Description of Project: The city of Boynton Beach is requestlng
site plan approval to construct Meadows Park Two. The proposed park
is a public park that will be built on a 7.19 acre vacant piece of
property located at the southwest corner of congress Avenue and
Meadows Boulevard. The entrance/exit to the park will be located on
Meadows Boulevard. The on-site traffic flow is one-way leading to
the parking area and restroom facilities. The restroom facility is
the only enclosed structure located in the park. The traffic flow
continues in a counter-clockwise direction that leads back to
Meadows Boulevard. Grass parking spaces have been provided as
supplemental parking. 'There are two open picnic pavilions and
gazebo located near the center of the park. The site is located in
the Coastal Village Design District and the structures comply with
the design theme specifications. The following recreation amenities
are provided at the park:

The site is presently relatively !Lat and as depicted on the plan,
landscaped berms will be created around the perimeter of the park
to add character to the site. The only area required to be
landscaped is the perimeter of the vehicle use area. The other site
landscape material shown is supplemental. picnic tables and benches
are scattered throughout the park. Two drinking fountains and a
bicycle rack are shown on the plan near the playground area and the
athletic courts. A vinyl clad chain link fence five feet high
borders the west side of the park. Six (6) feet of asphalt walk
connect the park to the concrete sidewalk along Congress Avenue.
Review of Departmental Comments: Please find attached the comments
from all reviewing departments. The Technical Review Committee
recommends that the project proceed forward through the approval
process subject to the following comments: Memorandum No. 93-130
from Robert Eichorst, Director of Public Works, Memorandum No. 93-
242 and 93-180 from John Guidry, Director of utilities, and
Planning and Zoning Department Memorandum dated May 28, 1993

Memorandum No. 93-146 from the Engineering Department is not
applicable considering that a bicycle rack is shown on the plan
located between the start point of the health trail and the
basketball court.
Due to the fact that these plans have been reviewed at public
meetings before the city Commission and because the work schedule
is very tight, the plans were accepted without detailed drainage or
landscaping plans. staff will do comprehensive reviews of these
plans when the building permit drawings are submitted.
Recommendation: The Planning and Zoning Department recommends that
the Board find the plans acceptable and forward same to the city
commission with a recommendation to approve, subject to the
applicant submitting working drawings for permit review that depict
the project in compliance with the city Code of Ordinances and the
attached staff comments.

Gee and Jenson has submitted the conceptual plan for Meadows Park
Two for site plan review. This park is located at the southwest
corner of Congress Avenue and Meadows Boulevard.
This site plan, like Boynton Lakes Park, has been subject to a
series of community meetings to receive input on the parJ~ design
and for that reason a detailed landscaping and drainage plan were
not required with the plan submission.
The members of the Technical Review Committee reviewed this plan
and their comments are attached. It is our understanding that
Gee and Jenson will adjust the construction plans to meet these
comments.
At its meeting of June 8, 1993, the Planning and Development
Board reviewed this site plan and forwarded it to the city
Commission with a recommendation for approval.
This plan has been scheduled for final review before the City
Commission at its meeting of June 15, 1993.

the applicant shall depict upon the subject plans a bike rack
facility.
I have no objection to the plans moving forward through the various
Boards conditioned upon the depiction of an approximate location for
the subject bike rack facility.

staff has reviewed the plans and offer the following comments:
1. The water service off Chesterfield Drive, Boynton Lakes Park,
appears to fall in a stabilized turf area. This is not
desirable. The design consultant has been provided the
locations of our utilities. It is recommended he overlay the
proposed and existing services on the plan to avoid conflicts
before construction drawings are prepared.
2. In a matter unrelated to utilities, the restroom design
allows for viewing, f~om the parking lot, the restroom
interiors when the doors are open. Exterior partitions
should be considered to prevent this.

The amended plans for the above referenced proj ect have been
submitted and reviewed. The comments regarding the vehicle use area
are significant in nature and will require the plans to be modified
to show an increase in the amount of impervious area. However, the
basic design of the site may remain as shown. The following
comments are either comments from the original set of comments that
were not satisfactorily corrected on the amended plans or were
generated as a result of the review of amended plans. All comments
shall be corrected. However, it is acceptable to show compliance
with the outstanding comment(s) on the plans that are required to
be submitted to the Building Department for permit review. The
applicant must understand that the following comment(s) are
comment (s) generated for site plan Review and that additional
comments may be forth coming as a result of the review of the
working drawings and documents submitted to the Building Department
for permits. All permit documents are reviewed for compliance with
the requirements specified in the Boynton Beach Code of Ordinances.
1. Specify on the site plan drawing the scale used to create the
drawing.
2. To determine the number of required parking spaces, identify
on the site plan the square feet area of the paved or improved
surface of each athletic court (Note: one [1] parking space is
required for each 1,500 square feet of athletic court).
3. show on the site plan drawing a tabular summary that
identifies the number of regular and handicapped parking
spaces required and provided. The total number of spaces
provided shall not be less than the number required by the
zoning code and the Department of Community Affairs
Accessibility Requirements Manual.
4. Incorporate into the site plan drawing a typical detail
drawing of the striping and signage for the regular and
handicapped parking space.
5. Amend the site plan drawing to show the appropriate aisle
width, back-up space and parking space depth dimensions for
all the parking spaces, including the overflow grassed
parking.
6. Submit for review scaled drawings and data that show the
project in compliance with city codes and the site plan review
submittal requirements.
7. On the plan identify the type and height of fencing proposed
for the tennis court area.
8. On the site plan identify the number of stations that are
located on the health trail.
9. Identify on the site plan drawing with a distinguishable
symbol the location, species and type of lawn grass.

10. show and identify on the S1t.e plan the location, spacing,
size, species and native material that is required to form the
continuous visual barrier around the perimeter of the vehicle
use area.
11. Add to the site plan the species, size and grade
specifications for the landscape material.
12. show and dimension on the site plan the line-of-sight cross
visibili ty triangle required on both sides of the
ingress/egress to the park. Indicate on the plan the limits of
the unobstructed cross visibility space required within the
triangular area.
13. Show and identify the location of the required light fixtures
for the vehicle use area and associated pedestrian areas.
14. To provide safe access to the park by pedestrians and
bicyclists from the Meadows "300" development, I recommend
installing a sidewalk at least six feet wide near the park
entrance that leads to the restroom facility area.
15. To stay consistent with the code regarding grass parking area,
I recommend that the access aisles for the south overflow
grass parking area be changed from grass to an improved
surface.
