Box 310 Boynton Beach, Fl. 33425 Re: Super City Discount Food & Beverage Dear Mr. Benoit, Referencing your letter dated September 23, 1993, Departmental Memorandum, concerning Super City Discount Food & Beverage, which is located at the Northwest corner of the intersection of Ocean Avenue and U.S. Highway No.1, as follows: The Note No. 3 questioned the conductivity test data to substantiate the value of K (hydrolic conductivity), we performed the test as called for in the South Florida Water Management District (S.F.W.M.D.) Volume IV, known as the Falling-head Test, which calls for excavating a 6" - g" diameter hole to a depth below the ground surface roughly equivalent to the design depth of the trench. We found a course sand with a high concentration of shell to a depth of 4.5 feet and we found course sand with lower concentration of shell in the next 1.5 feet, we next placed a 6" diameter perforated PVC pipe in the excavated hole and back filled around the outside of the pipe we ran approximately 500 gallons of water into the pipe and were unable to fill said pipe due to the high permeability of the soil and shell mixture in the test area. The K value used is known to be 16~ for this site, but the value as given in an example in the previously mentioned S.F.W.M.D. Volume IV was used (we have completed test in course sandy areas, which took considerably less water to perform the required test and the K value was higher than the value used in this site design). In regard to Item No.4, the required length of exfiltration trench, there was a typographical error indicated on the plan and we agree with the linear footage indicated in your letter and we are calling for 60 L.F. of exfiltration trench to be used for this site. In regard to your Item No.6, the existing site previously sheet flowed all excess runoff into the U.S. Highway No. I, positive drainage system, which is existing. It is the intention of this design to satisfy the S.F.W.M.D. requirements for the three year storm (which requires the retention of the first one inch or 2.5 inches x the percent of site's impervious area, whichever is greater). The excess storm runoff will sheet flow to the existing positive drainage system within the U.S. Highway No. 1 Right-of-way. The remaining items, as outlined in your letter, are indicated on our paving and drainage plan, which is being resubmitted to the Planning Department and would be forwarded to you shortly. DESCRIPTION: Shafiqul Islam, applicant and owner, is requesting site plan approval to convert the existing, vacant, nonconforming service station at 101 North Federal Highway (northwest corner of Ocean Avenue and US #1) into a convenience store. Due to the change in use of the property, additional parking spaces are required which requires the parking lot to be brought up to current standards. Among the improvements proposed are exterior building changes in an attempt to comply with the Community Design Plan "Coastal Village" district and the CBD Guidelines, driveway modifications (including a separate agenda item for a parking lot variance to retain the Ocean Avenue driveway), an improved parking lot layout, lighting, landscaping and a dumpster enclosure. Turning in this list and the appropriate plans and documents will enable the submittal to be efficiently checked prior to being accepted by the Planning and Zoning Department. Project Name: Supercity Discount Food & Beverage Submit an amended Site plan Review/Conditional Use application form that reflects the changes that were made as a result of amending the plans and documents to comply with the Code of Ordinances and the Technical Review Committee comments. A copy of the original form with a distinguishable symbol identifying the change(s) may be submitted or a completed new form with the changes identified. It is the agent of the owners responsibility to notify the owner(s) of changes. If there are no changes required to be documented on the application form, a letter from the applicant stating same must be turned in with the amended submittal. Submit twelve (12) assembled and complete sets of plans and documents, including surveys that show compliance with the Code of Ordinances and comments made by the Technical Review Committee. Two (2) of the sets shall have the appropriate legible raised seal and signature of the designer responsible for the drawing(s). Plans and documents shall be assembled in twelve (12) individual complete packages with the title of the project on all pages and/or sheets and each page or sheet numerically numbered such as the following example: 1 of 3, 2 of 3, 3 of 3. Submit color photographs of the buildings on the site that are to remain in their existing condition and photos of existing buildings that are located on the sites that abut the perimeter of the subject property. The minimum size is 8" by 10". Each photograph shall be labeled to identify the location of the existing structures with respect to the location of the proposed project. Submit colored elevation view drawings - a colored duplicate copy of all drawings of the elevation views of each side of all buildings and signage associated with the project. The colored elevation views shall match the elevations shown in the documents that where submitted for site plan review. The applicable exterior surfaces as identified above shall be colored with the color name and associated color reference number identified. The type of exterior surface material shall be identified next to the associated color. The colored elevation drawings shall have compass direction or title of the side of the building identified. Box 310 Boynton Beach, Fl. 33425 Re: Super City Discount Food & Beverage Dear Mr. Benoit, Referencing your letter dated September 23, 1993, Departmental Memorandum, concerning