'7LJ ;n- Christoph~r tttro Planning & Zoning Director TO: DATE: July 16, 1992 RE: Modular Model Home Sales Center - Site Plan The applicant, Jim Zengage, President of Rockwell Development Company, is requesting to construct a building that is designed and constructed to represent the modular home product that his company sells to interested consumers. The modular home will contain a small office where sales of the homes will be conducted. The sUbject site is located at the northeast corner of N.W. 7th Court and Boynton Beach Boulevard, immediately adjacent to Wendy's Restaurant. Staff has reviewed the proposed site plan and determined that it complies in general with all City codes. However, it should be noted that in recognition of the uniqueness of this request, staff is recommending that the following requirements of the site plan be waived: 1. The placement of a solid masonery six (6) foot high buffer wall to buffer the adjacent residential area from this commercial use; and 2. Full compliance with the Community Design Guidelines. Since the use is temporary, and has residential characteristics, staff does not feel that the buffer wall is necessary. Furthermore, staff does not recommend that all of the Community Design Guidelines be applied (i.e. building materials and features) as this would greatly alter the model which represents the homes that are being marketed by the applicant. The Planning and Development Board, at its meeting on July 14, 1992, reviewed the proposed site plan and forwarded the plan to the City Commission with a recommendation for approval, based upon the following conditions: 1. That the use be approved ~or four (4) years, at which time the site must be vacatedr or an extension be granted to the applicant; 2. That the recommendation fro the Building Department regarding a 110% cash bond be amended to require only the removal of the structure and ~oundation when the use is discontinued and the site vacated; 3. That the shrubs along the vehicle use area be allowed to grow to a minimum height of six (6) feet; and 4. That the applicant work with staff to visually enhance the south side of the site (building and/or landscaping) in order to improve its appearance from Boynton Beach Boulevard This item has been scheduled for City Commission review and consideration on July 21, 1992. Attached is our company brochure, and as you can see, we are attempting to bring affordable houses into the area. After much research on the subject of affordable houses, we have concluded that the best way to accomplish our price goals was to have the home constructed off site in a very short time period. As you may know, a modular house is one which has been pre-approved by the Department of Community Affairs (D.C.A.) which will use conventional building materials regulated by state building codes. This home, which is constructed at an off site manufacturing facility, is completely fixtured down to the kitchen cabinets and the carpeting. It is sized into a component no larger than 14' wide by 70' long in order to be transported by truck along the highway. A small home might consist of two components or modules each being 12' by 50' for a total of 1,200 square feet. On the site a stem wall foundation is constructed to accept the home and underground utilities are located in a position to hook up underneath the home once it is set in place by a crane. Such construction and setup allows for a short turn around time from buyer's contract to closing. At present, we have identified two locations on Boynton Beach Boulevard of which we have no business relationship at this time. This relationship is contingent, pending your approval. One lot is located adjacent to Wendy's on N.W. 7th Ct. on the West side of 1-95, approximately 74' by 128' known as (Lot 1, RG43, Twp. 45, Sec. 20) owned by Walter ) GLADES/ST. I would appreciate your input in allowing our project to be located on a commercial property in Boynton Beach. Hopefully with such exposure we can reach a wide market of buyers who can place these homes throughout the city. In addition, we are working with several real estate companies who are experts on the vacant lots throughout the city, who are eager to assist our buyers. Although this model center will be our sales facility, we have obviously no intention of using it for on site housing. In fact. once the model is no longer in use, we can easily have it removed in the same manner as which it arrived and relocated to a permanent residential location. June 23, 1992 FRCM : DATE: SUBJECT: Site Plan review - Model Harne Sales Center - Amended plans The amended plans illustrate two items which must be corrected before we can recoomend forwarding of this project. These i terns were not indicated on the initial plans. They are: 1) The landscape plan indicates irrigation is to be provided with City water. In that this is a commercial establishment, we will not set a separate irrigation meter for it, and all water usaqe will be billed for water and sewer charqes. The applicant must acknowledge that he is aware of this policy, in writing, before we can approve the pI ans . This policy is intended to promote conservation in accordance with Comprehensive Plan policy 3C.3.4. 2) The plans indicate fire protection will be provided fram a hydrant not adjacent to a public right-of-way, in which case access may be a problem. A water main could be extended (at developer expense) along Boynton Beach Blvd. to provide better access fram the right-of-way adjacent to the property. In addition, it is not clear fram the current plans whether the existing hydrant is within 200' of all points on the building, as required by code. The following two conditions are repeated fram our original memo for your convenience, and may be met after Carmission approval. 1) The capacity reservation fee must be paid within 30 days of City Carmission approval. Based upon a 3/4" meter size the reservation fee for this facility is $ 138.60. (Sect. 26-34(E)) 2) All water and sewer utilities to be owned and operated by the city shall be constructed in accordance with city standards. (Sect. 26-33(b)). The site appears to have a sewer service line to it, but not a water service, although a 3" water main is available in the right-of-way.
