The following comments are in response to the submittal of the site
plan for the above referenced project. The comments for the project
will be discussed at the February 23, 1993, Technical Review
committee meeting. The site plan was reviewed for consistency with
the review standards specified in Section 8 of Chapter 4, Site plan
Review, Part III, Land Development Regulations of the code of
Ordinances. The applicant shall amend the drawings and documents to
show compliance with the following comments:
This proj ect is being reviewed as a leased outparcel of the
existing Tract "B" of the Shoppes of Woolbright, P.C.D.
1. After comparing the site plan drawing to the approved master
plan for the Shoppes of Woolbright, it is determined that a
master plan modification is required because of the following
inconsistencies between the new site plan and the approved
master plan:
two new driveways (a) Woolbright Road and (b) S.W.
8th Street (access and traffic flow);
size of the outparcel building (percentage of the
land to be developed to the proposed land uses);
setback dimension from S.W. 8th Street.
location and size of the peripheral greenbelt;
change in traffic generated (no documentation
submitted to evaluate traffic).
Contact the Planning and Zoning Department regarding the
procedures for processing a master plan modification,

The following comments are provided as a courtesy cursory review of
the proposed project. A formal review will hd initiated when the
site plan depicts the project consistent with the approved master
plan.
2. On the Racetrac Site Plan and Landscape Plan show, dimension
and label the ten (10) foot wide peripheral greenbelt that is
required along the south and east property lines of the new
site.
3. On the Racetrac site plan specify in note form that the site
is a leased outparcel.
4. Amend the Landscape Plan where the location of the project
identification sign is shown off the subject site.
5. On the Landscape Plan where the trees/palms symbol is shown
provide a typical dimension and note showing that the required
perimeter trees are spaced forty (40) feet on center. (Trunk
to trunk)

6. On the Landscape plan show the ten (10) foot line-of-sight
triangle required at both sides of each driveway. Place a note
on the plan that describes the following: landscape material
located wi thin the triangle areas shall be installed and
maintained at a height that will allow clear and unobstructed
visibility between the space of thirty (30) inches and six (6)
feet above the elevation of the driveway.
7. On the Landscape plan show the distinguishable symbol that
represents the st. Augustine sod in the dry retention area and
the landscape strip along the west side of the parking area.
8. Insert the words City of Boynton Beach in the planting note
identified as substitution.

landscape areas shall be provided with an automatic irrigation
water supply system.

retail sale of convenience store items. Therefore, amend the
parking space calculations to indicate the required parking
spaces based on one (1) parking space for each two-hundred
(200) square feet of gross floor area.

located within the minimum distance requirements of one-
thousand (1,000) feet of the master plan approved and

abuts a residential zoned district, show dimension and
label the greenbelt on the plan.

The Engineering Department for the City of Boynton Beach, Florida
has reviewed the above referenced plan submission and herein provide
the following courtesy comments. Comments and conditions of approval
will be addressed when a plan is submitted that conforms to the
approved or modified master plan.
1) Traffic circulation appears to be adequate but ingress/egress
approach driveways are not situated the required 180 ft.
distance away from intersecting rights-of-way lines.

Staff has reviewed the plan and offer the following comments:
1. The sanitary sewer shown is a dry line sewer which is
not connected into our system.
2. All utilities must be within right of way or easement
Section 23-33(a). Replat may be required.
3. A survey shall be submitted showing existing utility
easements. Site plan review, Ch.4, Section 7.1.3.
4. Potable water shall not be used for irrigation.
Irrigation meter shall be deleted (City of Boynton
Beach Comprehensive Plan Policy - 3C.3.4).
5. An active force main runs across the site. As a
condition of master plan approval, this force main was
to be abandoned. A letter of credit to perform this
relocation off site was secured. This work must be
performed concurrent with this project.
6. A tee, a restrained gate valve, and a plug must be
provided for future service of the remainder of tract
"B" Section 26-16(a).
7. Reduced pressure backflow prevention is required on
building uses of this type (Ord. 90-11)

The Building Department has the following comments which need to be
addressed before a permit can be issued for the above referenced project:
1. All setback dimensions must be shown on the site plan.
2. Setbacks from both S.W. 8th Street and Woolbright Road are required to
be a minimum of 40' and a peripheral greenbelt is required on all
sides in order to comply with Appendix A, Section 6.F.7. (Design
Criteria for PCD District).
3. A sign program, per Chapter 21 of the Code of Ordinances, is required,
showing all signs in compliance with the same, including the number of
signs, height, type and size.
4. Submit a floor plan of the building and show the elevation of the
canopy and its height above fire lanes.
5. Please state on the plans how you will finish the remaining portions
of Tract B.
6. Show on the plans a detail of the handicap curb cut or ramp from the
handicap space to the store and from the public street to the store,
per the State Handicap Code.
Please note that all building code requirements must comply with the code
in effect at the time of permitting, per a legal opinion from our City
Attorney.