Super City Discount Food & Beverage, which is located at the Northwest corner of the intersection of Ocean Avenue and U.S. Highway No.1, as follows: The Note No. 3 questioned the conductivity test data to substantiate the value of K (hydrolic conductivity), we performed the test as called for in the South Florida Water Management District (S.F.W.M.D.) Volume IV, known as the Falling-head Test, which calls for excavating a 6" - 9''' diameter hole to a depth below the ground surface roughly equivalent to the design depth of the trench. We found a course sand with a high concentration of shell to a depth of 4.5 feet and we found course sand with lower concentration of shell in the next 1.5 feet, we next placed'a 6" diameter perforated PVC pipe in the excavated hole and back filled around the outside of the pipe we ran approximately 500 gallons of water into the pipe and were unable to fill said pipe due to the high permeability of the soil and shell mixture in the test area. The K value used is known to be ~6~ for this site, but the value as given in an example in the previously mentioned S.F.W.M.D. Volume IV was used (we have completed test in course sandy areas, which took considerably less water to perform the required test and the K value was higher than the value used in this site design). In regard to Item No.4, the required length of exfiltration trench, there was a typographical error indicated on the plan and we agree with the linear footage indicated in your letter and we are calling for 60 L.F. of exfiltration trench to be used for this site. In regard to your Item No.6, the existing site previously sheet flowed all excess runoff into the u.s. Highway No. I, positive drainage ~ystem, which is existing. It is the intention of this design to satisfy the S.F.W.M.D. requirements for the three year storm (which requires the retention of the first one inch or 2.5 inches x the percent of site's impervious area, whichever is greater). The excess storm runoff will sheet flow to the existing positive drainage system within the u.s. Highway No. 1 Right-of-way. The remaining items, as outlined in your letter, are indicated on our paving and drainage plan, which is being resubmitted to the Planning Department and would be forwarded to you shortly. Note: most of the improvements to the project are a result of the project showing compliance with the code requirements based on the change in use from the previous service station to the new retail store. The change of use resulted in additional parking spaces being required. The following colors proposed for the building and wall signage are consistent with the colors identified in the Community Design Plan and the central Business District Guidelines: walls - wood, beige and stucco, light yellow; Roof - roman blue; wall Sign - dark brown. The vehicle use area will be improved to comply with the requirements of the parking lot code for construction material and configuration of layout. The applicant has formally submitted an application for a variance from the code requirement regarding the distance the driveway on Ocean Avenue is located from US Highway # 1. The total number of parking spaces provided on-site exceeds the number required for the new use. The plans indicate that the installation of the site lighting fixtures will comply with specifications listed in the Central Business District Landscape Code. A concrete block dumpster enclosure is proposed for the site wi th ,the color of the stucco finish matching the color of the building. The landscaping proposed for the site will comply with the code. As indicated in their comments they recommend the project proceed through the approval process subject to the permit documents reflecting compliance with staff comments and technical compliance with the City codes. The concern regarding Memorandum No. 93-215 from the Director of Public Works was rectified between the applicant and the director. The solution was accomplished by moving the enclosure. The new location is directly south of the building. The new location will include a landscape island being constructed south of the enclosure. The handicapped parking space that is shown on the plans at the new enclosure location will be relocated to the front of the building. The balance of the site will remain unchanged. The total number of parking spaces will remain the same. This change is minor and the permit documents will reflect the correct location. staff will witness the new location during the permit review process. The new location was an alternate location discussed by the Technical Review Committee during the review process of the project. A conflict has arisen regarding the responsibil ty of the road improvements for the twenty (20) foot wide City alley that borders the north side of the site and the time that the work shall be completed. The Deputy City Engineer's comment No. 4 from memorandum No. 93-310 states that the property owner shall be responsible for making improvements to the alley prior to the new business opening. The consensus of the Technical Review Committee is that the work should be performed by the City. Memorandum Number 93-212 from Bob Gibson of the Public Works Department states that the improvements for the alley are scheduled for the new year and the job was given a high priority. The part of the alley near the proposed driveway is somewhat improved do to the Utilities Department working on the utilities in that area and repairing same. It is also possible that the property owner may want to improve the alley prior to opening the new store. It also should be noted that if the property owner damages the existing alley as a result of making the improvements to his site he will have to repair the damaged areas. This conflict should be resolved during the board review of the project. RECOMMENDATION: The Planning and Zoning Department recommends approval of the site plan review request subject to all staff comments, with the exception of the requirement of the property owner being responsible for improving the alley. The required number of elements has been identified so that the applicant is aware of where the proj ect is deficient. The applicant shall understand that the wall accessory that is required to bring the project into conformance with the design code will require separate submittal for review by the Planning and Zoning Department, the Community Redevelopment Advisory Board, and the Community Redevelopment Agency prior to a permit being issued. 