each page or sheet numerically
numbered such as the following example: 1 of 3, 2 of 3, 3 of 3.
3. Submit a locator map that identifies the location of the site and the
surrounding roadways and zoning districts. (Refer to directions on the
attached sheet titled submittal requirements)
4. Submit color photographs of the buildings on the site that are to
remain in their existing condition and photos of existing buildings on
sites that abut the subject property. (Refer to directions on the
attached sheet titled submittal requirements)
5. Submit a legible 8 1/2" by 11" transparency of the landscape site plan
drawing. (Refer to directions on the attached sheet titled submittal
requirements)
6. Submit colored elevation view drawings - Duplicate drawings of the
drawings submitted tpr site plan review that have been colored.
(Not mounted - Refer to directions on the attached sheet titled
submittal requirements)
7. Submit color samples of the proposed color(s). (Refer to directions on
the attached sheet titled submittal requirements)

SUBMITTAL REOUIREMENTS
The following shall be incorporated as part of the submittal of
amended plans and/or documents for review
1. Submit a scaled locator map that identifies the location and
perimeter boundary of the site and the surrounding road~ and
current zoning districts including the district of the
subject property. The map shall show and identify by name
the roads surrounding the site and the roadway path that
links the site to the closest arterial road with the names
of the roads and arterial road(s) identified. The map shall
show the zoning district line and the title of the zoning
districts that abut the perimeter of the zoning district
where the subject property is located. The map shall have
the North compass direction and scale identified. Maximum
size of locator map is 8 1/2" by.14".
2. Submit color photographs of the buildings on the site that
are to remain in their existing condition and photos of
existing buildings that are located on the sites that abut
the perimeter of the subject property. The minimum size is
8" by 10". Each photograph shall be labeled'to identify the
location of the existing structures with respect to the
location of the proposed project.
3. Submit a 8-1/2" x II" transparency of the landscape site
plan drawing to be used on an overhead projector at board
meetings.
4. Submit colored elevation view drawings - a colored duplicate
copy of all drawings of the elevation views of each side of
all buildings and signage associated with the project. The
colored elevation views shall match the elevations shown in
the documents that where submitted for site plan review. The
applicable exterior surfaces as identified above shall be
colored with the color name and associated color reference
number identified. The type of exterior surface material
shall be identified next to the associated color. The
colored elevation drawings shall have compass direction or
title of the side of the building identified. The title
block of the original drawing shall be shown. The maximum
size is 24" by 36". Do no submit on board of any kind.
5. Submit color samples as an example of the proposed colors.
Each sample shall have attached a label that identifies the
color by name And numerical/letter code from an established
color chart.
6. Where a specific exterior surface is not applicable to the
project, signify by placing a "N/A" on the appropriate line.
7. Submit a copy of the legal description of the subject
property on an 8 1/2" by II" sheet of paper.

Mr. Kuoppala:
On July 7, 1992, your submittal for Site Plan Review of the above
referenced project was reviewed for completeness. It has been
determined that the submittal is substantially complete and accepted
for further processing. Michael Haag will be responsible for the
review and coordination of your site plan thru the remainder of the
Site Plan Review process.
The next step in the review process is for the Technical Review
Committee to review the submittal for compliance with the review
standards identified in Part III, Land Development Regulations,
Chapter 4, Site Plan Review, Section 8 and all applicable sections
of the Boynton Beach Code of Ordinances. The results of the review
will be forwarded to you within twenty (20) days of the date
identified in the first paragraph of this letter.

August 13, 1992
Mark and Jan Mendel are proposing to construct a daycare center
in the Quantum Park PID. The center would be located at 3800
Quantum Boulevard and would contain a 8,852 structure on a 1.1
acre site.
The daycare center is to benefit employees of Motorola, who has
recently jointed a national consortium of businesses that will
provide daycare services for employees.
The proposed site plan has been reviewed by staff and was found
to be in compliance with the Code of Ordinances of the City of
Boynton Beach. The few outstanding comments are either related
to building permit issues or are minor comments that will be
corrected on the site plan.
At its meeting of August 11, 1992 the Planning and Development
Board reviewed this site plan and forwarded the site plan to the
City Commission with a recommendation for approval.
This item has been scheduled for City Commission consideration on
August 18, 1992.

