SUBJECT: Quail Run Phase II - Request for Retroactive Extensions
of Site Plan and Preliminary Plat
Accompanying this memorandum you will find a request submitted by
Mark A. Bidwell, Director of Planning & Engineering for Coscan
Florida, Inc. Mr. Bidwell is requesting that the City
commission grant retroactive extensions for the site plan and
preliminary plat which expired in 1989.
It is recommended that the site plan be extended for a period of
one year and the preliminary plat be extended for a period of six
months, consistent with the time frame for these approvals set
forth in the City's ordinances.

RE: QUAIL RUN PHASE II
Dear Jim:
As a follow-up to our telephone conversation yesterday,
I am writing to request a time extension for the site
plan and preliminary plat approvals for Quail Run Phase
II.
As you may know, the Boynton Beach City Commission granted
approval for the site plan and preliminary plat on October
18, 1988. It is my understanding that the site plan
approval is valid for a period of one (1) year and the
preliminary plat is valid for six (6) months. Given this,
the site plan approval would have expires on October 18,
1989, and the preliminary plat approval would have expired
on April 18, 1989.
I am therefore requesting retroactive time extensions for
both the site plan and preliminary plat. You indicated
in our conversation that it would be possible to obtain
a one (1) year extension on the site plan approval and
that filing the final plat would take care of the
preliminary plat expiration problem. Please l~~e know

Please be advised that on Tuesday, October 18, 1988, the City
Commission approved the referenced site plan subject to staff
comments, copies of which are attached.
After you have amended your plans to reflect these stipulations,
please have the appropriate Department Heads initial the attached
check-off sheet prior to your submission to the Building
Department for permits.
The approval of the City entitles you to construct only the
improvements shown on the site plan. The site plan will be
viewed procedurally as an as-built or record drawing.
If you have any questions concerning this matter, please do not
hesitate to contact me.

At our meeting on June 8, 1987, agreement as follows was reached:
1. It is expected that the developer will be totally ready for
final plat approval by the Mayor and City Commission on
July 7.
2. It is agreed that, with the paying of proper fees and the
providing of a cash bond, construction of up to twelve (12)
"dry modeP units for future sales reasons should receive a
penmit on July 8, 1987.
3. It is agreed that occupancy by sales personnel will take place
approximately 140 days after construction begins, but that
occupancy will depend on provision of appropriate and approved
sanitary trailer facilities with water facilities for sanitary
purposes.
4. With approval of the final plat and signing by the Mayor, a
penmit for construction of water, sewer, drainage, and paving
can be given with the expectation that this work would take
approximately six (6) months and that the Certificate of
Occupancy for constructed units would not be given until
adequate services and facilities are available.
5. It is agreed that the developer, prior to final plat, can receive
a penmit for temporary earth work related to the construction of
water, sewer, drainage, and paving.
6. It is agreed that, after the final plat has been recorded, the
initial building permit for "dry models" will be converted to a
standard building penmit for administrative purposes for the
Building Department.

Coscan is proceeding with the development of Phase I in
good faith. Development of Phases II and III have been
slow to commence primarily due to the current market
conditions. We believe that towards the third or fourth
quarter of this year market conditions will improve - or
will at least come into focus - and at that time Coscan
will be able to move in the direction of actively developing
Phases II and III.
Please let me know what formal application materials and fees
are necessary in order to request a time extension.

Dear Mr. Newell:
This is to confirm our receipt of your cost estimate for the construction of
Woolbright Road from the entrance of Quail Run, to the project's west property
line.
We concur that the credit for eligible road construction which you are seeking
is in order, However, the exact amount of the credit to be given should be based
upon actual costs which would be documented to this office upon the completion
of the road project.
When we receive this information, we will formally notify the City of the credit
to be given. Also, any impact fees already paid will be refunded, as
appropriate,
