Dear Ms. Heyden:
Please find enclosed 12 copies of the revised Master Plan
for the Quail Lake West project. Also enclosed are 12 copies of
the boundary and topographic information as requested.
Per the staff comments of the past review, we have
incorporated the comments into this revised plan. A summary of
these revisions are as follows:
1. Setbacks - The perimeter setbacks have been increased to
25 feet. The side yards from the lot lines are 10 feet.
The distance from the garage door to the street is now
21 feet. The setbacks along 26th have been increased
from 20 feet to 25 feet. The plan is now consistent
with the setbacks of Phase I and is consistent with the
Appendix B, Section 9 (B) of the Code.
2. Site Data - Additional dimensions have been shown along
with clarification of site data. A boundary and
topographic survey has also been included to give more
existing site information.
3. Dead End streets - The "T" turnaround along 26th has
been removed and pushed through to form an intersection.
This intersection is 126 feet north of the cul-de-sac
roadway on the opposite side of 26th. This is
consistent with Appendix C, Section X, 10 (K) which
requires a minimum of 125 feet for offset street
separation.
Also, a "T" turnaround was added at the south cul-de-sac
at the first building west of 26th. This was done in
accordance with discussions at the last meeting,

4. other Revisions - There were numerous revisions ~n
relation to the number of units per building and~treet
configurations due to the shifting required to
accommodate the revised setbacks. The remainder of the

Dear Ms. Heyden:
Please accept this letter as a formal request to review and
process the Master Plan Modification for the Quail Run
project. The modification is within Phases II and III.
Phase I is existing.
The original master plan designated Phases II and III as
multi-family, condominium. The modification will be to fee
simple ownership single-family attached units. A homeowners
association will accept the responsibility of the maintenance
of the common areas within these phases. The total number of
uni ts for Phases II and .1l.I are being decreased from 198 "Sf l' ?)
condominium units to ~Iree simple units. There are 117 ,o..1-1"t:II
units existing in Phase I. This decrease will require a
recalculation of impacts and appropriate credits should be
allocated to Phases II and III.
Attached are 12 copies of the Master Plan Modification Plan

The Recreation & Park Department has reviewed the Master Plan
Modification for Quail Run, Tracts 4, 5, and 6. The following
comments are submitted:
1. According to Section 8 of the subdivision regulations,
"As a condition of final plat approval, the subdivider shall
agree in writing the dedication of land, pay a fee in lieu
thereof, or both, at the option of the City, for park or
recreational purposes".
2. Tracts 4, 5, and 6 of the Quail Run PUD must indicate the
conditions of compliance with the recreation impact provisions
of the subdivision regulations as part of this Master Plan
Modification.
3. Based on a total of 136 single family dwelling units, the
recreation dedication requirement is:
136 D.U. X .0180 A/D.U. = 2.448 acres
4. The City options to accept a fee in lieu of land. Amount of
fee is based on a current bill of sale or recent appraisal.
5. The developer may elect to apply for one-half credit towards
that fee requirement by providing a minimum of 5 recreation
elements as indicated in section 8 paragraph F.
6. If the developer elects to apply for one-half credit towards
the recreation dedication element, the 5 elements and their
acreage must be listed on the Master Plan. The fee will be
reduced based on full compliance wit he requirements in
paragraph F.

As you had requested at our meeting on August 24, 1993, I am
modifying my previous letter to you, to reflect the corrected
concurrency status of Phase 2, of the Quail Lake PUD.

You will recall that our records indicated that phase 2 was no
longer exempt from all or partial concurrency review since its
connection to the "A" category of development orders was a site
plan, which is now expired. Since our concurrency ordinance does
not indicate the result of an expired "A19" project, it has been
assumed that along with the site plan, concurrency also became
invalid. :
However, after a more thorough analysis of the ordinance, my staff
has determined that Phase 2 retains a certain level of exemption
based upon the boundary plat which was recorded for the entire
Planned Unit Development. Based upon the boundary plat, Phase 2 is
only reduced in classification to a "B1" development order. As
required for Phase 3, the concurrency review of phase 2 will
consist of an analysis of the impacts upon all levels of service
with the exception of drainage, traffic, and neighborhood parks.
I apologize for the initial, incorrect evaluation of this project.
Weaknesses within our concurrency ordinance are occasionally
identified by unique tests such as this situation within the Quail
Lake PUD. I thank you for the assistance you have provided and
your continued interest in developing within the City of Boynton
Beach.

