INTRODUCTION
This is a Traffic Impact Study for the development of a Papa John's pick-up, delivery
only pizza restaurant located at the northeast quadrant of Boynton Beach Boulevard
and N. W. 7 Court in the City of Boynton Beach, Florida. See Figure 1, Site Location
Map.
The analysis in this report concludes that the proposed development does not
represent an adverse traffic impact, as evidenced by the following conclusions:
. The future roadway network will be adequate to provide acceptable
levels of service on those links which are in the project's Radius of
Development Influence (RDI).
. The proposed development can demonstrate compliance with Test
One of the Palm Beach County Traffic Performance Code.
. The proposed development is also in compliance with Test Two of the
Traffic Performance Code.
This report follows the guidelines set forth by the Palm Beach County Traffic
Performance Standard and the City of Boynton Beach.

DEVELOPMENT PLAN
The plan for new development on the site will provide for a Papa John's pizza
restaurant. The development operation provides pick-up and delivery only. No
indoor seating for dining will be provided. Figure 2 illustrates the proposed
development.
Site Plan
The proposed development will be located at the northeast quadrant of Boynton
Beach Boulevard and N.W. 7 Court in Boynton Beach, Florida. The site will be
comprised of 0.22 acres of which 1,142 square feet will be dedicated to the building
area.
Site Access
One access point is proposed for the site. This access point will be located on N.W.
7 Court approximately 200 feet north of the northerly edge of pavement of Boynton
Beach Boulevard. There will be no direct access to and from Boynton Beach
Boulevard.
Scheduled Buildout
The anticipated buildout for the proposed site is expected to occur by the middle of
1996. This report assumes that total traffic impacts will occur at the time of buildout.

EXISTING ROADWAY CONDITIONS
The foundation for the analysis of traffic impacts from the proposed site is the
TRAFFIC PERFORMANCE STANDARD
The Palm Beach County Unified Land Development Code sets forth the criteria
which evaluate the potential traffic impacts associated with proposed development
in Palm Beach County through the Traffic Performance Standard.
Provisions of the Standard
The Traffic Performance Standard consists of two tests, both of which must be
satisfied in order for a site-specific Development Order to be issued:
. Test One - Evaluation of the roadway network on a daily and peak-
hour basis at the buildout of the proposed site, and
. Test Two - Evaluation of the Year 2010 Interim Transportation System
Plan.
If both of the tests can be satisfied, the project can be given development approval.

Tables 1 and 2 indicate that one roadway in the area (Boynton Beach Boulevard
between 1-95 and Seacrest Boulevard) is operating at an unacceptable level of
service on an average daily and peak-hour basis.

FUTURE CONDITIONS
Before evaluating the relative traffic impacts from the proposed site, the future
conditions on the roadways without the project impacts were established. These
conditions are described by the future traffic volumes expected by the middle of
1996, the Papa John's development year of buildout.
Programmed Roadway Improvements
An examination of both the Palm Beach County and FDOT Five Year Work Program
indicates that there are no scheduled improvements to the roadway network in the
immediate area of the proposed site.
Future Traffic Volumes
In order to assess the availability of capacity at buildout of the site, future traffic
volumes were formulated.
Palm Beach County provides compounded growth rate data in their Traffic
Performance Standard Reference Document, 1994. This document provided very
flat or negative compounded growth rates along both Boynton Beach Boulevard and
Old Boynton Road. As such, a one percent per annum growth rate was used to
estimate future conditions on these roadway segments.
Maior Developments
Another component of the development of background growth data is approved
committed development in the area.
. According to the Palm Beach County Traffic Performance Ordinance, a major
project is any project, including those within municipalities, which is:

. A Development of Regional Impact (DRI); or
. a project which generates more than seven thousand (7,000) net trips;
or
. any project of any type or size which is contractually or by condition
of approval bound to financing or constructing any portion of a major
thoroughfare which is not site related.
The Ordinance further states... "Using the major project maps, all traffic from the
unbuilt portion of major projects approved prior to the County Engineer's approval
of the proposed project's traffic study which will add more trips than ten percent of
the Level of Service "D" to any link within the proposed project's RDI during the
buildout period of proposed project shall be specifically accounted for in projecting
traffic."
As indicated by the Traffic Performance Standard... "only the traffic generated from
the unbuilt portions of the major projects as set forth above which are projected to
be built during the buildout period of the proposed project shall be considered."
An examination of the County's list of major projects revealed two major DRl's in the
area of the Papa John's development:
. Motorola DRI - located at the southeast corner of Northwest
22nd Avenue and Congress Avenue.
. Quantum Park DRI - also known as Boynton Beach Park of
Commerce located at the southwest corner of 1-95 and Northwest
22nd Avenue.