9. On the site/landscape plan identify the width of the required landscape strip located at the northeast corner of the site. The minimum width is three (3) feet. 10. Correct the inconsistency regarding the spacing of the hedging required for the vehicle use area. Federal Highway site. The. 24 acre site is occupied with an existing one story 1,784 square foot concrete block building. The previous use of the bUilding was a gasoline service station. At present time a gasoline service station is a nonconforming use for the sUbject s1te. The new use is a retail food and beverage store. The existing structure will remain in place with no increase in size. Access to the site is by a two-way driveway on Ocean Avenue and a two-way driveway on the twenty (20) foot wide City alley that abuts the north side of the site. The following 110teable changes are proposed for the ex.terior of the building: block in existing windows, overhead doors and door openings; install new doors and new storefronts along the east side of the building, add wood board & batten siding to the walls, apply decorative lamps on the walls and install a standing seam sloped roof around the perimeter of three sides of the building. Note: most of the improvements to the project are a result of the project showing compliance with the code requirements based on the change in use from the previous service station to the new retail store. The change of use resulted in additional parking spaces being required. The following colors proposed for the building and wall signage are consistent with the colors identified in the Community Design Plan and the Central Bvsiness District Guidelines: Walls - wood, beige and stucco, light yellow; Roof - roman blue; Wall Sign - dark brown. The vehicle use area will be improved to comply with the requirements of the parking lot code for construction material and configuration of layout. The applicant has formally submitted an application for a variance from the code requirement regarding the distance the driveway on Ocean Avenue is located from US Highway # 1. The total number of parking spaces provided on-site exceeds the number required for the new use. The plans indicate that the installation of the site lighting fixtures will comply with specifications listed in the Central Business District Landscape Code. A concrete block dumpster enclosure is proposed for the site wi th ,the color of the stucco finish matching the color of the building. The landscaping proposed for the site will comply with the code. Flowering trees and multiple species of plants and hedge material are shown along the Ocean Avenue entrance to the site. The Ocean Avenue driveway entrance has been coordinated with the new Ocean Avenue streetscape improvement plans. -1- Supercity staff Report page 2 REVIEW OF STAFF COMMENTS: Find attached comments from all reviewing departments. As indicated in their comments they recommend the project proceed through the approval process subject to the permit documents reflecting compliance with staff comments and technical compliance with the City codes. The concern regarding Memorandum No. 93-215 from the Director of Public Works was rectified between the applicant and the director. The solution was accomplished by moving the enclosure. The new location is directly south of the building. The new location will include a landscape island being constructed south of the enclosure. The ~~andicapped parking space that is shown on the plans at the new enclosure location will be relocated to the front of the building. The balance of the site will remain unchanged. The total number of parking spaces will remain the same. This change is minor and the permit documents will reflect the correct location. staff will witness the new location during the permit review process. The new location was an alternate location discussed by the Technical Review Committee during the review process of the project. A conflict has arisen regarding the responsibil ty of the road improvements for the twenty (20) foot wide City alley that borders the north side of the site and the time that the work shall be completed. The Deputy City Engineer's comment No. 4 from memorandum No. 93-310 states that the property owner shall be responsible for making improvements to the alley prior to the new business opening. The consensus of the Technical Review Committee is that the work should be performed by the City. Memorandum Number 93-212 from Bob Gibson of the Public Works Department states that the improvements for the alley are scheduled for the new year and the job was given a high priority. The part of the alley near the proposed driveway is somewhat improved do to the Utilities Department working on the utilities in that area and repairing same. It is also possible that the property owner may want to improve the alley prior to opening the new store. It also should be noted that if the property owner damages the existing alley as a result of making the improvements to his site he will have to repair the damaged areas. This conflict should be resolved during the board