The following items of concern should be addressed by Kennedy Properties Ltd. in their
submission of a detailed revised Master Plan for Quail Run P.U.D.:
1. Notation should be made on the drawings that there shall be no access from
Woolbright Ave. to lots abutting Woolbright Ave. which also have frontage on
interior roadways.
2. A stacking lane should be provided on 26th Street at Woolbright Ave. for vehicles
turning left (east) from 26th Street.
3. A variance will be required for dead end street turnarounds other than cul-de-sacs.
Provision for turning movements for large vehicles is a matter of concern.
4. An existing lake is proposed to be filled. A modification of the SFWMD water
management permit for Quail Run P.U.D. shall be required.
5. Direct access from the single family portion of the P.U.D. to the recreation area
should be provided, if possible.
6. Typical road cross sections, including sidewalk locations should be provided.
The above items summarize concerns expressed at the Technical Review committee

pursuant to our recent telephone conversation, I am providing you
with the following information related to the concurrency status of
the Quail Lake PUD.

As you probably know, the Quail Lake PUD is separated into three
(3) different phases. The first phase, which included a total of
21 single-family units and 96 multi-family units is categorized as
an "A" project according to the city's concurrency ordinance ("A"
projects are concurrency exempt). Phase 1 has no expiration date,
and is two (2) single-family un~ts away from being built-out.
Phase 2, which has been master planned for 116 multi-family units,
was an "A" project until this designation expired in May, 1991.
This phase now has no exemption status and, will therefore be
subject to concurrency review.
Phase 3, which is classified as a "B1" project, has been master
planned for 82 multi-family units. There is no expiration date on
this category, and a "B1" project is exempt from drainage, traffic,
and neighborhood park review.

Re: Request for Master Plan Modification - Quail Run, P.U.D.
Honorable Mayor and Commission Members:
As Contract Purchasers of Tracts 4, 5 and 6 of Quail Run, P.U.D. (total of 86.4 acres), we have prepared a
revised Master Plan for the project which reflects our plan to build on the remaining approved, but
undeveloped land (approximately 33.7 acres of the total 86.4 acre P.U.D.). The P.U.D, reflects 198 dwelling
units approved in the above Tracts. The modification requested is to the reduction of 62 dwelling units from
the P.U.D., consisting of a reduction of 198 multi-family dwelling units and an increase of 136 single family
units.
As shown on the Master Plan, the proposed new residential construction will be all single family, comprising
136 zero lot line units. In arriving at this plan, we have studied many alternative layouts. These alternative
layouts contained different mixes of multi-family and single family, and many different size single family
products. This plan is also the result of extensive marketing study research. Enclosed for your review and
information is the following:
Quail Run P.U.D. Master Plan (revised);
Preliminary Building Architecturals (Floor Plans, Building Elevations, Landscaping).
The single family unit that is proposed is a single family product on a "double z" shaped zero lot line lot. The
minimum proposed lot size is 45' x 100', with most lots being significantly larger in total area due to the shape of
the land. Land planning options were limited greatly by the existing conditions of the property. Tracts 3, 4 and
5 were previously platted, and the lake excavated around each tract. Tract 6 was restricted by the existing 26th
Street, the existing platted P.U.D. recreation area, and by the golf course along the west property line.
The product being proposed for this project is a small zero lot line home, The homes will range from 1,300 air
conditioned square feet to approximately 2,300 air conditioned square feet. They will be situated on 45' x 100'
minimum lots. The product and specifications shall be geared to the empty nester/retiree, although there is the
potential to draw from other buyer segments. The table below illustrates the product line-up.

is a seasonal purchaser, this estimated sell out may vary. There is a projection of 965 starts for 1995 in the
$110,000-$149,900 price range; this would translate to an 8.9% market share of its price range.
