Dear George Davis:
The City of Boynton Beach has completed its first review of the documents submitted for
the above-referenced project. Attached are comments made by the reviewing departments
during their initial review of your project.
In order to complete the review process, the site plan and documents must be amended
to comply with these comments within 90 days of the date of this letter. (If amended plans
are not submitted in 90 days, a new application fee will be required.) When there are
comments made by the reviewers that you feel are not applicable to the approval of the
project or will be addressed separately and you have not amended the plans to comply
with the comment(s), you must prepare written explanation for each comment stating why
the comment is not applicable and return the explanation with the amended plans and
documents.
After amending the plans and documents, please submit twelve (12) complete sets
(including surveys) of the plans to the Planning and Zoning Department. When the
amended plans and documents have been submitted to the Planning and Zoning
Department, they will be distributed to the reviewing departments for second review and
recommendation to the appropriate boards for approval or denial. A recommendation for
denial will be made if there are major comments that have not been addressed on the
resubmitted plans.

On November 27, 1996, your submittal for Major Site Plan Modification approval for the
above-referenced project was reviewed for completeness. It has been determined that the
submittal is substantially complete and accepted for further processing. Jerzy Lewicki, within
the department will be reviewing and coordinating your application through the remainder of
the New Site Plan approval process and can be contacted if you have questions.
The next step in the review process is for the Technical Review Committee to review the
submittal for compliance with the review standards identified in Part III, Land Development
Regulations, Chapter 4, Site Plan Review, Section 8 and all applicable sections of the
Boynton Beach Code of Ordinances. The Technical Review Committee (TRC) will meet on
December 31, 1996 to discuss the first review comments. We understand that the review
schedule will be further determined after this meeting.

It also appears that this is proposed to be ONE W A Y(arrow on pavement) for ingress traffic. The plans show a
STOP SIGN at the driveway entrance at Federal Highway. One of these is not correct. Also, there needs to be
proper signagc (DO NOT ENTER) at the end of the ONE WAY driveway throat. to prohibit westbound travel.

We have reviewed subject project and have the following comments:
1. All plans submitted for specific permits shall meet the City's code requirements at
time of application. These permits include, but are not limited to the following;
site lighting, paving, drainage, curbing, landscaping, irrigation and traffic control
devices. Permits required from agencies such as the FDOT, PBC, SFWMD and
any other permitting agency shall be included with your permit request.
2. Revise documents to reflect all comments.
3. Drawing statement must address the effects of the anticipated design discharges on
the existing drainage system. Chap.6, ArtJV, Sec.5A, pg.6-7
4. Provide certification by Developers' Engineer that drainage plan complies with all

The following is a list of 1 st review comments regarding the site plan review of the
plans for the above-referenced project. The applicant shall understand that all
documents and plans submitted for site plan review are subject to additional comments.
I recommend that the applicanUagent contact me regarding questions related to the
comments. If the applicant is not intending to correct code deficiencies, he should
contact me regarding the procedures, application forms, fees and submittal deadline
dates for seeking relief from the code requirement.
1. City's Land Development Regulations, Chapter 4, Section 7.A require that a
survey provided as a part of the site plan submittal contains existing utility lines
and easements. The survey included in this submittal does not provide this
information, however, the site plan shows several utility lines on the site and
within the adjacent areas. In order to meet the submittal requirements and to
avoid possible conflicts of the proposed building expansion with the location of
existing easements provide a survey that has been abstracted and researched
for utility lines and/or easements.
2. Any roof top equipment will have to be screened from view at a distance of 600
feet. If such equipment is planned, indicate its location and the height of the
equipment above the roof level. Provide elevations of the structure showing the
roof top equipment and the required screening (all reduced to a small scale) and
draw in on these elevations the lines-of-sight connecting the highest point of the
equipment with the eye level from a distance of 600 hundred feet from the
building (LDR, Chapter 9, Section 11.E).
3. On the elevation drawings depict color code and manufacturer's name of all
exterior building finishes.
4. Submit to the Planning and Zoning Department a presentation board containing
all color elevations of the building prior to the Planning and Development Board
meeting.
5. Submit to the Planning and Zoning Department a presentation board containing
samples of all exterior building materials and/or finishes to be used for
construction prior to the Planning and Development Board meeting.
6. Provide the anticipated number of peak hour trips per day and total trips per day.
Include these numbers in the site plan date summary.
7. On the site plan, show all setbacks as required by LDR, Chapter 4, Section
7.8.1.
8. The property, as indicated on survey, consists of three separate lots. Provide
unity of title document for all three lots.

9. Indicate the height of the structure on the elevations of the building, as required
by LDR, Section 7.D.1.
10. Provide a note on the site planllandscape plan that the hedge within the line-of-
sight areas shall be maintained at the maximum level of 30 inches.
11. Prior to the Planning and Development Board Meeting provide drainage
calculations as required by LDR, Section 7.F.1.
12. On the Landscape Plan, Sheet 6 of 7, amend the tabular summary of the
planting material to include a "landscape material required by the code"
category. Also, provide relevant calculations for this category. For the
landscape buffer adjacent to the right-of way and along abutting properties,
provide perimeter distances of the parcel for which the landscape buffer material
is being calculated (Chapter 7.5, Article II - Landscape Code).
13. Since the property has been vacant for more than six months its legal, non-
conforming status has ceased and any new lot layout has to meet the city
standards. The one-way entrance from U.S. Highway NO.1 is proposed within
less than required 180 feet from the intersection of streets. Since the property
has an alternative access from N.E. 10th Avenue, eliminate the non-conforming
access from U.S. Highway NO.1.
14. In accordance with LDR, Chapter 4, Section 7.E, amend your site plan
tabulation to include the following:
A. net buildable land area in acres and feet (net buildable land area is the
area of the lot within the required setback lines)
B. other paved areas (paved area other than vehicular use area)
C. total lot coverage (total lot coverage is the sum of building coverage and
all hard surface pavement coverage)
D. height of the building.
15. Landscape Code requires that the vegetative buffer along a right-of-way
contains trees of a maximum spacing of 40 feet o.c. In order to meet the code
requirement and to better screen the loading zone area from the rights-of-way
add one more tree to the buffer at the south-west corner of the lot.
16. According to LDR, Chapter 2 - Zoning, Section 11.J.1 the minimum size of the
loading zone is 12 feet in width and 35 feet in length. Delineate the proposed
loading zone on the submitted site plan meeting the above design standards.
17. On the site plan provide dimensions of parking spaces and parking aisles in
conformance with the city's design standards.
18. Provide signage of premises as required by the code (LDR, Chapter 4, Section
7.B.1).

Major Site Plan Modification - Second Review
Staff has reviewed the above referenced project and offer the following comments:
1. Backflow preventors are required for certain uses. Please show reduced pressure
zone backflow preventor on your plans as close to water meter as possible,
(Sec. 26.207 (d) (4)).
2. The Utilities Department will permit irrigation by city water on properties
between Federal Hwy. and the ocean. Please show location of proposed water
meter and backflow preventor on your plans if you so desire.
3. These plans will be reviewed again, by the Utilities Department, at time of
Building Permit Application for addition of items 1 and 2 above.
It is our recommendation that the plan proceed through the review process.