review of the project. RECOMMENDATION: The Planning and Zoning Department recommends approval of the site plan review request subject to all staff comments, with the exception of the requirement of the property owner being responsible for improving the alley. It should be noted that the comments are divided into two (2) categories: The first category is a list of comments that identify unresolved comments either from the first review or new comments as a result of the 2nd review. To show compliance with these comments will not substantially alter the configuration of the site and the design of the building except for comment Number 1. The applicant has made a formal submittai to seek relief from the code requirements for the comment. The second set of comments is a list of recommendations I believe will enhance the aesthetics and function of the project. All comments can be rectified on the plans at time of permitting considering that the request for Site Plan Review is approved and the parking lot variance is approved. The applicant must understand that additional comments may be generated upon review of the documents and working drawings submitted to the Building Department for permits for the proposed project. 1. The plans indicate an existin] driveway located on Ocean Avenue approximately forty-three (43) feet west of the intersection of Highway #1. Section 5-142 (h) (3) Article X of the Parking Lot Code requires that the driveway be located no closer than one hundred eighty (180) feet to the intersection. An approval of a Parking Lot Variance for driveway location is required prior to approval of the site plan. 2. In order to be in compliance with the zoning district setback dimensions, remove the new portion of the roof overhang that is proposed for the north and south corners of the west side of the building. The new roof overhang shall not extend past the face of the west side of the existing building. Also, specify on the elevation view drawing that the roof overhang along the north side of the building will not exceed two (2) fee~. 3. Amend the typical parking space drawing of the handicapped striping to be consistent with the City standard drawing B90012. 4. Specify on the site plan drawing, in note form, that the overhead utility lines shown at the rear of the building will be relocated to provide underground service to the building. 5. Correct the inconsistencies regarding the location of the windows that are shown on the east elevation of the building and the proposed floor plan. 6. On the elevation view drawings of the building specify the color of the exterior door and window frames. I recommend using a color harmonious with the color of the building. 7. On the site/landscape plan show and identify a code required type of exterior furnishing. An example would be a decorative bench, trash receptable, bollards and other related items. The required number of elements has been identified so that the applicant is aware of where the proj ect is deficient. The applicant shall understand that the wall accessory that is required to bring the project into conformance with the design code will require separate submittal for review by the Planning and Zoning Department, the Community Redevelopment Advisory Board, and the Community Redevelopment Agency prior to a permit being issued. 9. On the site/landscape plan identify the width of the required landscape strip located at the northeast corner of the site. The minimum width is three (3) feet. 10. Correct the inconsistency regarding the spacing of the hedging required for the vehicle use area. The plant list specifies twenty-four (24) inches on center and the notes identify eighteen (18) inches on center. The minimum spacing required by code is eighteen (18) inches. Also, add to the plant list the spread specification for the hedge material. The minimum spread required by code for hedge material is eighteen (18) inches. The code required height for the hedge material is twenty-tour (24) inches. 11. To show compliance with the streetscape requirements of the Community Design Plan, omit the three (3) Black Olive trees shown on the plan along us Highway #1 and Ocean Avenue and replace with a species identified in Appendix III of the Community Design Plan. Instead of omitting the surplus spaces and arranging the site to depict a loading space, that more than likely customers will over park, allow the surplus parking spaces to remain as shown. Federal Highway site. The .24 acre si te is occupied with an existing one story 1,784 square foot concrete block building. The previous use of the building was a gasoline service station. At present time a gasoline service station is a nonconforming use for the subJect SIte. The new use is a retail food and beverage store. The existing structure will remain in place with no increase in size. Access to the site is by a two-way driveway on Ocean Avenue and a two-way driveway on the twenty (20) foot wide City alley that abuts the north side of the site. The following noteable changes are proposed for the exterior of the building: block in existing windows, overhead doors and door openings; install new doors and new storefronts along the east side of the building, add wood board & batten siding to the walls, apply decorative lamps on the walls and install a standing seam Sloped roof around the perimeter of three sides of the building. Note: most of the improvements to the project are a result of the project showing compliance with the code requirements based on the change in use from the previous service station to the new retail store. The change of use resulted in additional parking spaces being required. The following colors proposed for the building and wall signage are consistent with the colors identified in the Community Design Plan and the