The Motorola DRI is approximately fifty percent built with 2,704 daily trips yet to be
generated over the remainder of its buildout. It can be concluded that traffic yet to
be generated from the unbuilt portions of the Motorola DRI will not exceed ten
percent of the Level of Service "D "capacity on any of the Papa John's Pizza' RDI
study links.
The Quantum Park DRI also has unbuilt portions of the development with a
somewhat lengthy buildout. Development yet to be built at Quantum Park
concurrent with the buildout of the Papa John's Pizza development was estimated
to equate to approximately 4,600 daily trips. Considering the employment nature
of Quantum Park, distribution would be weighted to and from 1-95. As such, it is not
anticipated that traffic associated with the unbuilt portions of Quantum Park would
impact the Papa John's study links by more than ten percent of their Level of
Service "D" capacity.
As such, traffic from each of the unbuilt portions of the DRI's was not included in the
analysis of background traffic.
Future Capacity Analysis
Tables 3 and 4 present the results of the future capacity analysis on a daily and
peak-hour basis, respectively. The volumes shown in these tables represent the
future average annual daily and peak-hour traffic volumes anticipated by the middle
of 1996. The volumes do not include the anticipated traffic from the Papa John's
Pizza development.
Those roadway segments on Tables 3 and 4 with a v/c greater than 1.00 are
projected to operate at unacceptable levels of service.

TRAFFIC GENERATION
Traffic generation is the method by which the amount of traffic or the number of trips
to and from a proposed site is estimated. Two standard sources are used to
estimate traffic generation - Institute of Transportation Engineers (ITE), Trip
Generation, 5th Edition and Palm Beach County Unified Land Development Code.
However, there was no published date available that accurately depicts the trip
generation activity for this type of pick-up, delivery only restaurant. As such, a
review of studies of similar sites as well as data collected at a similar site were
undertaken.
Comparison of Similar Sites
In order to develop an accurate trip generation rate for this development, two
methods were employed:
. Review of similar studies in the Central Florida area.
. Data collection at an existing Papa John's Pizza development in
Palm Beach County.
Two studies were conducted in the Central Florida area of existing Papa John's
Pizza sites. These studies were conducted to establish a trip generation rate for a
proposed Papa John's Pizza development in Gainsville, Florida. The aggregated
results of these studies provide for a daily trip rate of 80.6 trips per thousand square
feet and a p.m. peak hour rate of 19.45 trips per thousand square feet.
Data were also collected at an existing Papa John's Pizza restaurant in Palm Beach
County. This site is located at 832 Military Trail in the City of West Palm Beach,
Florida.

DISTRIBUTION AND ASSIGNMENT
The distribution and assignment phase of the analysis involves allocating traffic
generated as a result of the Papa John's development to the roadway network.
Distribution
Traffic distribution is the pairing of trip ends from the subject site with other land
uses in the area. In this case, the predominant pairing of trips attracted to the Papa
John's development are those produced by the residential properties immediately
around the site.
Traffic distribution is based on a gravity model which considers the attractiveness
and ease of travel to competing destinations. The attraction of trips to the Papa
John's development is expected to be predominantly home-based and non-home-
based work related.
Figure 3 illustrates the percentage of traffic assigned to each of the roadways in the
study area.
Assignment
The distribution of project traffic to surrounding zones is used as a basis for
assigning traffic to specific roadway links and intersection turning movements.
Figure 4 depicts project assignments on a peak-hour basis at each of the project
access points.
The impact that the resulting traffic from the Papa John's development may have on
the roadway network is analyzed in the capacity analysis section of this report.

SIGNIFICANCE OF IMPACT
Significance of the impact associated with the projected traffic from Papa John's is
measured in terms of the amount of existing capacity absorbed by the project traffic.
Radius of Development Influence (RDn
According to the Palm Beach County Traffic Performance Standard, since the Papa
John's development generates 259 extemal daily trips, a maximum RDI of one-half
mile was established. The Palm Beach County Traffic Performance Standard
requires that an analysis of all links within a one-half mile radius of the project be
examined.
Impact on Roadway Links
The impact of the project-related traffic from the Papa John's development is
calculated in terms of the amount of the existing daily Level of Service liD" Service
Volume, which is the criteria established by the Palm Beach County Ordinance.
Interpreting Significance
Table 6 shows all roadway links within the maximum RDI. These roadway links are
within one-half mile of the project and subject to detailed analysis according to the
Traffic Performance Standard.

CAPACITY ANALYSIS
The requirements for capacity analyses begin with an examination of conditions on
all impacted roadway links as identified on Table 6.
Link Capacity Analysis
The existing and future conditions on the roadway network in the area of the Papa
John's development have been presented in an earlier section of this report. Tables
7 and 8 present total average daily and peak-hour traffic conditions at the middle
of 1996, including the background growth component and the traffic expected from
the proposed site.
Compliance with the Standard - Test One
The primary policy determination in the Palm Beach County Traffic Performance
Ordinance is that all links within the RDI must operate within the appropriate level
of service at buildout of the proposed project. As Tables 7 and 8 indicate, one link
(Boynton Beach Boulevard between 1-95 and Seacrest Boulevard) within the RDI
operates at an unacceptable level of service. Therefore, this roadway segment is
not in compliance with Test One of the Standard.
The Standard further identifies roadway segments which have a v/c ratio of greater
than 1.00. The Standard allows these identified road segments to exceed capacity
by up to a total of five percent of Level of Service liD" as computed on an MDT
basis. These roadway links eligible for the excess five percent will be presumed to
pass the average peak-hour test. The excess five percent shall be allocated on a
first-come-first-serve application-filed basis; provided that no project may use more
than one-fifth (1/5) of the five percent available on any link.

