SUBJECT: Ace Hardware - ADAP# 95-004
Signage approval
NATURE OF REQUEST
Mr. H.D. Hatch, owner of the Ace Hardware store, located in the
central Business District (CBD) at 510 E. Boynton Beach Boulevard,
is requesting relief from the central Business District Design
Guidelines for the installation of a wall sign to be attached to
the north face of his existing building (see Exhibit "A" - letter
from applicant and Exhibit "B" - location map) .
BACKGROUND
The following signage exists at the subject property:
1. One free standing sign (nonconforming due to setback) is
located at the northeast corner of the property. The
sign consists of a two-part sign cabinet. The sign
cabinet is attached to a pole support, painted black.
The sign cabinet consists of a black painted frame, white
plastic sign face with red and black lettering. The upper
cabinet reads Western Auto and the lower cabinet reads
Ace Hardware.
2. One wall sign is located on the north face of the
building above the building storefront. The wall sign is
red paint applied directly to the wall of the building
(painted wall signs are prohibited as of the 1991
adoption of the sign code). The sign text reads "Western
Au to" .
Ci ty records indicate the existing signage predates the design
guidelines for the Central Business District which were adopted in
April 1985. The sign code provides for a five year amortization
period for nonconforming signs. By this end of this period, which
expires March 5, 1996, nonconforming signs must be removed or
modified to be conforming.

b) Design guidelines - sets forth a ratio based on
size of letter to size of sign
face/background as follows:
4 inches:
7 inches:
10 inches:
14 inches:
8 square feet
25 square feet
50 square feet
100 square feet
Minimum size is recommended.
Copy letters and logo should
consti tute 40 percent of the
total graphic area, and the
background 60 percent. Since
freestanding signs and
buildings setback any
significant distance from the
street were envisioned as part
of the redevelopment of the
CBD, ratios for larger than 14
inch letters are not provided.
2. Letter style:
a)
Ace Hardware
Type style is not specified,
however it is their nationally
registered copy.
b) Design guidelines - Signage and graphics are to be
compatible with their
surroundings, appropriate to
the type of activity to which
they pertain, legible in the
circumstances in which they are
seen, expressive of the
identity of individual
proprietors, and are to be
legible and readable.
Signage and graphics are to be
compatible with the building
architecture, and are to relate
to form, scale, proportion,
texture, materials and
detailing.
3. Logo:

- No logo except for letter
style.
b) Design guidelines - Minimum use of logo/symbol

5. Sign colors:
a)
Ace Hardware
- Sign face is white with black
and red lettering.
b) Design guidelines - Canopies and other colored
architectural features
(signage) are to match the
following CBD accent colors.
Any combination of these colors
may be used. White, Tan
(pantone 465C), Brown (pantone
492C), Green (pantone 349C) and
Blue (pantone 294C).
As indicated in the comparison above, the proposed sign does not
comply with the design guidelines for the Central Business
District. The size and location of the proposed sign do comply
with the sign code. The new Community Design Plan is not
applicable since this request is not a substantial improvement or
alteration which changes the architectural design of the building.
Even if the plan were applicable, the specific signage language it
contains is intended primarily for harmonizing the signage of
multi-tenant buildings, whereas the subject building is a single
tenant building.
The existing building, located along one of the entrances to the
central Business District, is an all white block building with a
flat roof and a parapet wall. careful sign selection can assist in
"sprucing-up" the look of the building, which now has a
nonconforming, painted wall sign on it that is to be removed.
Backlit, reverse channel letters, which themselves are not
illuminated, but rather cast light against the surface on which
they are attached, are an upscale type of sign. Channel letters,
although not as rich in appearance, could also add to the look of
the building.
With respect to sign color, the applicant proposes to incorporate
Ace Hardware's nationally registered copy and colors of red, white
and black. As previously mentioned, white is among the CBD Design
Guideline colors. Black, with the exception of its use within a
pictorial logo or geometric pattern, has been used regularly in the
CBD as a neutral color. The shade of red proposed is not among the
CBD Design Guideline colors, however Pantone brown which is among
the listed colors is actually crimson. The proposed red could be
replaced with crimson for an attractive look that is close to the
Ace Hardware's standard red.
RECOMMENDATION
It is recommended that the red sign color proposed by Ace Hardware

Please consider this as my request for a variance to the
"Color Code" for si~ns.
The sign I desire to put up is a "National" logo sign for
ACE HARDWARE. The color of red on the sign is part of the
"ACE HARDWARE" national trademark. It is not a color I
control or can change.
The color "red" on the si~n is basically like the "Rose
