REVIEW COMMENTS 8.B.2 PALM BEACH LEISUREVILLE RECREATION I MAJOR SITE PLAN MODIFICATION Page 2 Site Plan Review Staff Report Palm Beach Leisureville Recreation I Memorandum Number 95-128 Concurrency: Traffic - This recreation facil i ty serves an existing built-out residential neighborhood. Therefore no additional trips are generated by this addition, therefore traffic concurrency is not affected. Drainage - The new impervious portion of the site will meet engineering specification for drainage at time of permit issuance. Driveways: A single driveway leading to the existing parking facility will be used as the access to the new parking spaces. Parking Facility: An approval of Board of Adjustment Case No. 144 in June of 1990 established the present parking facility of 58 spaces acceptable to serve the existing swimming pool, shuffle board courts and 7,406 square feet of recreational associated buildings located at the site. The proposed 1,685 square addition requires 17 spaces therefore, a total of 75 parking spaces are required for the entire site. The plans show 64 parking spaces 11 additional spaces shall be provided. Landscaping: With incorporation of stall comments the landscaping for the new parking spaces will be in compliance with code requirements. Building and Site Regulations: The new addition and adj acent buildings on site comply with the zoning district building and site regulations. Community Design Plan: The new building will match the adjacent existing structures in texture and color. Signage: No signage is proposed for this modification. The opinions expressed at TRC seemed to support waiving code requirements, and as a practical matter we have no objection to a waiver as long as the City Commission is so informed. Please also recall that the proposed building layout included a dead-end corridor which is prohibited by the Building Code. It should be noted that the comments are divided into two (2) categories. The first category is a list of comments that identify unresolved comments either from the first review or new comments as a result of the second review. To show compliance with these comments will not substantially alter the configuration of the site and design of the building. The second category is a list of recommendations I believe will enhance the aesthetics and function of the project. All comments and recommendations can be rectified on the plans at time of permitting it the site plan request is approved. The applicant must understand that additional comments may be generated upon review of the documents and working drawings submitted to the building Department for permits for the proposed project. I. SITE PLAN REVIEW COMMENTS: 1. please show the location and extent of the ground cover and/or sod that is specified on the drawings. Specify the specie of sod. Also change the hedge material to depict at least fifty percent (50%) of the total number of required hedges as a native specie. Our charts indicate "Eugenia If as non-native. [Comprehensive Plan Policy 4.4.6] 2. Dimension the width of the required landscape strip along Ocean Avenue. Note: minimum width allowed is five (5) feet. [Chapter 7.5, Article II, Section 7.5-35 (d)] 3. Show the location of the hedge material by placing the hedge symbol, identified in the landscape notes, on the plan view drawing. 4. show on the plans the location of the mechanical equipment and the utility services for the new addition. Specify and show on the plans the barrier required to screen these appurtenances. [Chapter 9, Section 10.C.$. and Section 11.E] 5. The square footage of the proposed addition identified on sheet 1 of 5 does not correspond with the square footage identified on the site plan review application and sheet 2 of 5. Correct the documents accordingly. 6. Modify the plans to sho~ no less than a total of 75 parking spaces for the entire site. Board of Adjustment Case No. 144 established 58 parking spaces acceptable to serve the existing facility.