Palm Beach County has identified the segment of Boynton Beach Boulevard
between 1-95 and Seacrest Boulevard as over-capacity. Therefore, the use of the
excess one-fifth of five percent of capacity is applicable.
The over-capacity segment, as found on Table 7, has an existing Level of Service
liD" capacity of 29,400 trips per day. The Standard allows that one-fifth of five
percent, or 294 daily trips, may be added to this link. Project traffic assigned to
Boynton Beach Boulevard between 1-95 and Seacrest Boulevard total 52 daily trips,
as noted from Table 6. This is well less than the 294 daily trips allowed by the
Standard.
Therefore, the Papa John's development is now in compliance with Test One of the
Standard.
Compliance with the Standard - Test Two
Test Two of the Traffic Performance Standard involves an examination of the
County 2010 Interim Transportation Plan. Appendix B identifies all roadway
segments in Palm Beach County projected to operate at unacceptable levels of
service in year 2010.
The Test Two RDI is limited to the directly accessed links on the first access major
thoroughfare (Boynton Beach Boulevard). Since none of the Test Two RDllinks are
found on the deficient roadway segments as identified in Appendix B, the project is
then in compliance with Test Two of the Standard.

CONCLUSIONS
The foregoing analysis has addressed the relative impacts associated with the
development of the Papa John's site. Specifically, the conclusions are:
. The project will generate 259 external daily trips of which 34 external trips
will occur during the p.m. peak-hour,
. the traffic impacts are in compliance with Test One of the Traffic
Performance Standard, and
. traffic associated with the proposed development is in compliance with
Test Two of the Traffic Performance Standard.
It can, therefore, be concluded that the development of the Papa John's site should
occur, as all requirements of applicable Standards have been met.

Dear Mr. Weisberg:
Pursuant to our previous discussions, this letter will serve to summarize the data collection activity
and the subsequent establishment of a trip generation rate for a Papa John's Pizza Restaurant
located in Palm Beach County, Florida. The purpose of the data collection activity was to increase
the database with regard to trip generation activity for this type of pick-up and delivery only
restaurant.
EXISTING TRIP GENERATION DATA
As you may recall, in our previous meeting, I presented you with data regarding the trip generation
activity for two similar sites in Central Florida to establish rates for a site in the Gainesville area.
The results of that study indicated that the average of the two sites would provide for a daily trip
generation rate of 80.6 trip ends per day per thousand square feet of building area. Further, the
study provided for a p.m. peak-hour generation of 19.45 trips in the p.m. peak-hour.
WEST PALM BEACH DATA COLLECTION ACTMTY
As per our previous discussions, we had decided to undertake data collection at a free standing site
within the City of West Palm Beach. This particular site is located at 832 Military Trail, in the City
of West Palm Beach just north of Summit Boulevard. Data collection took place on Tuesday, June
6, 1995 during the nonnal business hours for this particular Papa John's Restaurant between 11 :00
a.m. and 12:30 a.m. Table 1, at the end of this correspondence, summarizes the data collection
activity at the Military Trail site. As noted on Table 1, a total of 163 vehicles were recorded which
provided for 326 daily trip ends. Considering the size of the Military Trail building (1,440 square
feet) a trip generation rate of 226.38 per thousand square feet was established based on the data
collection activity of June 6, 1995. Figure 1, attached, shows the peaking ch~racteristics at the
Military Trail site. As noted from Figure 1, the greatest peaks occur between the hours of 3:00 p.m.
and 6:00 p.m. and again a "spike" occurs between 8:00 p.m. and 9:00 p.m.

COMPARISON OF AVAILABLE DATA
As a result of the two Central Florida studies and the West Palm Beach study, a comparison of the
available data was evaluated. Table 2, at the end of this correspondence, shows the comparison
of this data. The Central Florida stores provided for an average rate of 80.6 daily trip ends per

per thousand square feet. As noted, the Central Florida sites provide for a very conservative trip
generation rate on a daily basis when compared to the newly collected data at the West Palm
Beach site. Therefore, I would like your input into this matter with regard to the Central Florida trip
generation data versus that of the West Palm Beach data. While I am not quite comfortable utilizing
the aggregated results of the two Central Florida studies, I certainly.do not want to be overly
aggressive by using the results of the West Palm Beach study verbatim. Therefore, I would like to
discuss this matter further with you so that we can develop an acceptable trip generation rate to be
used for the proposed site on Boynton Beach Boulevard west of Interstate 95 in the City of Boynton
Beach.

A.
1. GENERAL INFORMATION
The existing site is located on the northeast
intersenction of Boynton Beach Boulevard and
Northwest 7th Court, Boynton Beach, Florida. The
site is 0.22 +/- acres and is currently undeveloped.
Ground cover is sand with no grass, trees or shrubs.
The SCS soil types are Palm Beach - Urban Land
complex and Pomello fine sand. The planned project
is to construct a 1650 sf take out food service
faciltiy with parking.
2. DESIGN CRITERIA
The developed site will be provided with stormwater
management facilities to provide water quality and
storm attenuation. Design criteria includes South
Florida Water Management District, the City of
Boynton Beach and FOOT retention / detention
requirements.
Retention / water quality includes the first 2.5" of
runoff from the impervious surface.
The post development discharge flow rate is limited
to the pre condition discharge flow rate from the
site during the 25 year-24 hour storm event. The
proposed treatment system will be an off-line system.
This drainage design will accommodate the first hour
of the 3 year storm on site. In addition a copy of
this report will be forwarded to SFWMD and FDOT.