requesting site plan approval to develop the outparcel with a
3040 square toot convenlence store with 12 gasoline pumps.
The requlred parking spaces in 3040 square foot of gross floor
area is 16 parking spaces. The provided spaces as shown on the
plans are seventeen (17) standard and one (1) handicapped or 18
parking spaces.
This project is located in the III Modern Design District. The
architectural style and color ot the proposed building complies
with the applicable design district of III modern as defined in
the Community Design Plan.
REVIEW OF DEPARTMENTAL COMMENTS:
Comments tor the review of the rectified plan are attached.
Parks and Recreation, Police and Flre had no comments. The
Buildlng Department comment regarding setbacks and the finishing
ot Parcel B will be addressed as part ot the master plan
moditicatlon, The BUllding Department comments regarding signs,
and the handicap ramp can be addressed at time of building
perrni~.
The Engineering comments 1 and 2 can be addressed at time of
BUllding Permlt. Comment 3 is covered by the traffic study
requirement included in the Master Plan Modification.
The dumpster location comment can be done as part of the building
permlt review.
We have advised the applicant of the comments of the Utilities
Department and have asked them to attempt to address these
comments by the time of the meeting.
RECOMMENDATION:
It the Utility Department comments can be addressed, we
anticipate that we will recommend forwarding this site plan to
the City Commission for tinal review.

The Building Department has reviewed the above referenced
resubmitted plans. We have found that the response to #1 of our
first review is in compliance with Appendix A, Section II, E.
4(A) setback of a 20' minimum for the canopy; however, not with
the required setback for PCD zoning of the 30' side yard, and the
40' front and rear yard requirements. Please see #2 of
memorandum #93-042. Please note that the setback for the canopy
is from the edge of the canopy, and no structure can be permitted
within an easement.
We still require a response to #3, #5, and #6, with
relocation of the 12' easement, prior to our recommendation for
forwarding this project to the Planning Development Board, etc.

Staff has reviewed the plan and are unable to recommend it moving
forw~rd due to the following:
1. Previous note #1, Utility memorandum 93-073, has not
been rectified. Staff has contacted Mr. Kolb with CCL,
as requested in his March 18, 1993 letter, and
explained that the gravity sewer under the proposed
service road has not been constructed nor is it
presently permitted.
2. Previous note #5, Utility memorandum 93-073, has not
been rectified. Staff has contacted Mr. Kolb with CCL,
as requested in his March 18, 1993 letter, and
explained that the Lift Station 608 and 609 reroute,
dated January 1990, although permitted, has never been
constructed. Until this reroute is complete, the force
main across RaceTrac is active. Since the reroute was
a condition of the overall D.C.D. approval, we will not
entertain the suggestion of rerouting this active force
main around the site.
The remaining comments, No.s 2 through 4, 6 and 7, have been

Staff has reviewed the plan and offer the following comments:
1. The sanitary sewer shown is a dry line sewer which is
not connected into our system.
2. All utilities must be within right of way or easement
Section 23-33(a). Replat may be required.
3. A survey shall be submitted showing existing utility
easements. Site plan review, Ch.4, Section 7.1.3.
4. Potable water shall not be used for irrigation.
Irrigation meter shall be deleted (City of Boynton

5. An active force main runs across the site. As a
condition of master plan approval, this force main was
to be abandoned. A letter of credit to perform this
relocation off site was secured. This work must be

BOYNTON BEACH CODE
L. SERVICE STATIONS WITH OR WITHOUT MAJOR RE-
P AffiS. The following regulations shall apply to all service sta-
tions constructed on or after January 1, 1983. Where an existing
service station is modified in any way, the building official, tech-
nical review board, planning and zoning board, and/or city coun-
cil may impose any or all of the following regulations where
doing so would create significant benefits to the public safety and
welfare, and where the standards contained in the following reg-
ulations could be reasonably accommodated on the existing site.
1. There shall be a minimum distance of one thousand (1,000)
feet between the nearest property line of the lot or plot of
land upon which the proposed service station is to be con-
structed, and the nearest property line of a lot or plot of
land upon which any other gasoline service station, church,
public playground, hospital, public school or other similar
public or semipublic place where large numbers of people
congregate, is located. Such distance shall be by direct
airline measurement.
2. The minimum size plot of land shall be seventeen
thousand five hundred (17,500) feet in area with a
minimum frontage of one hundred seventy-five (175)
feet, on all abutting streets.
