which states "Perimeter landscaping relating to abutting properties on the site of a
building or structure or open lot use providing an off-street parking area, such areas
should be provided with a landscape barrier, preferable a hedge, to form a continuous
screen between the off-street parking and abutting property. Such landscape barrier
shall be located between the common lot line and parking area. II
The nature of this landscape appeal is to eliminate the required hedge on the eastern
sides of the proposed and existing parking areas which are to the east of the existing
structure due to the uses that exist to the east, that being a Lake Worth Drainage District
Right-of-Way, FP & L easement and Interstate 95, and the fact that an existing hedgerow
of vegetation already exists along the eastern perimeter of the property. The site can
only be viewed from Interstate 95 and the existing vegetation buffers that view. In
exchange for the landscape appeal, additional landscape along Congress Avenue will
be provided where it will serve a greater benefit to the public and additional interior
greenspace is provided where it will serve as a greater benefit to the employees.
Special conditions that exist for the subject site to support this landscape appeal is that
the only properties abutting this site to the east are used for transportation and utility
purposes. The proposed parking area is a minimum of 500' from Interstate 95 and will
not be visible. A Iitteral enforcement of this requirement would be an unfair hardship on
the application in that providing the hedge will not further the codes intent to buffer
adjacent properties. Granting this landscape appeal will further the public interest in that
additional buffering can be provided along Congress Avenue to screen parking areas
visible to the general public.

With regards to the comments made at the Planning and Development Board meeting
held on October 10, 1995, in lieu of approving the landscape appeal for the required
landscaping along the south edge of the proposed parking area, the applicant shall
provide additional landscaping of equivalent value between the existing parking lot and
Congress Avenue. The cost of the required landscaping along the south edge of the
proposed parking will be approximately $760.00. This cost will be utilized along the west
side of the existing parking in the form of three Royal Palms and a 70. long Cocoplum
edge planted along the west edge of the existing parking lot. Also, in addition to
meeting that requirel'!'ent, twelve (12) Royal Palms were added along the Congress
Avenue right-of-way.

This memorandum is in reference to the existing landscape on the north perimeter of the above site.
This existing vegetation is comprised of exotic vegetation (Florida Holly) and "volunteer" trees of
Eurleaf Acacia, Australian Pine and other assorted "prohibited tree species".
The City Comprehensive Plan (E & A report pg. 85, section 3.2.3.4.1.1 native vegetation/exotics)
requires the removal of this vegetation during construction. When this is completed, there will JlQ1 .
be a continuous hedge between the adjacent properties and this parcel along the north perimeter.
There are numerous "gaps" in this hedgeline due to adjacent properties that have not maintained the
hedge line, or the exotic vegetation has crowded out the hedge plants.
The applicant should perform the following:
1. Remove all exotics along the north perimeter.
2. Evaluate the remaining hedge plants on adjoining properties for one continuous hedgeline.
3. Install hedge plants and an irrigation system on this site to fill in the entire north perimeter
using the healthy hedge plants existing along the adjacent properties.

plan during the aty Commission meeting that staff had not had an opportUnity to review.
From the recommendations made by the aty Commission, there are changes required.
To prevent this type of situation from ocamng in the future, and to give staff an opportunity
to prepare additional comments if necessary, staff recommended that the plan be sent back
to staff for comments. The applicant agreed and submitted the new plan. They are prepared
to go forward at the next TRC meeting, and the next Planning and Development Board
meeting.

Mr. Rosenstock pointed outthat there will be approximately 750 employees at this facility and
questioned how the applicant plans to put this number of cars onto a main thoroughfare
during a working day. Mr. Kilday explained that there will be staggered shifts of 1 SO to 200
employees during any .one individual shift. Mr. Rosenstock wondered whether or not the
applicant contemplated any traffic problems due to the traffic light within 500'. Mr. Kilday's
response was negative and stated that the traffic light is of assistance to UPS. The applicant
is in the process of seeking modification to the median in this area. There was a median cut
in this area, but it was eliminated during the reconstruction. The applicant has submitted an
application to DOT which is not yet approved.
Mr. DeCarlo restated the appeal as a request to eliminate the required hedge on the north,
southeast and eastern side ofthe proposed existing parking areas. All other areas around the
perimeter of the parcel will meet or exceed landscape code requirements. The impact or
omission of the perimeter hedge which would normally be required on the eastern side of the
proposed and existing parking areas at this location is minimal based on the 500' distance
from the vehicle use area to 1-95. The Planning and Zoning Department recommends
approval of this request for omission of the hedge along the east side of the vehicle area;
however, recommends thatthe required landscape material be installed along the north and
south sides of the vehicle use area.
Chairman Dube pointed out that it was now his understanding that the north is no longer in
question. Therefore, staff's recommendation is for installation of the landscape material along

the south side of the vehicle use area.
Mr. DeCarlo explained that the City Forester was asked to look at the site. He has confirmed
that there is a problem of exotics on the site along the northern perimeter which will have to
be addressed. Mr. Kilday said that if there are exotics on this property, they will be removed.
Motion
Vice Chairman Golden moved to recommend approval of the landscape appeal for UPS to
omit the 2 Y2' wide landscape strips between the vehicle use area and the abutting property
subject to staff comments which would, in effect, mean omission of the landscape strip along
the east property boundary. Mr. Titcomb seconded the motion which carried unanimously.
Mr. Kilday pointed out that there was discussion about additional landscaping on the north.
He thought that additional landscaping was in lieu of doing the small area on the south of the
parking lot.
Vice Chairman Golden stated that Mr. Rosenstock's remarks related to additional trees along
Congress Avenue which were incorporated as part of the recommendation for the site plan
approval. That was not part of the landscape appeal.
Chairman Dube feels that the northern portion will probably not be an issue by the time this
application goes to the City Commission.
Mr. Kilday would rather take the cost, which is not a large cost on the south property line, and
use it to enhance the front of the building. They will submit a cost estimate.
Mr. Rosenstock felt this was an excellent idea, and Chairman Dube agreed that this could be
modified with staff prior to the City Commission meeting.