Following are the MAINTENANCE INSTRUCTIONS FOR DETENTION/RETENTION
AREAS for the above referenced project:
Slopes along the retention/detention ponds shall be kept grassed and mowed. All
clippings, leaves, trash, etc., shall be removed.
All inlets and pipes shall be kept free of trash and silt and inspected annually.

The outlet/diversion structure shall be kept free of trash and debris..
Underdrains shall be checked and flushed annually to assure proper drainage.
Oils, paints, or other harmful chemicals shall be kept from entering the retention/detention
ponds, and any such materials inadvertently entering the retention/detention ponds shall be
immediately removed.
During any earthwork, grading, landscaping, planting, etc., erosion protection such as hay
bales, turbidity curtains, etc., shall be placed at inlets and outlet pipes to control stonn
water quality and turbidity.

In this report we present the results of the subsurface exploration of the site for the
proposed Papa John's. We have divided this report into the following sections:

SCOPE OF SERVICES
PROJECT DESCRIPTION
The site is located at the northeast corner of the intersection of Boynton Beach Boulevard
and Northwest 7th Court. A general location plan of the project area appears in Appendix
A: Site Location Plan.
We understand that you propose to construct a Papa John's on this site. We were
provided with a preliminary site plan prepared by Interplan Practice, Ltd. dated December
12, 1994. We used this plan in preparing our exploration.
Although detailed loading information has not been supplied, we have assumed that the
column and wall loads will not exceed 20 kips and 3 kips per lineal foot, respectively.
Further, we have assumed that the structure and pavement will be supported on no more
than 2 feet of fill above existing grade.
Our recommendations are based upon the above considerations. If any of this information
is incorrect or if you anticipate any changes, inform Universal Engineering Sciences so
that we may review our recommendations.
PURPOSE
The purposes of this exploration were:
. to explore the general subsurface oonditions at the site;
. to interpret or review the subsurface conditions with respect to the

proposed construction; and
. to provide geotechnical engineering recommendations for foundation design,
parking lot construction and site preparation.
This report presents an evaluation of site conditions on the basis of traditional
geotechnical procedures for site characterization. The recovered samples were not
examined, either visually or analytically, for chemical composition or environmental
hazards. Universal Engine~ring Sciences would be pleased to perform these services, if
you desire.
FIELD EXPLORATION
The subsurface conditions were explored with three borings advanced to depths of 15
feet, while performing the Standard Penetration Test.
The Standard Penetration Test is performed according to the procedures of ASTM 0-

at shallow depths. The basic procedure for the Standard Penetration Test is as follows:
A standard split-barrel sampler is driven into the soil by a 140.pound hammer falling 30
inches. The number of blows required to drive the sampler 1 foot, after seating 6 inches,
is designated the penetration resistance, or N.value; this value is an index to soil strength
and density.
Additionally, we completed three auger probe borings to depths of 6 feet below existing
grade according to the procedures of ASTM 0-1452.
Auger probe borings are performed by advancing a slender, solid-stem auger into the soil
to the required depth. We evaluated the soil type by visually inspecting the cuttings
recovered from the auger flights.
We obtained permeabilitY data by performing the South Florida Water Management
District (SFWMD) Usual Open Hole Test.
We completed the permeability test by advancing a casing to the desired test depth,
cleaning the interior of the casing of all cuttings and residual material, and conducting a
falling head test. We used the test data in an empirical relationship to estimate the
SFWMD Hydraulic Conductivity, K, The results of this work are presented in Appendix
B: Exfiltration Testing Results.

No site survey was available for our field exploration. Consider the indicated locations
and depths to be approximate. Our drilling crew located the borings based upon
estimated distances and relationships to obvious landmarks. Further, the boring locations
are based on the location you indicated on the preliminary site plan you provided.
Jar samples of the observed soils will be held in our laboratory for your inspection for 60
days unless we are notified otherwise.
lABORATORY ANALYSES
The soil samples recovered from the soil test borings were returned to our laboratory
where the project engineer visually examined and reviewed 'the field descriptions. We
selected representative soil samples for laboratory testing consisting of four gradation
determinations.
We performed these tests to aid in classifying the soils and to help to evaluate the general
engineering characteristics of the site soils. See Appendix C: Summary of laboratory
Analyses, Description of Testing Procedures, for further data and explanations.
FINDINGS
SURFACE CONDITIONS
A Universal Engineering Sciences engineer performed a visual site inspection of the
subject property to gain a "hands-on" familiarity with the project area.
At this time, site specific topographic information has not been provided. It is apparent
that the site has been stripped and grubbed of all vegetation in preparation for
construction.
We examined USGS topographic quadrangle maps and the USDA Soil Conservation
Service Soil Survey of Palm Beach County for relevant information about the site.
SUBSURFACE CONDITIONS.
The boring locations and detailed subsurface conditions are illustrated in Appendix D:
Boring Location Plan and Log of Borings. The classifications and descriptions shown on
the logs are generally based upon visual characterizations of the recovered soil samples
and a limited number of laboratory tests. Also, see Appendix D: Key to Boring Logs, for
further explanation of the symbols and placement of data on the Log of Borings.