In accordance with the City of Boynton Beach, Florida Code of
Ordinances, specifically review standards specified in Part III,
Land Development Regulations, Chapter 4, Site Plan Review, Section 8,
the applicant for the above referenced project shall provide the
following information, technical data and plan revisions.
l) In accordance with Section 8. IIReview Standardsll, Section 8.3.2,
the applicant shall revise plans to depict the removal of a
sufficient amount of median (situated south of the Kidstop ingress/
egress approach) within Quantum Boulevard to facilitate and provide
adequate left turn movements for vehicles exiting this site onto
Quantum Boulevard. Longitudinal skip lines should be applied to
pavement surface in order to better delineate the left turn move-
ment exiting this site onto Quantum Boulevard.
2) Metric Engineering Inc. attachment sheet #l04, dated July 2, 1992
indicates that the exfiltration test was not conducted on this
site. Provide an on-site ex filtration test and indicate upon plans
the location of the test hole. Additionally, the drainage plan

embossed, dated and signed by a professional Engineer registered
in the State of Florida.
3) Metric Engineering Inc., attachment sheet 1 of 4, dated July 2, 1992,
item #l states that ~II of dry pretreatment of stormwater is required.
This statement does not comply with the City's Code of Ordinances
and the Comprehensive Plans drainage element which requires III to
be stored on site prior to discharge into a formal stormwater
receiving system. Revise attachment and plans accordingly.
4) Last parking stall at the extreme east end of the main parking
facility should be eliminated to provide an adequate and suitable
turn-around space. This area should be labeled and identified as
a IINo Parking II area. Chapter 5, Article X, Appendix, requires
27 ft. free and unobstructed backup space.
5) Ingress/egress approach (driveway) grades shall be modified to
prevent stormwater runoff from this site and garbage dumpster pad,
from flowing into Quantum Blvd.
6) Revise plans to depict a typical section of the swale area adjacent
to Quantum Blvd. Existing topography indicates elevations of +16
to +l8, while proposed inlets have grate elevations of +l8.2 and
+l6.0 respectively. Please clarify and explain the effects of the
proposed retaining wall on swale grades. Exfiltration trenches
should be labeled on plan. Additionally, depict ditch typical
sections for the northern swale area. Provide a section drawing
detail for the proposed retaining wall.
7) The ingress/egress approach (driveway) from this site to Quantum
Blvd. is not detailed. Provide a construction detail for the
proposed approach.

The Building Department's comments can be addressed at time of
permit. They are as follows:
1. Approval by the utility companies is needed for the sign
located in the utility easement.
2. When two or more buildings are on the same site and one wall
is not a minimum 4-hour fire wall, the percentage of
openings and fire wall ratings must comply with Table 600 of
the Standard Building Code. This condition would not apply
if the buildings were tied together at the breezeway and a
single building was created.
3. State on the plans if the driveway will be asphalt or
concrete (not both), in order that the appropriate codes
will be addressed.

The following comments are in response to the submittal of the
site plan for the above referenced project. The comments for the
project will be discussed at the July 28, 1992, Technical Review
Committee meeting. The site plan was reviewed for consistency
with the review standards specified in Section 8 of Chapter 4,
Site plan Review, Part III, Land Development Regulations of the
code of Ordinances. The applicant shall amend the drawings and
documents to show compliance with the following comments:
1. Revise the rear setback that is shown in the Project Data
from 20 feet to 30 feet.
2. To determine if the location of the structure is within the
required setbacks, show (with a distinguishable symbol) and
identify on the site plan drawing the perimeter boundary of
the roof overhang and specify the width of same.
3. During the preapplication conference, the agent for the
applicant stated that to comply with the Code regarding
distance between buildings, each building would be connected
with a continuous roof. To ensure compliance with the Code,
the applicant shall incorporate into the drawings a scaled
roof plan drawing that includes showing and identifying the
exterior walls of each building.
4. show and identify on the Site Plan and Landscape Plan
drawing the location of the retaining wall that is depicted
on the drainage plan. Include a section view drawing of the
wall that identifies and shows the following information:

elevation of the top of the wall;
elevation of the grade on both sides of the wall;
location of the property line;
location of the chain link fence;
dimension of the thickness or width of the wall;
type of material proposed for the wall, and
finish material and color proposed for the exposed

