Site Plan for Waffle House
David Miller, Architect for Waffle House, has applied for site
plan review for a Waffle House to be located on an outparcel in
the Gateway Shopping Center located on the south side of Boynton
Beach Boulevard between Northwest 7th and Northwest 8th Streets.
The proposed development would be a 44 seat restaurant that
specializes in breakfast meals. The outparcel on which it is
located was part of the original site plan for Gateway Center.
At this time there are two outstanding issues. The first is that
the outparcel is being sold off and the proposed development
requires a setback variance.
The second issue is that the design of the structure does not
comply with the Community Design Plan and no appeal has been
filed.
Staff had recommended this plan be remanded back to Staff, but
the City Attorney indicated that the Planning and Development
Board must either approve or deny the plan. Based on this, the
Board forwarded the plan to the City Commission with a
recommendation for denial.
This request has been scheduled for City Commission review for
April 20, 1993.

Dear Mike:
I have reviewed the dumpster location and the trash removal
operation with Robert Eichorst. The best solution which he would
prefer and is agreeable to Mr. Alfred Maurilli (the owner of
Gateway Center, as well as Waffle House is to install a larger
dumpster and/or arrange for additional pick-ups at the present
dumpster locations for Gateway Center. Should additional dumpsters
be required Mr. Eichorst would prefer to see them located adjacent
to the present dumpster at Gateway Center rather than adjacent to
the Waffle House Restaurant.
By removing the dumpster location from the out parcel site we will
place two additional parking spaces along that side of the other
raising our number of parking spaces to 22 with one handicapped
accessible parking space for a total of 23.
Please let me know if you have any questions, thank you for your
assistance in this matter.

Dear Mr. Cutro:
Enclosed please find twelve (12) copies of the revised material for
the above referenced project. The original application submitted
to you January 26, 1993, has been modified as indicated by asterix
in the attached copy.
All aspects of the City of Boynton Beach building requirements
(parking, drive area, landscape, signage, etc.) will be met. The
perimeter landscaping (deciduous trees and continuous hedge) are
already in place at the north and east sides of the site. This
existing vegetation will be filled in and added to as necessary to
meet the City's requirement for continuous hedge, spacing of plant
material, and required numbers of plant material.
The signed and sealed plans prepared by a landscape architect will
be submitted at the time of permitting for the site, and they will
meet all requirements of the City of Boynton Beach for landscape
and irrigation. As a result, the typical check list requirements
and planning and zoning department comments for landscape and
irrigation are not included with this package.
The remaining items requested by the Technical Review Committee
have been incorporated into the plans or are provided for you.
Actual material samples for the exterior of the building and
additional information is also included with this package.

Mr. Higginbotham:
The City of Boynton Beach has completed its first review of the
site plan for the above referenced project. Attached are comments
made by the reviewing departments during their initial review of
your project.
In order to complete the review process, the site plan and
documents must be amended to comply with these comments within 90
days of the date of this letter. (If amended plans are not
submitted in 90 days, a new application fee will be required.) When
there are comments made by the reviewers that you feel are not
applicable to the approval of the project or will be addressed
separately and you have not amended the plans to comply with the
comment(s), you must prepare written explanation for each comment
stating why the comment is not applicable and return the
explanation with the amended plans and documents.
After amending the plans and documents, please submit twelve (12)
complete sets of the plans to the Planning and Zoning Department.
When the amended plans and documents have been submitted to the
Planning and Zoning Department, they will be distributed to the
reviewing departments for a second'review and the reviewers will
recommend if the site plan will be placed on a board approval
schedule (see attached). If there are major comments not addressed
by new plans or the reviewers recommend that the plan not be
forwarded to the planning and Development Board, this office will

consistent. The dimensions for the two-way aisles do not
match. The minimum aisles width for two-way aisles with ninety
(90) degree parking stalls on both sides is twenty-seven (27)

Lot Regulations, Section 5-l42(a) and Section 5-l42(b), "Required
Parking Lot and Pedestrian Lighting".