We observed the groundwater table at approximately 7 feet below existing grade at the
time of our exploration.
RECOMMENDATIONS
GENERAL
The following recommendations are made based upon a review of the attached soil test
data, our understanding of the proposed construction, and experience with similar projects
and subsurface conditions. If the structural loadings, building locations, or grading plans
change from those discussed previously, we request the opportunity to review and
possibly amend our recommendations with respect to those changes.
Additionally, if subsurface conditions are encountered during construction which were not
observed in the borings. report those conditions immediately to us for observation and
recommendations.
In this section of the report we present our detailed recommendations for groundwater
control, building foundations, site preparation, and construction related services,

GROUNDWATER CONTROL
As mentioned previously, the groundwater table was observed in our borings at
approximately 7 feet below existing grade. This apparent groundwater table is recharged
through infiltration of local precipitation and can be expected to fluctuate seasonally.
Based on the results of our field exploration and analyses, we estimate that the wet
_season groundwater table may rise to within 2 feet of existing grade during rainy periods.
Due to the depth of the groundwater table, groundwater may have an impact on this
project.
Temporary dewatering may be required at this site if construction proceeds during the wet
season. We recommend that the contract documents provide for determining the depth
to the groundwater table just prior to construction, and for any required remedial
dewatering. Further, we recommend that the groundwater table be maintained at least
24 inches below all earthwork and compaction surfaces.
BUILDING FOUNDATIONS
We recommend that the proposed structure be supported on conventional, shallow spread
foundations or a thickened edge monolithic slab sized to exert a maximum soil bearing
pressure of 2,500 pounds per square foot (psf). All foundations should be embedded at
least 2 feet below lowest adjacent grade (finished surrounding grade, for example).
Further, maintain minimum foundation widths of 16 to 24 inches for strip and square
footings, respectively, even though the maximum allowable soil bearing pressure may not
be developed in all cases. We estimate the foundations will have a minimum factor of
safety of two against bearing capacity failure.
For the foundations designed as recommended and the site prepared according to the
recommendations given later in this report, we estimate that settlement of less than 1
inch may occur.
PAVEMENTS
GENERAL,
We recommend using a flexible pavement section on this project, Flexible pavements
combine the strength and durability of several layer components to produce an appropriate
and cost-effective combination of available materials.

For preliminary pavement designs, we recommend using a three-layer pavement section
on top of existing subgrade or compacted embankment.
It Is suggested that light duty roadways have at least 6 inches of stabilized subgrade, 6
inches of base course, and 1 inch of surface course, and heavy duty roadways have 10
inches of stabilized subgrade, 8 inches of base course and 1 Y2 inches of surface course.
It is our opinion that the minimum requirements may lead to more than normal periodic
maintenance and may not meet typical life expectancies for some pavements, If
projected traffic loads become available, we recommend that an appropriate pavement
design be used and the complete thickness be adjusted accordingly.
Because traffic loadings are commonly unavailable, we have generalized our pavement
design into two groups. The group descriptions and the recommended component
thicknesses are presented in Table 2. For loading conditions greater than those
presented in Table 2, a complete pavement design based on projected traffic data is
recom mended.

EXISTING SUBGRADE OR EMBANKMENT FILL
The existing subgrade or embankment fill is the layer that supports the structural
pavement section. These materials should be free-draining sands and compacted in-place
according to the recommendations presented in the "Site Preparation" section of this
report.
STABILIZED SUBGRADE
The stabilized subgrade is the portion of the pavement section between the embankment
of the cut road bed soils and the base course.
Subgrade materials should be compacted in-place according to the requirements
recommended in the "Site Preparation" section of this report. Further, the subgrade
materials should be stabilized to a minimum Limerock Bearing Ratio (LBR) of 40 percent
and should satisfy Florida Department of Transportation (FOOT) requirements for Type A
or Type B stabilized subgrade.
BASE COURSE
The base course is that portion of the pavement section directly below the wearing
surface.
In areas where sufficient fill material will be brought on-site to provide separation of at
least 1 % feet between the estimated seasonal high groundwater table and the bottom of
the base material, we recommend the base course be Iimerock (LBR = 100 percent).
Limerock should be mined from an FDOT approved source. The Iimerock should be placed
in maximum 6-inch lifts and compacted to a density of 98 percent of the Modified Proctor
maximum dry density. Compliance testing for Iimerock should be performed at a
frequency of one test per 10,000 square feet for depth of 1 foot, or at a minimum of two
test locations, whichever is greater.
If the separation between the estimated seasonal high groundwater table is less than 1 ~
feet but greater than 1 foot, we recommend that a crushed Iimerock base not be used.
In addition, to minimize the potential for perching of the groundwater table, we do not
recommend the use of stabilized subgrade. Instead, the subgrade should be compacted
to a minimum of 98 percent of the soil's Modified Proctor maximum dry density value
(ASTM D-1557). The base course should be of an asphaltic base (ABC-3) with a
minimum Marshall Stability of 1,000 pounds.

