Scott Miller, City Manager C~tL Christopher Cutro, Planning Director TO: DATE: September 12, 1991 SUBJECT: precision Tune - Sign Approval Please place the above-referenced request on the City Commission agenda (sitting as the Community Redevelopment Agency) for Thursday, September 19, 1991, under Development Plans - Nonconsent Agenda (not unanimously approved by Downtown Review Board. ) DESCRIPTION: Request for sign approval of a flat (wall) sign at 517 N.E. 5th Avenue and a change of sign face on an existing freestanding sign. RECOMMENDATION: The Downtown Review Board recommended denial of this request. The comments from staff (Planning and Building Departments) are attached. Within the Planning Department memorandum (91-218) are comments made on behalf of the Community Improvement Department relative to conformance with the Central Business District Design Guidelines, specifically comments #2, #3, #7 and #8. It could not readily be determined whether the Central Business District guidelines have been strictly enforced or have been treated as recommendations to provide staff, the boards and City Commission with direction in reviewing projects in the Central Business District (CBD) to achieve a degree of unification of aesthetic character and improve upon the entrance points to the CBD. For this reason, the Planning Department conducted a general field survey of the CBD. During this survey, it was noted that the existing signs in the CBD generally do not conform to the white, tan, brown, green and blue accent colors and the modular fabricated reverse channel letters for sign copy as stated in the CBD Design Guidelines. This is due in part to the fact that the guidelines have only been in existence since late 1984. The Planning Department recommended to the Downtown Review Board that the guidelines for letter height (comment #2) and percentage of graphic area (comment #3) be imposed. However, with respect to colors (comment #7) and copy letters (comment #8), the Planning Department recommended approval of the color scheme and copy letters as submitted by the applicant. The 24 inch capital letter height proposed on the flat (wall) sign must be reduced to 12 inches for the sign size proposed in order to conform to the Central Business District (C.B.D.) Design Guidelines, page 34. 3. Indicate on the plans the percentage of graphic area (copy letters and logo) and the percentage of background for the flat (wall) sign. The C.B.D. The copy letters proposed are not modular fabricated reverse channel letters with neon backlight illumination, the preferred identification copy for building attached signs in the C.B.D. (C.B.D. Design Guidelines, page 34). However, during the field inspection conducted, it was noted that few signs in the C.B.D. have reverse channel letters. In addition, inclusion of Precision Tune on this -1, n,I' sign, located on ABeD's property, would make the Precision Tune sign face a prohibited off-premise sign (Chapter 21, A~ Section 21-18(t).