DRAINAGE STATEMENT
FOR
WAFFLE HOUSE
BOYNTON BEACH, FLORIDA
JANUARY 1993
The proposed Waffle House restaurant will be located on the southwest corner of
the intersection of Boynton Beach Boulevard and N,W. 7th Street, in the City of
Boynton Beach, Florida. The 0.29 acre site is an out parcel which was formerly a
portion of the Gateway Centre. The original plans show a bank on the site of the
proposed Waffle House.
The originally proposed bank use was approximately 90% impervious, The
proposed site plan for the Waffle House is approximately 80% impervious, thus
there will be less storm runoff than originally expected, The water management
system as built for the Gateway Centre, was designed to accommodate the
proposed bank use therefore has excess retention/detention capacity to
accommodate the proposed restaurant use,
The site of the proposed Waffle House is equipped with a catch basin at the
northeast corner and an exfiltration trench system which transects the north half
of the site. Water quality pretreatment will be furnished by a depressed grass swale
along the north and east boundaries, The invert elevation of the swale will be set
approximately 3-1/2" below the existing on-site catch basin.

Dear Mr. Cutro:
For clarification purposes the exterior colors of the Waffle House
building will be a light beige brick, bronze tinted windows, bronze
aluminum frames, with a yellow internally illuminated awning. The
building signage (18" high x 20' wide, all four sides) will be an
internally illuminated channel letter mounted directly to the face
of the building. The letters will be a black aluminum with black
trim and a yellow plexiglass face. Material samples and/or colored
elevations will be provided to you.
Also enclosed are the details for the pole sign at the northeast
corner of the property. As we had discussed, this will be a single
pole. The individual boxes which make up each letter of the name
"Waffle House" will be black boxes with yellow faces and black
letters (internally illuminated). The arrow will be black a box
with a red face (internally illuminated) in the sizes as shown on
the sketch for the sign detail.
Please let me know if this signage information can be considered
as a part of our overall approval for this site. Thank you.

Dear Mr. Cutro:
For clarification purposes the exterior colors of the Waffle House
building will be a light beige brickl bronze tinted windows1 bronze
aluminum framesl with a yellow internally illuminated awning. The
building signage (1811 high x 20' widel all four sides) will be an
internally illuminated channel letter mounted directly to the face
of the building. The letters will be a black aluminum with black
trim and a yellow plexiglass face. Material samples and/or colored
elevations will be provided to you.
Also enclosed are the details for the pole sign at the northeast
corner of the property. As we had discussed, this will be a single
pole. The individual boxes which make up each letter of the name
"Waffle House" will be black boxes with yellow faces and black
letters (internally illuminated). The arrow will be black a box
with a red face (internally illuminated) in the sizes as shown on
the sketch for the sign detail.
Please let me know if this signage information can be considered
as a part of our overall approval for this site. Thank you.

Find attached for your review the plans and exhibits for the above
referenced project. Site Plan Review approval for this project
will be granted by the City Commission. To ensure that the project
stays on line with the review time frame, I request that the plans
and exhibits be reviewed and formal comments transmitted to the
Director of the Planning and Zoning Department no later than 5:00
P.M. on February 10, 1993.
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently obtain
Technical Review Committee approval:
1. Use the review standards specified in Part III, Land
Development Regulations, Chapter 4, Site Plan Review, Section
8 to review and formulate comments. (See Planning

2. The documents submitted for the project were determined to be
sUbstantially complete based on the submittal requirements
identified in Section 7 of the Site Plan Review Ordinance.
However, if the data provided to meet the submittal
requirements is insufficient to properly evaluate and process
the project based on the review standards, additional data
should be requested by the reviewer through the Planning and

3. Each comment shall reference the code section and include the
language of the submittal requirements and review standards
that require the data to be submitted for review.
4. Technical Review Committee member (s) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required improvements may
conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific code
section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review
specified.
6. If a TRC member finds the plans acceptable, he/she shall forward
the plans and a memo, within the time frame stated above, to the
Planning and Zoning Director stating that the plans are approved
and they do not have any comments on the plans submitted for
review.
All comments shall be typed, addressed and transmitted to the Director
of the Planning and Zoning Department for distribution to the
applicant. Please include the name and phone number of the reviewer
on this memo. Mike Haag will be the Planning and Zoning Department
staff member coordinating the review of the project.
The Planning and Zoning Department will send to the applicant a cover
letter which includes the comment(s) and directions to amend the plans
to comply with the comments and the procedures for resubmission. When
the Planning and Zoning Department receives the amended plans, they
will distribute the plans with a cover memo to all TRC Members for
review and approval.