SURFACE COURSE
The surface course is that portion of the pavement section which is exposed to traffic.
In light duty areas where there is occasional truck traffic, but primarily passenger cars,
we recommend using an asphaltic concrete (FOOT Type S) which has a stability of 1,000
pounds.
Asphaltic concrete mixes should be a current FOOT approved design of the materials
actually used. Samples of the materials delivered to the project should be tested to verify
that the aggregate gradation and asphalt content satisfies the mix design requirements.
Asphalt should be compacted to a minimum of 98 percent of the Marshall design density.
After placement and field compaction, the wearing surface should be cored to evaluate
material thickness and to perform laboratory densities. Cores should be taken at
frequencies of at least one core per 3,000 square feet of placed pavement or a minimum
of two cores per day's production.
In parking lots, for extended life expectancy of the surface course, we recommend
considering applying coal tar emulsion sealer six months after the surface course is
placed. The seal coat will help patch cracks and voids, and protect the surface from
damaging ultraviolet light and automobile liquid spillage.
EFFECTS OF GROUNDWATER
One of the most critical aspects of pavement performance in Florida is the relationship
between the pavement subgrade and the seasonal high groundwater level.
Many roadways and parking areas have been destroyed from deterioration of the base and
base/surface course bond. Independent of the type of base selected, we recommend that
the seasonal high groundwater and the bottom of the base course be separated by at
least 1 ~ feet.
We recommend the parking lot be constructed with full-depth curb sections. Using
extruded curb sections which lie directly on top of the final asphalt level or eliminating the
curbing entirely can allow migration of irrigation water from the landscape areas to the
joint between the asphalt and the base. This migration often causes separation of the
wearing surface from the base and subsequent rippling and pavement deterioration.

light duty roadways and incomplete pavement sections will not perform satisfactorily
under construction traffic loadings. We recommend that construction traffic (construction
equipment, concrete trucks, sod trucks, garbage trucks, moving vans, dump trucks, etc.)
be re-routed away from these roadways or that the pavement section be designed for
these loadings.
SITE PREPARATION
We recommend only normal, good practice site preparation procedures. These procedures
include: stripping the site of vegetation, proof-rolling and proof-compacting the subgrade,
and filling to grade with engineered fill.
A more detailed synopsis of this work is as follows:
, . If required, perform remedial dewatering prior to any earthwork operations.
2. Strip the proposed construction limits of all grass, roots, topsoil, construction
debris, and other deleterious materials within and 10 feet beyond the perimeter of
the proposed building and in all paved areas.
3. Proof-roll the subgrade with a heavily loaded, rubber-tired vehicle under the
observation of a Universal Engineering Sciences geotechnical engineer or his
representative. Proof-rolling will help locate any zones of especially loose or soft
soils not encountered in the soil test borings. Then undercut, or otherwise treat
these zones as recommended by the engineer.
4, Proof-compact the subgrade from the surface by a medium weight roller until you
obtain a minimum density of 95 percent of the Modified Proctor maximum dry
density (ASTM D.1 557) to a depth of 2 feet below the base of the foundations in
the building limits. Proof compact the subgrade from the surface until you obtain
a minimum density of 98 percent of the Modified Proctor maximum dry density
value to a depth of 1 foot below the base course in the pavement areas.
5. Test the subgrade for compaction at a frequency of not less than one test per
2,500 square feet per foot of depth improvement in the building area. In paved
areas, perform compliance tests on the stabilized subgrade for full depth at a
frequency of one test per 10,000 square feet, or at a minimum of two test
locations, whichever is greater.

6. Place fill materia', 8S required. The fill should consist of "clean", fine sand with
less than 5 percent soil fines. You may use fill materials with silt-size soil fines
between 5 percent and 12 percent, but strict moisture control may be required.
Place fill in uniform 10- to 12-inch loose lifts and compact each lift to a minimum
density of 95 percent of the Modified Proctor maximum dry density.
7. Perform compliance tests within the fill at a frequency of not less than one test per
2,500 square feet per lift in the building areas, or at a minimum of two test
locations, whichever is greater. In paved areas, perform compliance tests at a
frequency of not less than one test per 10,000 square feet per lift, or at a
minimum of two test locations, whichever is greater.
8. Test all footing cuts for compaction to a depth of 2 feet. Additionally, we
recommend that you test one out of every four column footings, and one area per
every 200 lineal feet of wall footing.
CONSTRUCTION RELATED SERVICES
We recommend that the owner retain Universal Engineering Sciences to perform
construction materials tests and observations on this project. Field tests and observations
include verification of foundation and pavement subgrades by monitoring proof-rolling
operations and performing quality assurance tests on the placement of compacted
structural fill and pavement courses.
The geotechnical engineering design does not end with the advertisement of the
construction documents. The design is an on-going process throughout construction.
Because of our familiarity with the site conditions and the intent of the engineering
design, we are most qualified to address problems that might arise during construction
in a timely and cost-effective manner.
LIMITATIONS
During the early stages of most construction projects, geotechnical issues not addressed
in this report may arise. Because of the natural limitations inherent in working with the
subsurface, it is not possible for a geotechnical engineer to predict and address all
possible problems. An Association of Engineering Firms Practicing in the Geosciences
(ASFE) publication, "Important Information About Your Geotechnical Engineering Report"
appears in Appendix E, and will help explain the nature of geotechnical issues.
Further, we present documents in Appendix E: Constraints and Restrictions, to bring to
your attention the potential concerns and the basic limitations of a typical geotechnical
report.

The above-referenced items are on the table, under Development
Plans, for the september 19, 1995 City Commission agenda.

