City Commission agenda under Development Plans, Non-consent agenda.
DESCRIPTION: This is a request for relief from Section 10.F.G of
the Community Design Plan regarding exterior lighting for Miami
subs at 1920 south Federal Highway, submitted by owner, Joe Marouf.
Exposed neon lighting is proposed along the entire length of each
side of the existing parapet wall.
RECOMMENDATION: The Planning and Development Board, with a 4-3
vote, recommended denial of this request. This recommendation was
based on the Board's concern that approval would establish a lack
of consistency between project to project; either neon (or any kind
of exterior lighting attached to the outline of a building) should
be allowed or not allowed.

The Planning and Zoning Department has closed the Comprehensive Planning Amendment Round 2000-2 and we have one
privately initiated Future Land Use Map amendment and a City initiated revision to the Transportation and Future Land Use
Elements.
The privately initiated Future Land Use Amendment is for changing the land use on an eleven-acre parcel located on Federal
Highway north of Gateway Boulevard and west of the F.E.C. railway. This parcel is currently designated commercial and is
requesting a change to high density residential. The applicant is requesting this change to accommodate a proposed "for sale"
multi-family residential development (please see attachment I).
The Planning and Zoning Department has also initiated several changes to the Transportation and Future Land Use Element's to
include goals, objectives and policies that will begin to implement the City's 20/20 Master Plan. These changes are specific to
the Ocean Avenue and Martin Luther King redevelopment areas (please see attachment II and III).
These amendments are scheduled for a workshop with the Planning and Development Review Board on February 17,2000 at 6
p.m. The Planning and Development Review Board is scheduled to fonnalIy review these amendments on March 9, 2000 and
will be placed on first reading before the City Commission on AprilS, 2000. Upon frrst reading the Planning and Zoning
Department will transmit the amendment round 2000-2 to the Department of Community Affairs (DCA) in Tallahassee. The
DCA will have ninety days to comment on the proposed amendments. This will include comments from various review
agencies, such as Florida Department of Transportation. The City will receive an objections, recommendations and comments
(ORC) report from the DCA. The City may need to make modifications to the amendment to be consistent with the ORC report.
The amendment will be heard before the City Commission on August 16,2000 agenda for second reading. Upon second
reading the Department will need to transfer the adopted amendment to the DCA for a fmal determination of compliance with
Chapter 163, F.S. The DCA will issue a notice of intent and will publish this intent in the local section of the Palm Beach Post.
The City initiated amendments continue the revisions to the Comprehensive Plan and further the City's vision outlined in the
20/20 Master Plan. The Planning and Zoning Department will continue to make amendments to the Comprehensive Plan, as it
is a living document and an expression of the City's dedication to the future. If you have any questions or comments regarding
