REVIEW COMMENTS f 7B1 and 7B2 SPACE PLUS LANDSCAPE APPEAL PLANNING AND ZONING DEPARTMENT MEMORANDUM NO. 92-192 October 5, 1992 FROM: ~ ~e Planning and Development Board Christopher cutro, Planning and Zoning Director TO: RE: Landscape Appeal - Space Plus Storage Jerry Church, representative for the owners of Space Plus, is requesting an appeal to an administrative interpretation of the Landscape Code regarding Section 7.5-35 (e) and asking to diminish a condition for oversized and additional landscaping on the north side of the proposed storage area. Space Plus is a storage facility located off South Congress Avenue at 2951 S.W. 14th Place. On October 1, 1991, the City Commission approved a site plan modification to add an open storage area to the east side of the existing facility. The primary function of the open storage area is for storage of recreational vehicles and boats that could not be stored in single family zoned property. Section 7.5-35 (e), Perimeter landscaping relating to abutting properties, states that on the site of a building or structure or open lot use providing an off-street parking area or other vehicular use area, such area shall be provided with a landscaped barrier, preferably a hedge not less than four (4) feet nor greater than six (6) feet in height to form a continuous screen between the off-street parking area or other vehicular use area and such abutting property. Such landscaped barrier shall be located between the common lot line and the off-street parking area or other vehicular use area in a planting strip of not less than two and one-half (2~) feet in width. The south and east sides of the open storage area require the installation of the landscape material specified in Section 7.5-35 (e). The north side does not require a hedge because the property owner has chosen to build a six foot wall with vines on that side of the storage area. The applicant is requesting to omit the hedge landscape material along the east and south sides of the open storage area. South Technical Education Center, a Palm Beach County School, borders the east side of the open storage area and the south side is bordered by a site containing structures with light industrial uses. The hedge material would form a continuous visual barrier that screens the storage area from the abutting property. The justification by the applicant for the request is that they believe the installation of the six (6) foot high slatted chain link fence that is required by Section 1 and 8.5.b.13 of Appendix A - Zoning, and as shown on the permit plans and the plans approved by the City Commission is adequate screening to accommodate both the Landscape Code visual barrier requirements and the adequate screening requirements for open storage. It should be noted that a hedge is planted along the property line to the south but has not been properly maintained. In addition, at the City Commission hearing, residents of the area north of the site asked the City Commission to reject the development because they believe it would become unsightly. After some discussion and a continuance of the item, the applicant agreed to plant oversized trees in an offset pattern in front of the wall on the north side of the property. The oversized trees would be 12 feet in height with 10 foot crowns. This condition was accepted by the City Commission. The applicant is now stating that this type of material is not available from nurseries because of Hurricane Andrew and is now To: Planning and Development Board Re: Space Plus - Landscape Appeal Page Two seeking relief from this condition. As of the date of this memo, we have been unable to ascertain if the trees that would meet this condition are available from local sources. We would ask that the Board review these appeals and make a recommendation to the City Commission to either approve or deny the two requests made by the applicant. A boundary separation wall, (an eight foot block wall with landscaping), was required on the north side because of the residential land use to the north. This will be constructed in conformance with the approved plans. Due to the land use, (open storage), a screened fence was required along the south and east sides, A six foot chain link will be installed with opaque slats. In addition, to meet the landscape code requirements, a perimeter hedge was required along the south and east sides. Along the east side the hedge will be inside the fence and there is no public aesthetic value, It was intended to take advantage of the existing hedges. on the south side, which were installed by the abutting warehouse property developers, refer to note on approved plans, The existing hedges were inspected bv Mr. Kevin Halihan, landscape inspector. who determined that approximatelv 150 feet of hedqe would have to be re-planted on the adlacent propertv to satisfv the code requirements. We subsequently contacted the owner who refused permission to plant any material on his property. He contended that the hedge would be of no value considering the type of fence that will be installed, An appeal is hereby requested to waive the requirement for a hedge along the east side and south side of the project, To the east the hedge serves no aesthetic purpose since it is inside of the screen fence, On the south side it was not possible to get the property owner to approve upgrading his hedge, nor is it considered practical to install the hedge on the inside of the fence. Further the hedge is of limited benefit since it is at the back of a warehouse. next to the oper. storaqe yard. The tree spacing is 20 feet, The contractor has advised us that it is not possible to obtain these trees with a 10 foot spread since they come from Homestead. where the nurseries lost most of their trees during the recent hurricane, Considering the close spacing specified and the problem with obtaininq the required material, would it be possible to uses trees with less that the 10 foot spread. but in no case would the spread be less than 6 feet, Your consideration of this request is appreciated, Yours truly, Gerald B.