DESCRIPTION: The above requests were submitted by Interplan Inc.,
agent for Papa John's Pizza for site plan approval and approval to
appeal Chapter 7.5, Article II - Landscape Code, section 5.0.1. of
the Land Development Regulations, in connection with a Papa John's
Pizza store, proposed at the northeast corner of Boynton Beach
Boulevard and N.W. 7th Court. These requests have remained tabled
since the July 18, 1995 City Commission meeting, and were tabled as
you will recall, because the applicant presented to the City
Commission revised plans that had not been reviewed by staff. The
City Commission directed the applicant to submit their revised
plans for staff comments and return to the City Commission, at
which time final action on the requests would be taken.
RECOMMENDATION: The applicant submitted complete revised plans on
July 27th which were to be discussed at the August 8th meeting of
the Technical Review Committee (TRC). However, before the revised
plans were distributed for this TRC meeting, staff determined that
the new location of the building would require a new setback
variance from the Board of Adjustment. As of September 11, 1995,
the applicant has applied for the variance and has asked staff to
resume review of the resubmitted plans. The variance will be heard
at the October 16, 1995 Board of Adjustment meeting. Therefore, it
is recommended that these requests be tabled until the October 17,
1995 Commission meeting.

John's site plan was voted unanimously to table the project until such time as staff review was
completed of the new layout. As we have discussed through various telephone conversations,
Interplan is preparing revised plans and supplemental documents for staff review at the
August 8th TRC meeting. Given this, I respectfully ask that the proposed Papa John's project is
tabled until the August 15th City Commission meeting.

apparent that redesign of the site is in order to comply with the rear setback requirement. In light
of this, Papa John's would like to request a continuance of the City Commission item for the Papa
John's site plan approval until the next available meeting. This will allow the City Commission to
consider a revised site plan with the rear setback requirement satisfied. Please notify me as to the

Dear Ms. Heyden:
The Palm Beach County Traffic Division has reviewed the traffic impact study for
the project entitl ed PaDa Johns Pizza, pursuant to the Traffic Performance
Standards in Article 7.9 of the Palm Beach County Land Development Code. The
proposed project will consist of a 1,142 square foot pick-up and delivery only
pizza restaurant, to be located at the northeast corner of N.W. 7th Court and
Boynton Beach Boulevard.
The trip generation rate of 262 trips per 1,000 square feet which is used in the
study, is based on a study of a similar Papa Johns Restaurant in West Palm Beach.
The proposed project will generate 259 daily trips. The build-out is 1996.
One road, Boynton Beach Boulevard, from 1-95 to Seacrest Boulevard, exceeds the
daily level of service standard. This road is eligible for addition project
traffic. The Traffic Division will reserve 52 daily trips for Test 1 on this
roadway.
The Traffic Division has determined that the project meets the requirements of
the Traffic Performance Standards of Palm Beach County. If you have any

Papa John's Pizza - NWSP #95-002 and LAAP #95-003
New Site Plan and Landscape Code Appeal (landscape width
reduction along portion of street frontage)
The above-referenced items are on the table, under Development
Plans, for the December 19, 1995 City Commission agenda.
DESCRIPTION: The above requests were submitted by Interplan Inc.,
agent for Papa John's Pizza for site plan approval and approval to
appeal Chapter 7.5, Article II - Landscape Code, Section 5.D.1. of
the Land Development Regulations, in connection with a Papa John's
Pizza store, proposed at the northeast corner of Boynton Beach
Boulevard and N.W. 7th Court. These requests have remained tabled
since the July 18, 1995 City Commission meeting, and were tabled as
you will recall, because the applicant presented to the City
Commission revised plans that had not been reviewed by staff. The
City Commission directed the applicant to submit their revised
plans for staff comments and return to the City Commission, at
which time final action on the requests would be taken.
RECOMMENDATION: The applicant submitted complete revised plans on
July 27th which were to be discussed at the August 8th meeting of
the Technical Review Committee (TRC). However, before the revised
plans were distributed for this TRC meeting, staff determined that
the new location of the building would require a new setback
variance from the Board of Adjustment. On September 11, 1995, the
applicant applied for the variance which was to be heard at the
October 16, 1995 Board of Adjustment meeting, but was tabled to the
November 20th meeting. The Board of Adjustment denied the setback
variance on November 20, 1995. This then necessitated the
applicant to submit another revised site plan (the fourth) showing
compliance with setbacks (the previously granted variance for
deletion of the loading zone is still valid) .
A new staff report (attached Planning and Zoning Department
Memorandum #95-704) has been prepared based on the revised site
plan (attached as Exhibit "B" to the staff report). The revised
site plan no longer requires a landscape appeal because the parking
along Boynton Beach Boulevard has been changed from angled parking
to 90 degree parking and has been shifted north away from Boynton
Beach Boulevard. Therefore I the Commission can take action to
delete this item from the agenda.
To compensate for the denial of the setback variance the building
has been reduced in size from 1,226 to 1,187 square feet (the
north/ south dimension has been shortened and their storage cooler
is to be located outside at the northeast corner of the building) .
The retention area has been reduced in size due to the new cooler
location. Another significant occurrence since the October site
plan is that although a cross access agreement with Wendy's has not
been submitted, Wendy's has indicated that they will not allow Papa
John I s to use the Wendy's entrance unless Papa John's allows
Wendy's to use Papa John's access in the rear which would change
this access from one way to two way.

