Plans have been prepared for the widening of Boynton
Beach Boulevard to a s~x lane divided road from Congres~
Avenue to Military Trail. According to the ~ngineering firm
which designed the road plans, the final permits have been
obtained from the Department of Transportation, plans are
being sent out to bid and, construction is expected to
commence within four (4) to six (6) months. Construction is
expected to take approximately nine (9) to twelve (12) mon~hs
and is scheduled to be completed during the Fall of 1987.
Figure 2 shows the existing volumes and the capacity at
Level of Service "0" for these roadway segments.
GENERATION
The generation rates used for this project were based
upon information published in the report "1981 Update Study of
Vehicular Traffic Generation Characteristics Within Palm Beach
County", prepared for the Palm Beach County Engineer's Office
by Kimley-Horn and Associates, Inc. and "Trip Generation -
Third Edition", Institute of Transportation Engineers, 1982.
The generation rates used for this project are:
GENERAL RETAIL
GENERAL OFFICE
100 trips/day per 1,000 sq. ft.
18 tripS/day per 1,000 sq.ft.
The average, daily traffic which can be expected to be
attracted by this mixed use development can be established by
I
adding together the traffic expected by each of the two uses.
This volume can be established through the following
calculation:
Retail - 20,000 s.f. x 100
Office - 15,000 s.f. x 18
TOTAL
tpd/l,OOO s.f. = 2,000 tpd
tpd/l,OOO s.f. = 270 tpd
2,270 tpd

Re: Modification to PCD - Cross Creek Centre
Dear Mr. Annunziato:
I would like to submit to you and the Town Council for consideration a proposal to
modify the PCD masterplan for Cross Creek Centre.
Our original application was for an all retail center of approximately 50,000 square feet
which eyentually was changed to allow 20,000 square feet of retail and 15,000 square feet
of office in two separate buildings. This change was a result of recommendations from
Staff and the Planning and Zoning Board. Our company was forced to accept this
arrangement; however, we had serious concern about the marketability of the office
portion. These concerns turned out to be justified as we are 100% leased in the retail
portion with a waiting list of seyeral retail tenants and only 40% leased in the office
portion. With the extensive glut of yacant office space in the area in more legitimate
office projects, I would think that a fully leased, healthy project would be preferable
from the City's and residents' perspective. With oyer 1,100 feet of frontage and less
than 200 feet of depth, the site is perfectly suited for retail tenants which is proyen by
the happiness and success of the tenants in the retail building.

This proposal is therefore to reque.st a modification to the PCD masterplan to allow
retail uses in approximately 1/2 (7,000 square feet) of the office building as described
on said masterplan. I can add sufficient parking on the site plan to accommodate the
increased parking requirement.
Please let me know if you require any additional information to consider this proposal.
Thank you for your continued assistance on this project.