Central Business District Guidelines: Walls - wood, beige and stucco, light yellow; Roof - roman blue; Wall Sign - dark brown. The vehicle use area will be improved to comply with the requirements of the parking lot code for construction material and configuration of layout. The applicant has formally submitted an application for a variance from the code requirement regarding the distance the driveway on Ocean Avenue is located from US Highway # 1. The total number of parking spaces provided on-site exceeds the number required for the new use. The plans indicate that the installation of the site lighting fixtures will comply with specifications listed in the Central Business District Landscape Code. A concrete block dumpster enclosure is proposed for the site wi th ,the color of the stucco finish matching the color of the building. The landscaping proposed for the site will comply with the code. Flowering trees and multiple species of plants and hedge material are shown along the Ocean Avenue entrance to the site. The Ocean Avenue driveway entrance has been coordinated with the new Ocean Avenue streetscape improvement plans. -1- . supercity staff Report Page 2 REVIEW OF STAFF COMMENTS: Find attached comments from all reviewing departments. As indicated in their comments they recommend the project proceed through the approval process subject to the permit documents reflecting compliance with staff comments and technical compliance with the City codes. The concern regarding Memorandum No. 93-215 from the Director of Public works was rectified between the applicant and the director. The solution was accomplished by moving the enclosure. The new location is directly south of the building. The new location will include a landscape island being constructed south of the enclosure. The handicapped parking space that is shown on the plans at the new enclosure location will be relocated to the front of the building. The balance of the site will remain unchanged. The total number of parking spaces will remain the same. This change is minor and the permit documents will reflect the correct location. staff will w1tness the new location during the permit review process. The new location was an alternate location discussed by the Technical Review Committee during the review process of the project. A conflict has arisen regarding the responsibil ty of the road improvements for the twenty (20) foot wide City alley that borders the north side of the site and the time that the work shall be completed. The Deputy City Engineer's comment No. 4 from memorandum No. 93-310 states that the property owner shall be responsible for making improvements to the alley prior to the new business opening. The consensus of the Technical Review committee is that the work should be performed by the City. Memorandum Number 93-212 from Bob Gibson of the Public Works Department states that the improvements for the alley are scheduled for the new year and the job was given a high priority. The part of the alley near the proposed driveway is somewhat improved do to the Utilities Department working on the utilities in that area and repairing same. It is also possible that the property owner may want to improve the alley prior to opening the new store. It also should be noted that if the property owner damages the existing alley as a result of making the improvements to his site he will have to repair the damaged areas. This conflict should be resolved during the board review of the project. RECOMMENDATION: The planning and Zoning Department recommends approval of the site plan review request subject to all staff comments, with the exception of the requirement of the property owner being responsible for improving the alley. It should be noted that the comments are divided into two (2) categories: The first category is a list of comments that identify unresolved comments either from the first review or new comments as a result of the 2nd review. To show compliance with these comments will not substantially alter the configuration of the site and the design of the building except for comment Number 1. The applicant has made a formal submittal to seek relief from the code requirements for the comment. The second set of comments is a list of recommendations I believe will enhance the aesthetics and function of the project. All comments can be rectified on the plans at time of permitting considering that the request for Site Plan Review is approved and the parking lot variance is approved. The applicant must understand that additional comments may be generated upon review of the documents and working drawings submitted to the Building Department for permits for the proposed project. 1. The plans indicate an existing driveway located on Ocean Avenue approximately forty-three (43) feet west of the intersection of Highway #1. Section 5-142 (h) (3) Article X of the Parking Lot code requires that the driveway be located no closer than one hundred eighty (180) feet to the intersection. An approval of a Parking Lot variance foi driveway location is required prior to approval of the site plan. 2. In order to be in compliance with the zoning district setback dimensions, remove the new portion of the roof overhang that is proposed for the north and south corners of the west side of the building. The new roof overhang shall not extend past the face of the west side of the existing building. Also I specify on the elevation view drawing that the roof overhang along the north side of the building will not exceed two (2) fee~. 3. Amend the typical parking space drawing of the handicapped striping to be consistent with the City standard drawing B90012. 4. specify on the site plan drawing I in note form, that the overhead utility lines shown at the rear of the building will be relocated to provide underground service to the building. 