IT IS MY PROFESSIONAL OPINION THAT THE ABOVE REFERENCED
PROJECT SHOULD BE CLASSIFIED AS A MINOR SITE PLAN
MODIFICATION AND NOT REQUIRED TO BE PROCESSED THROUGH A MAJOR
SITE PLAN REVIEW AS IT MEETS THE FOLLOWING CRITERIA:
9.3.l) Does the modification increase the "Buildable
Square Footage" of the development by more than 5% percent?
Answer: NO. There is some disagreement here. We do agree
that the "Building Square Footage" is increased by 1685 SF or
8.6% of the "Building Square Footage" however the addition
only reflects 1.9% of "Buildable Square Footage" of the
development site, which is less than 5%.
We will abide by your determination but request this
application be processed with speedy time considerations of a
minor site plan. Your cooperation helping us with the short
time frame will be appreciated.
9.3.2) Does the modification reduce the provided number
of parking spaces below the required number of parking
spaces?
Answer: NO. We have increased parking spaces to compensate
for the added floor area. However, there will be no increase
in employees or resident units other than those presently
using the facilities. Most of whom, presently walk to the
site facilities.
9.3.3) Does the modification cause the development to be
below the development standards for the zoning district in
which it is located or other applicable standards in the Code
of Ordinances.
Answer: NO. This project will not reduce the development
standards.
9.3.4) Does the modification have an adverse effect on
adjacent or nearby property or reduce required physical
buffers, such as fences, trees, or hedges.
Answer: NO. This project will not have an adverse affect
on the surrounding property or reduce the required buffers.

Dear Mr. Corbett:

On March 14, 1995, your submittal for Site Plan Review of the
above-referenced project was reviewed for completeness. It has
been determined that the submittal is substantially complete and
accepted for further processing. A Planning and Zoning Department
staff member will be responsible for the review and coordination of
your site plan through the remainder of the Site Plan Review
process.
The next step in the review process is for the Technical Review
Committee (TRC) to review the submittal for compliance with the
review standards identified in Part III, Land Development
Regulations, Chapter 4, Site Plan Review, Section 8 and all
applicable sections of the Boynton Beach Code of Ordinances. The
attached chec]~list itemizes additional information required prior
to the TRC meeting which is scheduled for March 28, 1995. If the
TRC Committee generates minimal comments the site plan can be
presented to the April Planning and Development Board and City
Commission meetings.

CHECKLIST
The following list and information is provided as a checklist to
ensure that the submittal of amended plans and documents is
substantially complete for review. Turning in this list and the
appropriate plans and documents will enable the submittal to be
efficiently checked prior to being accepted by the Planning and
Zoning Department.
Project Name: Palm Beach Leisureville Recreation I Office Addition
1. Submit color photographs of the buildings on the site that are
to remain in their existing condition and photos of existing
buildings that are located on the sites that abut the
perimeter of the subject property. The minimum size is 511 by
7". Each photograph shall be labeled to identify the location
of the existing structures with respect to the location of the
proposed project.

Submit colored elevation view drawings - a colored duplicate
copy of all drawings of the elevation views of each side of
all buildings and signage associated with the project. The
colored elevation views shall match the elevations shown in
the documents that were submitted for site plan review. The
applicable exterior surfaces as identified above shall be
colored with the color name and associated color reference
number identified. The type of exterior surface material shall
be identified next to the associated color. The colored
elevation drawings shall have compass direction or title of
the side of the building identified. The title block of the
original drawing shall be shown. The maximum size is 2411 by
36". Do no submit on board of any kind.

3. Submit color samples as an example of the proposed colors.
Each sample shall have attached a label that identifies the
color by name and numerical/letter code from an established
color chart.
4. Submit a 8 1/2" x 1111 transparency of the landscape site plan
drawing to be used on an overhead projector at board meetings.

Attached is the amended site plan submittal for the above
referenced development for your final review and recommendation.

Redevelopment Advisory Board for review or held for further

The attached package will be presented to the Planning and
Development Board on April, 11, 1995 (see attached agenda) and then
to the City Commission the following week (April 18, 1995).
The applicant must understand that the permit plans shall be
amended to comply with the attached staff comments and that
addi tional comments may be generated by staff following their
review for technical compl iance of permit documents that are
required to be submitted for development of the project.

recreational associated buildings located at
the site. The proposed 1,685 square addition
requires 17 spaces therefore, a total of 75
parking spaces are required for the entire
site. The plans show 64 parking spaces 11
additional spaces shall be provided.
Landscaping:
With incorporation of stall comments the
landscaping for the new parking spaces will be
in compliance with code requirements.

A strict reading of our Code of Ordinances would seem to require
the parking lot at subject location to comply with the Parking Lot
Ordinance. The opinions expressed at TRC seemed to support waivinq
code requirements, and as a practical matter we have no objection
to a waiver as long as the City Commission is so informed.
Please also recall that the proposed building layout included a
dead-end corridor which is prohibited by the Building Code. We do
not support a waiver of that requirement because it is a life-
safety issue.

The following is a list of comments regarding the second review of
the above-referenced project. It should be noted that the comments
are divided into two (2) categories. The first category is a list
of comments that identify unresolved comments either from the first
review or new comments as a result of the second review. To show
compliance with these comments will not substantially alter the
configuration of the site and design of the building. The second
category is a list of recommendations I believe will enhance the
aesthetics and function of the project.
All comments and recommendations can be rectified on the plans at
time of permitting it the site plan request is approved. The
applicant must understand that additional comments maybe generated
upon review of the documents and working drawings submitted to the
building Department for permits for the proposed project.
I . SITE PLAN REVIEW COMMENTS:
1. Please show the location and extent of the ground cover
and/or sod that is specified on the drawings. specify
tie specie of sod. Also change the hedge material to
~p1ct at least fifty percent (50%) of the total number
of required hedges as a native specie. Our charts
indicate "Bugenia" as non-native. [Comprehensive Plan
Policy 4.4.6]
2 . Dimension the width of the required landscape strip along
Ocean Avenue. Note: minimum width allowed is five (5)
feet. [Chapter 7.5, Article II, Section 7.5-35 (d)]
3. Show the location of the hedge mate~ial by placing the
hedge symbol, identified in the landscape notes, on the
plan view drawing.
4. Show on the plans the location of the mechanical
equipment and the utility services for the new addition.
Specify and show on the plans the barrier required to
screen these appurtenances. [Chapter 9, section 10.C.$.
and Section 11.E]
5. The square footage of the proposed addition identified on
sheet 1 of 5 does not correspond with the square footage
identified on the site plan review application and sheet
2 of 5. Correct the documents accordingly.
6. Modify the plans to show no less than a total of 75
parking spaces for the entire site. Board of Adjustment
Case No. 144 established 58 parking spaces acceptable to
serve the existing facility. The new addition requires
17 parking spaces, therefore, the total number of spaces
required is 75, unless the Board of Adjustment approves

a variance to reduce the required parking spaces. The
number of parking spaces required for recreation building

7. Recommend using melaleuca mulch instead of pine needle
mulch.
NOTE: If recommendations are approved, they shall be
incorporated into the working drawings required for
permits for the project.