NOTE:
If the elevation of the grade and wall varies provide
at least the elevation of the ends of the wall and the
length of the wall. Where applicable show the location
and describe the height of the steps proposed for the
wall.
5. Add the continuous hedge material that is required along the
West property line. The hedge is required to screen the
on-site vehicle use area from the view along Quantum
Boulevard. The hedge material shall start at the double
gate and follow the curb line to within three (3) feet of
where the edge of the driveway intersects the West property
line. Placing the hedge would allow the short section of
hedge that abuts the West property line just North of the
driveway to be omitted.

6. Identify the specie and size of the tree shown on the
property directly north of the driveway entrance into the
site.
7. Identify the color of all exterior finish material and
architectural features shown on each elevation view drawing.
Identify the color of the walls and gates of the dumpster
enclosure. I recommend that the enclosure walls match the
color of the walls of the building. Include the enclosure
gate on all drawings specify on the plan the opaque material
proposed for the gates.
Note: The colors identified on the elevation view drawings
shall match the colors identified and shown on the required
color elevation drawings.
8. I recommend for aesthetic consideration that the dumpster
enclosure be relocated to the rear portion of the site and
the code required landscaping material replace the enclosure
or that a dense evergreen landscape material of three (3)
feet in height at planting and spaced two (2) feet on center
be shown, specified and located around three sides of the
enclosure directly in front of the five (5) to seven (7)
foot high Wax Myrtle plants. The Ixora and Liriode would
still be installed but, moved forward allowing room for the
medium height hedge material. This recommendation is to
conceal the enclosure with a layered effect of short, medium
and tall landscape material. The first recommendation is
based on the fact that there is a surplus of parking spaces
at the site.

This will advise that we have reviewed subject site plan, We approve the
plan with the following stipulations;
1. The brick paver area that is marked II Sanitation Truck Turn-
Around" and II Loading Areall, owner must agree that on scheduled
Solid Waste Collection days, the Sanitation Truck shall hace priority
access to the entire area.
2. There will be a minimum of 22-ft. overhead clearance in the entire
area where the Sanitation Truck must operate.
3. The "Dumpster" enclosure will have a minimum of 12-ft. inside
clearence, exclusive of any gate post or enclosures, and a minimum
of 10-ft. inside depth from front to back.

Find attached for your review the plans and exhibits for the
above referenced project. Site Plan Review approval for this
project will be granted by the City Commission. To ensure that
the project stays on line with the review time frame, I request
that the plans and exhibits be reviewed and formal comments
transmitted to the Site Development Division of the Planning and
Zoning Department no later than 5:00 P.M. on July 21, 1992.
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently
obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land
Development Regulations, Chapter 4, site Plan Review,
Section 8 to review and formulate comments. (See Planning
& Zoning Department memo #92-020)
2. The documents submitted for the project were determined to
be substantially complete based on the submittal
requirements identified in section 7 of the Site Plan Review
Ordinance. However, if the data provided to meet the
submittal requirements is insufficient to properly evaluate
and process the project based on the review standards,
additional data should be requested by the reviewer through
the Planning and Zoning Department.

3. Each comment shall reference the code section and include
the language of the submittal requirements and review
standards that require the data to be submitted for review.
4. Technical Review Committee member(s) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required improvements may
conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of
hls/her review responsibility, the comment and the specific
code section may be included in their review comments with
the name of the appropriate TRC Member that is responsible
for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall
forward the plans and a memo, within the time frame stated
above, to the Planning and Zoning Director stating that the
plans are approved and they do not have any comments on the
plans submitted for review.
All comments shall be typed and addressed to the Planning and
Zoning Director and transmitted to the Site Development Division
for distribution to the applicant. Please include the name and
phone number of the reviewer on this memo. Mike Haag will be the
Planning and Zoning Department staff member coordinating the
review of the project.
The Site Development Division will send to the applicant a cover
letter which includes the comment(s) and directions to amend the
plans to comply with the comments and submit to the Site
Development Division within 90 days twelve (12) sets of amended
plans for review. When the Site Development Division receives the
amended plans, they will distribute the plans with a cover memo
to all TRC Members for review and approval.