5. Correct the incons istencies regarding the location of the windows that are shown on the east elevation of the building and the proposed floor plan. 6. On the elevation view drawings of the building specify the color of the exterior door and window frames. I recommend using a color harmonious with the color of the building. 7. On the site/landscape plan show and identify a code required type of exterior furnishing. An example would be a decorat1ve bench, trash receptable, bollards and other related items. After reviewing the amended plans, it has been determined that they do not comply with the requirements of the Community Des1gn Plan regarding architectural features and/or treatments. Find attached Appendix II of the Community Design Plan. Appendix II sets forth the standards used to achieve the appropriate architectural theme. Please observe the Coastal Village section of the appendix. An asterisk has been placed next to the areas where the project is shown in compliance with the code. The required number of elements has been identified so that the applicant is aware of where the project is deficient. The applicant shall understand that the wall accessory that is required to bring the project into conformance with the design code will require separate submittal for review by the Planning and Zoning Department, the Community Redevelopment Advisory Board, and the Community Redevelopment Agency prior to a permit being issued. 9. On the site/landscape plan identify the width of the required landscape strip located at the northeast corner of the site. The minimum width is three (3) feet. 10. Correct the inconsistency regarding the spacing of the hedging required for the vehicle use area. The plant list specifies twenty-four (24) inches on center and the notes identify eighteen (18) inches on center. The minimum spacing required by code is eighteen (18) inches. Also, add to the plant list the spread specification for the hedge material. The minimum spread required by code for hedge material is eighteen (18) inches. The code required height for the hedge material is twenty-tour (24) inches. 11. To show compliance with the streetscape requirements of the community Design Plan, omit the three (3) Black Olive trees shown on the plan along us Highway #1 and ocean Avenue and replace with a species identified in Appendix III of the community Design Plan. Note: At least ninety (90) percent of all the trees on the site shall be native species and all trees shall meet the tree specifications identified in the Landscape code. See recommendation No.1. 12. Specify on the site/landscape plan the surface material proposed for the island shown in front of the south end of the building. 13. The Coconut tree is not a native species. correct the plan accordingly. RECOMMENDATIONS: 1. That the replacement tree species for comment No. 11 above be compatible with the landscape material proposed for the new Ocean Avenue streetscape landscaping as well as being a spec1es listed in Appendix III of the Community Design Plan. It is further recommended that the tree species proposed along US Highway #1 be selected from an approved list of trees to be planted under power lines as well as a species listed in the Community Design Plan. All trees shall meet the tree specifications listed in the Landscape Code. 2. That the Community Redevelopment Agency consider exercising the code regarding section 6 E 4. d. (2) of Appendix A - Zoning [modifying requirements for parking and loading spaces). considering that the type of use generally results in a high number of vehicles entering and exiting the site, the number of parking spaces is more valuable than a loading space. The site has two surplus parking spaces based on the thirty-five (35) percent reduction of parking spaces allowed for uses located in the central Business District. Instead of omitting the surplus spaces and arranging the site to depict a loading space, that more than likely customers will over park, allow the surplus parking spaces to remain as shown. It IS possibly that the proprietor will efficiently and economically operate the business by having deliveries made during slow hours of operation. Our comments are as follows: Deputy City Engineer's Comments 1. The existing concrete approach alonqOcean Avenue shall be removed and a standard sidewalk constructed in it's place. 2. The sidewalk shall transition through the ingress/egress area and be constructed at elevations which wil~ facilitate the move- ment of handicap persons through this area. The sidewalk area through the approach shall be construqted with no less than 2500 psi concrete and be a minimum of six (6) inches in thickness. 3. Provide a "Stop-Sign" (R1-1) at the intersection of the alley at Federal Highway. 4. The site reconnaisance revealed that the last thirty (3D') feet of the east end of the alley is in need of' repair, therefore, the plans shall be revi.ed to 1n41ca~. the ~8mov.l of ...de and sand, removal ot irreqular asphaltic concreta mounds, adjus~ent of valve covers including the overlaying of the subject thirty (30) feet of alley with a minimum of Type II aspha~tic concrete (In). 5. The "Handicap-stall" detail does not comply with the latest edition of the Department on Community Affairs Accessibility Manual. A copy of the detail may be obtained in the Engineering Department. 6. The site plan is devoid of suitable Parking Lot Lighting. Revise plans to indicate the location of lighting standards. 7. A "No Left Turn" sign shall be placed where the alley intersects Federal Highway. 8. Provide Environmental Test Data and other related technical infor- mation regarding the condition of sub-surface soils which currently exist in the area where the underground fuel tanks were situated.
