This recreation facil i ty serves
an existing built-out
residential neighborhood.
Therefore no additional trips
are generated by this addition,
therefore traffic concurrency
is not affected.
Drainage -
The new impervious portion of
the site will meet engineering
specification for drainage at
time of permit issuance.
Driveways:
A single driveway leading to the existing
parking facility will be used as the access to
the new parking spaces.
Parking Facility:
An approval of Board of Adjustment Case No.
144 in June of 1990 established the present
parking facility of 58 spaces acceptable to
serve the existing swimming pool, shuffle
board courts and 7,406 square feet of
recreational associated buildings located at
the site. The proposed 1,685 square addition
requires 17 spaces therefore, a total of 75
parking spaces are required for the entire
site. The plans show 64 parking spaces 11
additional spaces shall be provided.
Landscaping:
With incorporation of stall comments the
landscaping for the new parking spaces will be
in compliance with code requirements.
Building and Site
Regulations:
The new addition and adj acent buildings on
site comply with the zoning district building
and site regulations.
Community Design
Plan:
The new building will match the adjacent
existing structures in texture and color.
Signage:
No signage is proposed for this modification.

A strict reading of our Code of Ordinances would seem to require
the parking lot at subject location to comply with the Parking Lot
Ordinance. The opinions expressed at TRC seemed to support waiving
code requirements, and as a practical matter we have no objection
to a waiver as long as the City Commission is so informed.
Please also recall that the proposed building layout included a
dead-end corridor which is prohibited by the Building Code. We do
not support a waiver of that requirement because it is a life-
safety issue.

The following is a list of comments regarding the second review of
the above-referenced project. It should be noted that the comments
are divided into two (2) categories. The first category is a list
of comments that identify unresolved comments either from the first
review or new comments as a result of the second review. To show
compliance with these comments will not substantially alter the
configuration of the site and design of the building. The second
category is a list of recommendations I believe will enhance the
aesthetics and function of the project.
All comments and recommendations can be rectified on the plans at
time of permitting it the site plan request is approved. The
applicant must understand that additional comments may be generated
upon review of the documents and working drawings submitted to the
building Department for permits for the proposed project.
I. SITE PLAN REVIEW COMMENTS:
1. please show the location and extent of the ground cover
and/or sod that is specified on the drawings. Specify
the specie of sod. Also change the hedge material to
depict at least fifty percent (50%) of the total number
of required hedges as a native specie. Our charts
indicate "Eugenia If as non-native. [Comprehensive Plan
Policy 4.4.6]
2. Dimension the width of the required landscape strip along
Ocean Avenue. Note: minimum width allowed is five (5)
feet. [Chapter 7.5, Article II, Section 7.5-35 (d)]
3. Show the location of the hedge material by placing the
hedge symbol, identified in the landscape notes, on the
plan view drawing.
4. show on the plans the location of the mechanical
equipment and the utility services for the new addition.
Specify and show on the plans the barrier required to
screen these appurtenances. [Chapter 9, Section 10.C.$.
and Section 11.E]
5. The square footage of the proposed addition identified on
sheet 1 of 5 does not correspond with the square footage
identified on the site plan review application and sheet
2 of 5. Correct the documents accordingly.
6. Modify the plans to sho~ no less than a total of 75
parking spaces for the entire site. Board of Adjustment
Case No. 144 established 58 parking spaces acceptable to
serve the existing facility. The new addition requires
17 parking spaces, therefore, the total number of spaces
required is 75, unless the Board of Adjustment approves

a variance to reduce the required parking spaces. The
number of parking spaces required for recreation building
is one (1) space per one hundred (100) square feet of
gross floor area. [Appendix A, Zoning, Section 11 H.16.
and 12(d)]
II RECOMMENDATIONS
7. Recommend using melaleuca mulch instead of pine needle
mulch#
NOTE: If recommendations are approved, they shall be
incorporated into the working drawings required for
permits for the project.

The following comments and recommendations are submitted for your review and consideration:
EXISTING PARKING FACILITY
1. Install HIC post signs in front of the two existing HIC stalls. 5-142 (k).
2. Install a stop sign and stop bar at the egress driveway onto Ocean Dr. 5-142(c).
3. Install a satisfactory lighting system in accordance with city codes. 5-13R (a), 5-140, 5-142(a).
NOTE! The exemption 5-139(f) only applies when ..."modifications or renovations are
proposed...". This application is to construct a new, 1700 sq. ft. building.
NEW PARKING LOT ADDITION
1. Install a stop sign and bar at the west end of the new island for exiting traffic. 5-142(c).
2. Install wheel stops in front of stalls in accordance with standard dwg. B900] 2.
3. The new parking lot shall be subject to meeting city code requirements for paving, drainage,
site lighting, landscaping and irrigation at time of permitting.
Engineering recommends that the plan be forwarded to P&D and CRAB subject to an
acknowledgement and agreement by the applicant that a proper, satisfactory lighting plan for the
existing parking lot be prepard for review and approval prior to issuance of any building permits.
