PARKING LOT VARIANCE
s~ction 5-145(c)(4) of the Code of Ordinances requires that when
a ,variance to Section 5, Article X, Parking Lots is requested,
the Technical Review Board must forward to the Planning and
Zoning Board a recommendation, and that the recommendation
forwarded is to be made part of the pUblic hearing proceedings.
To that end, this memo is forwarded, consistent with 5-145(c)(4).
Thomas J. Lira, Director of Planning for Coscan Florida, Inc., is
requesting a variance to Section 5-142(i)(1) of the Parking Lot
Regulations. Section 5-142 (i)(1) requires that "Parking lots
shall be designed to meet or exceed the dimensional requirements
for stalls, driveways, and access aisles as provided for in City
standards." These standards were adopted in resolution form by
the City Commission. The specific Standard that the applicant is
requesting relief from is the requirement to construct a 27 foot
wide access aisle for 90 degree angle parking spaces. This
requirement appears in Appendix B of the Engineering Department
Parking Lot Specifications. The applicant is requesting that the
aisle width be reduced from 27 feet to 22 feet. For an
explanation of the code requirement, the nature of the variance
requested and the variance justification, please refer to the
attached Notice of Public of Hearing and application.
On Tuesday, December 6 1988, the Technical Review Board(TRB) met
to review the plans and documents submitted and to formulate a
recommendation with regard to the variance requested. After
review and discussion, the TRB recommended that the variance
request be approved as submitted. The basis for this
recommendation was the justification provided by the applicant
wh~ch appears in attachment '~ of the application.

The design specifications are for a double tiered, high traffic
volume ~arking lot such as for a commercial center. The 27 foot
aisle ~s understandable when considering adequate width to
accommodate traffic flow as well as having room to back out of a
space without hitting the car parked across the aisle. This,
however, is not the case at Quail Run. The parking spaces in
question are for guest and not only will be in a low traffic volume
area, but also in a single tier thereby eliminating the hazard of
a car parked directly across the aisle. Given the above, and the
fact that the average full size American car is 17 feet 9 inches
long ~ with a 12 foot 7 inch turning radius, we feel that 22 feet
shouEd be an adequate aisle width. .
Furthermore, the additional paving being required will severly
encroach into green areas where extensive landscaping is planned. ,
