Heyden ~d Planning and Zoning Director FROM: DATE: October 12, 1995 SUBJECT: UPS Communications Center - LAAP 95-005 Landscape Code Appeal (eliminate required hedge along east, north and south side of property) Please place the above-referenced request on the October 17, 1995 City Commission agenda under Oevelopment Plans. OESCRIPTION: This is a request from Kilday and Associates, agent for United Parcel Service (UPS), to appeal Chapter 7.5, Article II - Landscape Code, Section 5.E. of the Land Development Regulations. The appeal, to eliminate the required hedge on the north, southeast and eastern side of the proposed and existing parking areas, is in connection with a concurrent major site plan modification and parking lot variance approval. RECOMMENDATION: The Planning and Development Board, with a 7-0 vote, recommended approval of the appeal for the east hedge, however not the north hedge, subject to all staff comments (Planning and Zoning Oepartment Memorandum No. 95-537) There was discussion at the meeting as to whether an appeal for the north hedge was needed based on staff's belief that there may be an eXisting hedge meeting code on the eight different adjacent parcels to the north of the UPS parking areas which would exempt UPS from installing th1S hedge. Since the meeting, the Forester has field checked the eXisting hedges along the various properties to the north and has reported his findings in the attached Recreation and Park Memorandum No. 95-465. He concludes that the existing hedges do not meet code and ~cause of the invasive nature of the exotic plants along the north perimeter of the UPS property, the exotics have grown into, crowded out and have caused some gaps noted in the existing hedges. In discussing this matter further with him, he indicates that it is not recommended to try and fill in the gaps of the adjacent hedges with sections of hedges on the UPS property because the "jogging" of the hedges will not provide a continuous screen. Regarding the south hedge, the Board recommends for appeal of the south hedge in exchange for installation of landscaping along the front of the building (currently no landscaping). The cost of this landscaping shall be equal to or greater than the cost estimated for the south hedge and is to be verified by a cost estimate submitted at time of permitting. This existing vegetation is comprised of exotic vegetation (Florida Holly) and "volunteer" trees of Earleaf Acacia, Australian Pine and other assorted "prohibited tree species". The City Comprehensive Plan (E & A report pg. 85, section 3.2.3.4.1.1 native vegetation/exotics) requires the removal of this vegetation during construction. When this is completed, there will lUll . be a continuous hedge between the adjacent properties and this parcel along the north perimeter. There are nwnerous "gaps" in this hedgeline due to adjacent properties that have not maintained the hedge line, or the exotic vegetation has crowded out the hedge plants. The applicant should perform the following: 1. Remove all exotics along the north perimeter. 2. Evaluate the remaining hedge plants on adjoining properties for one continuous hedgeline. 3. Install hedge plants and an irrigation system on this site to fill in the entire north perimeter using the healthy hedge plants existing along the adjacent properties.
