(96 multi-family units and 21 single family lots): 1. Golf Road at S.W. 26th Avenue, left turn lane east approach, deacceleration lane west approach. 2. S.W. 26th Street north to the proposed lift station. Coscan, with and concurrent to the approval of the replat for the 96 units and the 21 single family lots will provide the following: 3. Engineering design of S.W. 26th Street from the lift station north to Woolbright Road. 4. Engineering design of a two lane section of Woolbright Road from its present terminus west of Congress Avenue to the western boundary of Quail Run. 5. Surety in a form acceptable to the City for all improvements listed in items 1, 2, 3 and 4 as well as those improvements required under subdivision regulations. Coscan will have twenty-one (21) months from the date of plat recordation of the replat to complete the construction of S.W. 26th Avenue from the lift station to Woolbright Road and Woolbright Road from its terminus west of Congress Avenue to the western boundary of this project. Knoth Road extension construction plans are approved and contracts let for construction of road by City of Boynton, its agent or others. . Palm Beach County lets a contract for the design of Woolbright Road through Quail Ridge. Not withstanding after eighteen (18) months from the date of the recordation of the rep1at of Quail Run Phase I, there has been no indication of Palm Beach County's desire to construct Woolbright through Quail Ridge (i.e. the letting of contract for design of same) Costain will not be required to construct that two lane section of Woolbright Avenue from S.W. 26th Street west to the western property line of Quail Run within the twenty-one (21) month period. Costain fully recognized its responsibility to construct Woolbright Road from S.W. 26th Street west to the western property line and is by no means trying to dismiss that responsibility. Costain will maintain surety as approved by the City for the construction of Woolbright Road. Costain will complete the construction of Woolbright Road prior to the issuance of building permits for the last three buildings in the project or as outlined previously, i.e. Knoth Road extension and action by Palm Beach County. Woolbright Road west from S.W. 26th Street to the western property line will be completed prior to the issuance of the first C.O. in any of the last three buildings. It is Costain's opinion that if Woolbright Road is constructed west from S.W. 26th to the western property line prior to any other roadway connection becoming available, said construction would not serve the health, safety and welfare of the City of Boynton Beach. Grasses, cat-tail, and aquatic plants inhabit the waters edge. Thin, scattered patches of grasses inhabit the.remainder of the site. Much of the site has been filled and raised in preparation for roads and buildings. The greatest contribution to this site in terms of plant material, will be the proposed landscape planting plan. The proposed landscape plan will use Pinus eliotti, Sabal palmetto, Quercus virginica and other Florida native species in much of the open, common areas. The management of the littoral zone cannot be separated from either water management or dryland landscape management. The littoral zone or "shoreline" mLlst function as part of the lake water body, and as part of the dryland landscape, because it is a part of both. Modern aquatic management of lakes use chemicals to control foreign exotic water plants such as hydrilla, southern naiad, and water hyacinth which if left unchecked, could stagnate a lake in 1-2 years. These same chemicals have the potential to kill the shoreline, littoral zone planting. Dryland landscape management techniques employ chemical and mechanical controls. Aesthetically, lawns are to be mowed smooth and unwanted weeds eliminated with.weed eaters to the water's edge. If left unchecked, wild gro~th provides habitat for allig~tors, snakes, rats, and other wildlife incompatible with high density residential communities. Therefore, the littoral zone management must be compatible with the management of two much larger management routines. Littoral zone management will employ a combination of mechanical and chemical means of control together with hardy plant species. 1. Woody and herbaceous material form the backbone of the littoral zone planting. All material is Florida native and specially suited for the South Florida climate. Chemical control of aquatic weeds and invasives will occur seasonally when water levels are low in controlled surface applications away from lake edges and littoral zone plantings. Most chemical treatments have low migratory potential and are most lethal at their point of application. 3. Undesirable weed growth in the littoral zone will be controlled chemically and mechanically. Chemical sprays will be used in clear areas to rid them of aquatic and dryland undesirable weeds. Planted areas will be mechanically maintained by hand and machine. 4. A balance will eventually be struck between co~trolling unwanted aquatic growth and promoting desirable littoral zone growth. Some littoral zone plant material may not survive in the process of reaching that balance. However, a plant community will result whose ecology is i'ntegral in a man-made landscape.