The new staff comments that have been generated are attached as
Exhibit "C" to the staff report. Public Works has taken a
sanitation vehicle to the Wendy's property and attempted to
maneuver the cross access to Papa John's through the Wendy's drive-
through lane by-pass as is proposed. Public Works has determined
that this access is not acceptable and that can pick-up is not a
viable solution either. The Building Division indicates in their
comments that two bathrooms are required which are not shown. The
building will need to be enlarged, which originally caused setback
problems, unless Papa John's can further reduce the size of the
other components of the floor plan enough to add a second bathroom.
The Planning and Zoning Department comments identify potential
traffic flow problems if Wendy's dictates that the rear access at
Papa John I s needs to be used by Wendy's customers. Fire and
Utility Departments comments state that the water line Papa John's
plans to use does not exist and no indication has been made that
Papa John's agrees to pay for this cost. Based on these issues,
staff is recommending denial of this site plan request.

RECOMMENDATION:
Drainage - Insufficient drainage information
has been submitted for the
Engineering Division to certify
compliance with the City's drainage
levels of service at the time of
site plan approval, as required.
The Engineering Division is
recommending that this be postponed
to time of permit review.
A two-way driveway on Northwest 7th Court is
proposed to serve the facility.
The parking facility has provided the six (6)
required parking spaces, including one
handicapped space. The applicant has received
a variance from the Board of Adjustment (Case
# 209) that deletes the requirement of a
loading zone.
All required landscaped issues will be in
compliance with code when staff comments are
met.
The proposed site plan (4th design) meets the
building and site requirements with the
exception of dumpster access and utility water
supply. Please see Exhibit "C". The site is
very small for the proposed use and the number
of design changes illustrate the problems with
this proposed use.
The building style has a hint of
Spanish/Mediterranean style with its flat roof
with a clay tile cap and decorative beam ends.
Many of the buildings in the area are
Spanish/Mediterranean, therefore staff has
made recommendations regarding minimizing the
use of green on the awnings and darkening the
color of the walls to more of an earth tone
shade to better compliment surrounding
buildings.
The proposed signage will meet city code when
the staff comments are incorporated.
Staff comments indicate the problems that are reflected in trying
to utilize a small site for this type of use. The Planning and
Zoning Department recommends denial of this site plan request based
on the problems with dumpster access, and the lack of an executed
cross access agreement. Exhibit "C" contains staff comments.

1. Unable to access the dumpster at the

UTILITIES

2 . Palm Beach Health Department permit
may be required.
3. City water will not be supplied for
irrigation. Please show source and

4 . A Reservation Fee of $790.02 is due
within thirty (30) days of Commission
approval or upon request for Utility
Department signature on HRSjDEP forms,
(Sec. 26034 [E] ) .
5. The 10" water main shown on N.W. 7th
Court is not correct. Utilities
requests a meeting, with the project
engineer, to determine where
sufficient size water mains are
located for an extension to the
proposed fire hydrant.

6. We find the fire hydrant location to
be acceptable, however there is no ten
inch (10") main existing on N.W. 7th
Court to supply water to the hydrant.

7. Specify that pole design is capable of
withstanding 110 mph wind load. This
may appear on site electrical plan SE,
but that sheet is not included in the
documents forwarded to us.
8. Provide F.D.O.T. approval of storm

Blvd. prior to permitting.
9 . Provide drainage certification.
10. Photometries must be approved for both
pedestrian and parking lot lighting
before building permit can be issued.

BUILDING DIVISION
Comments:
15. All signs must be in compliance with
the City Sign Code:
A. Chapter 21, Section 21.25(c)
prohibits signs on awnings.
B. The maximum wall sign allowed is
33.87 Sq. Ft.
C. Directional signs will have to be
a maximum of 4 Sq. Ft. and 5 Ft.
high.
D. Dimension and setbacks for the
signs must be shown on the Site
Plans.
E. The 8 1/2" X 11" sign detail
sheet is adequate, but should be
shown on the Site Plan in
compliance with dimensions and
setbacks.
16. The building is still shown in excess
of 500 Sq. Ft. , which requires two
accessible rest rooms, one for male
and one for female, in compliance with
Table 922.2 of the Standard Plumbing
Code.
If this would require window openings
in the exterior walls, it would have
to be shown on the Site Plans also.

the roof will be the same material and
color as the walls of the building and
that the screening will extend no less
than equal to the highest piece of
equipment or fixture mounted to the

the landscape plan: "50% of the total
number of all required trees and
hedges shall be native species".
Recommendations:
24. It is recommended that the value of
the dover sky color proposed for the
walls of the building be darkened to
an earth tone shade to be more
compatible with the adjacent building
to the east.
25. The green awning is a predominant
feature of the building and the
predominant color. Green is not used
on any surrounding buildings. It is
realized that green is Papa John's
corporate colors, therefore it is
recommended to minimize, rather than

The following is a list of comments regarding the fourth review of
the above-referenced project. It should be noted that the comments
are divided into two (2) categories. The first category is a list
of comments that identify unresolved comments either from the first
review or new comments as a result of the second review. To show
compliance with these comments will not substantially alter the
configuration of the site and design of the building. The second
category is a list of recommendations I believe will enhance the
aesthetics and function of the project.
All comments and recommendations can be rectified on the plans at
time of permitting it the site plan request is approved. The
applicant must understand that additional comments may be generated
upon review of the documents and working drawings submitted to the
building Department for permits for the proposed project.
I. SITE PLAN REVIEW COMMENTS:
1. All outstanding fees must be paid prior to any permits
being applied for.
2. The color of the buffer and retention wall shall match
the color of the walls of the building.
3. Show and dimension on the landscape plan the line-of-
sight triangles required on the site on both sides of the
ingress/egress.
